Preparation Instructions
This specification is compiled by China Architecture Northwest Design Institute in accordance with the notice of the Ministry of Urban and Rural Construction and Environmental Protection and the Ministry of Culture (83) Chengjianshezi No. 133, and is jointly compiled by Shaanxi Provincial Library, Hunan Library, Wuhan University School of Library and Information Science and the Department of Architecture of Nanjing Institute of Technology. During the compilation process, with the assistance of relevant units across the country, a relatively extensive and in-depth investigation and research was conducted on libraries of all types and levels. On the basis of summarizing the experience of library construction and management over the past 30 years, in accordance with the procedures stipulated in the "Preparation Outline" of the specification, a "trial draft", "draft for soliciting opinions", "draft for soliciting opinions" and "draft for submission" were successively proposed, and opinions were widely solicited in different forms. Finally, the draft was revised and finalized after review.
This specification is based on the public library as the main body and the school, scientific research and professional libraries as the branches. In this article, except for the individual topics which are named after the library, all common issues are expressed as the general term "library". This specification is divided into six chapters, three drawings and six appendices. Its main contents include: general principles, site and general plan, architectural design, protection of books and periodicals, fire prevention and evacuation, building equipment, etc.
During the trial implementation of this specification, if it is found that there is a need for modification and supplement, please send your opinions and relevant information to China Architecture Northwest Design Institute for reference in future modifications.

Chapter 1 General Provisions
Article 1.0.1 This specification is formulated to ensure the basic quality of library building design and make the library meet the basic requirements of safety, hygiene and functionality.
Article 1.0.2 This specification is applicable to the design of new construction, reconstruction and expansion of comprehensive public libraries, school libraries, scientific research libraries and various professional libraries. The architectural design of other types of libraries (rooms) should refer to the relevant provisions of this specification.
Article 1.0.3 The design of library buildings should be combined with national conditions and local characteristics, conform to advanced management methods, adapt to modern service means, and appropriately consider the possibility of expansion, adjustment and transformation in the future development. Article 1.0.4 The design of the library should make the collection close to the readers, meet the protection requirements of books and periodicals, and create a good reading environment and working conditions for readers and staff.
In addition to complying with this specification, the design of multi-library buildings should also comply with the "General Principles of Civil Building Design" and relevant design standards, specifications and regulations issued by the state or professional departments.

Chapter 2 Site and General Plan
Article 2.0.1 The site of the library should be selected in a quiet environment, dry site, smooth drainage, good ventilation; away from flammable and explosive, noise and harmful gas pollution sources; and in line with the local urban planning and cultural building network layout.
Article 2.0.2
Libraries should be built independently. If they are built together with other buildings, they must fully meet the library's functional and environmental requirements, and form a separate area with a single entrance and exit.
Article 2.0.3 The general plan layout should be clearly divided into functional areas to separate the flow of people and the flow of books. The road layout should be convenient for book transportation, loading and unloading, and fire evacuation.
Article 2.0.4 Large-scale public libraries and children's reading areas should have separate entrances and outdoor activity areas. Article 2.0.5 Staff housing and dormitories should not be built within the library area, and should be separated when adjacent land.

Chapter III Architectural Design
General Provisions
Section 1
Article 3.1.1 The architectural design of a library should be equipped with various spaces or rooms for collection, lending, reading, internal business, technical equipment, public administration and auxiliary according to the nature, scale and functions of the library. Article 3.1.Article 2 The architectural layout of the library should be adapted to the management methods and service means, and the operation routes between editing, storage, borrowing and reading should be reasonably arranged to facilitate the transportation of readers, staff and books and periodicals without interfering with each other. Article 3.1.3 The column grid size, floor height and load design of each storage and reading space in the library should have greater adaptability and flexibility of use. Article 3.1.4 Libraries with reading rooms on four floors or more should be equipped with public passenger elevators.
Article 3.1.5 Storage, reading and working spaces should make use of natural lighting and natural ventilation as much as possible to save energy.
Article 3.1.6 The minimum value of the natural lighting coefficient of general reading rooms and business rooms should not be less than 1.5%, and auxiliary lighting should be provided when the brightness is insufficient. Article 3.1.7 The natural lighting design parameters of various rooms in the library should comply with the provisions of Table 3.1.7.

Book Collection
The book collection space of a library is divided into three forms: basic book collection, auxiliary book collection and reading room collection. Each library can choose to adopt according to actual conditions.
Article 3.2.2 The basic library should maintain a quick connection with the auxiliary library and the reading room on the same floor; the books distributed in the open-shelf reading rooms can be stored separately or concentrated in a fixed book collection area. Article 3.2.3 The structural form and column grid size of the basic library should adapt to the management method adopted and the arrangement requirements of the selected bookshelves. Article 3.2.4 The library and open-shelf reading room should mainly use movable bookshelves and stacked bookshelves; when the library must use multi-layer bookshelves, each book storage space shall not exceed three bookshelf layers.
Article 3.2.5
The plane layout of the library and the arrangement of bookshelves should be conducive to lighting, ventilation and shortening the distance for picking up books; the number of consecutively arranged book (newspaper) shelves in the library should not exceed the limit in Table 3.2.5a; the net width of the passage between book (newspaper) shelves and between book (newspaper) shelves and the exterior wall should not be less than the provisions in Table 3.2.5b.
