According to the State Council's document Guofa [1989] No. 75, my country will gradually establish a unified code identification system. The establishment of a unified code identification system means that the government standardization administrative department will issue a unique and unchanging legal code identification to each agency, group, enterprise or institution in the country. In order to make this system fully play its role in all aspects of social and economic life, there must be a corresponding computer information system to uniformly manage the code information. At the same time, an organization code information database that can objectively reflect the basic situation of agencies, groups, enterprises or institutions should be established to achieve resource sharing of basic information and facilitate information exchange between systems. This standard determines the machine-readable format specification of the national organization code information database (basic database). It is recommended that government departments at all levels adopt the standard format for design and development in the process of business management and information system establishment to ensure that the code and related information can be correctly received and converted between systems.

5.1 Code management agency number refers to the number of the standardization administrative management department at all levels responsible for organizing and coordinating the management of organizational code within the administrative region. It is expressed in the administrative region code specified in GB/T2260. 5.2 Unit code is the organizational code identification. According to GB/T11714, it consists of an 8-bit body code and a 1-bit character digital check code.
