Notice on the promulgation of the national standard "Standard for Quality Inspection and Assessment of Precast Concrete Components"

According to the requirements of the State Planning Commission's Document No. Jizong [1985] 1, the "Standard for Quality Inspection and Assessment of Precast Concrete Components" revised by the China Academy of Building Research and relevant units has been reviewed by relevant departments. The "Standard for Quality Inspection and Assessment of Precast Concrete Components" GBJ321-90 is now approved as a national standard and will be implemented on August 1, 1991. The original "Standard for Quality Inspection and Assessment of Building Installation Engineering-Reinforced Concrete Precast Component Engineering" TJ321-76 is abolished at the same time.
This standard is managed by the Ministry of Construction, and the specific interpretation and other work is undertaken by the China Academy of Building Research. Revision Notes
This standard is based on the requirements of the former State Planning Commission's Document No. 1 [1985], and is under the responsibility of the former Ministry of Urban and Rural Construction and Environmental Protection. Specifically, the China Academy of Building Research and relevant units jointly revised the "Standard for Inspection and Evaluation of Building Installation Engineering Quality-Reinforced Concrete Prefabricated Component Engineering" TJ321-76. During the revision process, the revision team conducted extensive investigations and studies, carefully summarized the experience since the implementation of the original standard, absorbed some scientific research results, and widely solicited opinions from relevant units across the country. Finally, the former Ministry of Urban and Rural Construction and Environmental Protection and relevant departments reviewed and finalized it.
This standard is divided into seven chapters and five appendices. The main contents of this revision are: the name of this standard is changed to "Prefabricated Concrete Component Quality Inspection and Assessment Standard"; the scope of application is expanded to include the quality inspection and assessment of prefabricated concrete components produced on the construction site; the quality inspection and assessment of concrete sub-items are added, and on the basis of the assessment of each sub-item, the provisions for the quality grade assessment of the inspection batch of prefabricated components are supplemented; the requirements for determining the product rate of each batch of components and the method for correcting the qualified point rate of the component appearance quality and allowable deviation items are proposed to match the current national standard "Concrete Structure Design Code" GBJ10-89, and the corresponding structural performance inspection indicators and their calculation methods are given; the application scope of the secondary sampling inspection method in the structural performance inspection and assessment is expanded.

Chapter 1 General
In order to strengthen enterprise management and ensure the quality of precast concrete components, this standard is specially formulated.
This standard is applicable to the inspection and evaluation of the quality of precast concrete components for industrial and civil buildings and general structures produced in factories and construction sites. Article 1.0.3 The main quality requirements and inspection indicators in this standard are formulated in accordance with the principles of the current national standards "Concrete Structure Design Code", "Concrete Structure Engineering Construction and Acceptance Code" and "Concrete Strength Inspection and Evaluation Standard".

Chapter 2 Basic Provisions
Article 2.0.1 The quality inspection of precast concrete components is divided into five sub-items: formwork, steel bars, concrete, components and structural performance. The inspection content includes guarantee items, basic items and allowable deviation items.
Article 2.0.2 The quality assessment of the three sub-items of formwork, steel bars and components is divided into two levels: "qualified" and "excellent". The results of the assessment are the basis for assessing the production quality of the production team.
Article 2.0.3 The quality level of formwork, reinforcement and component manufacturing shall be evaluated according to the following provisions:
I. Qualified
1. Guaranteed items: must comply with the provisions of this standard; 2. Basic items: should comply with the provisions of this standard; 3. Allowable deviation items: 70% or more of the inspection points of the allowable deviation items shall comply with the provisions of this standard, and the remaining inspection points shall also basically meet the requirements of this standard. III. Excellent
On the basis of qualified, 90% or more of the inspection points of the allowable deviation items shall comply with the provisions of this standard.
Note: ① For each column, truss, thin web beam, wall panel and other component formwork, reinforcement and component, if there are two or more elevations, cross-sectional dimensions, important embedded parts and reserved holes in the same allowable deviation item, they should be measured separately and participate in the evaluation.
② The inspection of the appearance quality of the component should also be included in the quality evaluation of the component sub-item: and the evaluation shall be carried out according to the provisions of the allowable deviation items.
Article 2.0.4 The production quality of formwork, steel bars, concrete and components shall be inspected and evaluated by full-time inspectors based on the inspection quantity specified in this standard, on the basis of self-inspection, mutual inspection and handover inspection by the team. Article 2.0.5 The quality of steel bars and concrete raw materials, the mechanical properties of steel bar processing and welding, concrete strength, structural properties of components, etc. shall be inspected and tested in accordance with the requirements of relevant standards, and test reports shall be submitted and filed for future reference. Article 2.0.6 The design drawings of precast concrete components shall comply with the relevant provisions of Appendix 1 of this standard.
For precast concrete components with special quality requirements, the corresponding inspection requirements must be indicated in the design drawings.
Article 2.0.7 The quality inspection department of the precast concrete component factory and the construction site shall evaluate the quality level of each inspection batch of components based on the test and inspection data of steel bars, concrete, components and structural performance. When the quality of the above-mentioned sub-items is "qualified", the batch of components is rated as "qualified". On the basis of qualification, when the quality of the component sub-items is "excellent", the batch of components is rated as "excellent".
Note: The production quality level of the precast concrete component factory can be evaluated according to the method specified in Appendix 3 of this standard. Article 2.0.8 Qualified precast concrete components shall be marked, and a "component certificate" shall be issued and delivered to the user unit. Article 2.0.9 After the quality of precast concrete components is inspected, if it does not meet the requirements of this standard, it shall be handled in a timely manner. Chapter 3 Mould
(I) Guarantee Items
Article 3.0.1 The formwork and its support must have sufficient strength, rigidity and stability, and unacceptable deformation is strictly prohibited.
Inspection Quantity: 10% of the same type and specification of the steel formwork for external tensioning shall be inspected, but not less than 3 pieces; other formworks shall be inspected piece by piece. Inspection Method: Observation, manual shaking or measurement inspection. The external tensioning steel formwork shall be inspected under the maximum tension state.
(I) Basic Items
The floor used as the bottom formwork, the paved bottom plate and the tire formwork shall be flat and smooth, and shall not have sinking, cracks, sanding or bulging that affect the quality of the component. Inspection Quantity: Inspection piece by piece.
Inspection Method: Observation and measurement inspection.
Article 3.0.3 The gaps of the template should not leak mortar. The embedded parts fixed on the template should be installed firmly.

Inspection quantity: Newly made templates and templates after overhaul shall be inspected piece by piece; templates used in continuous turnover shall be inspected regularly according to the quality of the components. Acceptance marks shall be made for templates that pass the inspection.
Note: When the size deviation of each template appears in one of the following situations, it should be repaired: ① Checkpoints that exceed the allowable negative deviation value appear; ② Checkpoints that exceed 1.2 times the allowable positive deviation value appear; 3 or more checkpoints that exceed the allowable positive deviation value appear.
