This standard is based on GB811-1998 "Motorcycle Passenger Helmet", combined with the performance characteristics of the police service helmet itself, with reference to GB2811-1989 "Safety Helmet", GB/T2812-1989% Safety Helmet Test Methods". Appendix A and Appendix B of this standard are appendices to the standard. This standard was proposed by the Equipment Finance Bureau of the Ministry of Public Security of the People's Republic of China. This standard is under the jurisdiction of the Technical Committee for Standardization of Police Equipment and Uniforms of the Ministry of Public Security. 3 Definitions
This standard adopts the following definitions.
3.1 Police service helmets (hereinafter referred to as helmets) are police equipment used to protect the heads of service personnel. 3.2 Testing area testingarea

4 Product classification and naming
4.1 Classification

5.1 Appearance requirements
5.1.1 Appearance
The appearance of the helmet should comply with the requirements of Appendix A (Standard Appendix). 5.1.2 Logo
Helmet logo should comply with the requirements of Appendix A.
5.1.3 Cap Badge
The cap badge uses the Type 99 Police Clothing Hat Badge [GA270]. See Appendix A for the installation dimensions. 5.1.4 Color

5.2 Structural Requirements
The helmet consists of a shell, a wearing device, etc. 5.2.1 Shell

6.1 Appearance, structural requirements and specifications of the helmet 6.1.1 Test device

6.3.1 Test device
Length measuring instrument: the graduation value is 0.5mm; wearing device strength tester: in addition to 6.6.1 of GB811-1998, it should also Meet the following requirements: a) Simulated lowering device: the distance from the top of the head to the simulated lowering device should be less than 250mm; b) Test head shape: comply with the provisions of B2.1 in Appendix B 6.3.2 Test steps
a) Measure the width of the helmet strap with a length measuring device; b) Wear the helmet properly on the corresponding head shape, pass the strap through the simulated lower cheek and tighten it, apply a load of 23kg ± 0.5kg, maintain for 2 minutes, and observe the strength of the wearing device;
c) The test results should comply with the provisions of 5.2.2. 6.4 Helmet collision energy absorption performance test
6.4.1 Pretreatment
The conditions for helmet pretreatment are shown in Table 3.

Note: The helmet sample must be treated according to the provisions of Table 3 before it can be inspected. Select one treatment for each helmet sample. After high and low temperature treatment, the helmet samples should complete one test within 5 minutes. For the second test, the helmet samples should be placed back in the incubator and treated for more than 20 minutes before the test can be carried out; the helmet samples treated with rain should be placed for 5 minutes before the test; this process should be repeated until all tests are completed. However, the total treatment time of the helmet cannot exceed the time specified in the table. 6.4.2 Test device
The collision test bench meets the requirements of 6.7.2.1 of GB811-1998. The test head shape shall meet the requirements of B2.2 in Appendix B. The test and analysis instrument system shall meet the requirements of 6.7.2.2 of GB811--1998, with a frequency response range of 0.1~6000Hz and a maximum impact acceleration of 200km/s2 peak.
6.4.3 Test steps
a) According to the provisions of 6.4.1, each helmet shall be pre-treated at one option; b) The acceleration sensor shall be rigidly fixed to the head shape collision detection position, and the angle between the sensor sensitive axis and the normal line of the head shape collision point shall not be greater than 5°;
c) Wear the helmet that has undergone pre-test treatment on the corresponding head shape, fasten the straps, and conduct the test according to the test conditions in Table 4: d) The test results shall comply with the provisions of 5.5.

6.5 Test for the penetration resistance of helmets
6.5.1 Test device

The drop-type penetration test bench shall comply with the provisions of 6.8.2 of GB811-1998. The test head shape shall comply with the provisions of B2.1 in Appendix B and be fixed horizontally on the bottom foundation of the drop bench. 6.5.2 Test steps
The test shall be carried out at room temperature in accordance with the requirements of 6.8.3 of GB811--1998. The test conditions for the penetration resistance of helmets are shown in Table 5, and the test results shall comply with the provisions of 5.6.

a) Fix the helmet on the sample rack and carry out aging test according to the following requirements: The radiation intensity of the helmet is 1000W/m\, the radiation intensity deviation is not more than ±10%, the blackboard temperature is 63℃±3℃, the relative humidity is 65%±5%, and the water spraying cycle is 18min/102min (water spraying time/no water spraying time). Every 24h is a test cycle, irradiation for 20h, stop irradiation for 4h, and the test duration is 7 cycles; b) The test results should comply with the provisions of 5.7.
7 Inspection rules
7.1 Inspection classification
Helmet inspection is divided into type inspection and factory inspection. 7.2 Type inspection
7.2.1 Type inspection shall be conducted in any of the following cases: a) Trial production inspection of new products;
b) Transfer of old products to another factory;
c) When production is resumed after a year of suspension;
d) When the structure, main raw materials and major process of the product are changed, which may affect the product performance;
f) When the superior quality supervision and management department proposes type inspection. 7.2.2 Number of sample helmets
7 sample helmets, 6 for testing and 1 for reserve.
7.2.3 Sampling
The sampling base is 50.
7.2.4 Test items and sequence
The test items and sequence shall be carried out in accordance with Table 6.

In the sample helmet inspection, if a single indicator of a performance is unqualified, the inspected batch of products shall be judged to be unqualified. The enterprise may improve the products and conduct a second inspection, but the number of sample helmets shall be twice that of the first inspection. If the second inspection still fails, the batch of products shall be judged to be unqualified. 8
Marking, packaging, transportation and storage
8.1 Marking
Each helmet should have the following permanent markings: a) product name (in Chinese), model, specifications; b) manufacturer name;
c) trademark;
d) production date, product batch number or serial number. 8.2 Packaging
8.2.1 The product packaging box should have the product name, quantity, quality, specifications, production date, manufacturer, moisture-proof and handle with care markings, and comply with the provisions of GB191.
8.2.2 Each product should be accompanied by a product certificate and product use and maintenance instructions. The product use and maintenance instructions should include the following: a) This type of helmet is not suitable for motorcycle riders; b) The specifications and dimensions of the helmet;
c) The straps must be fastened during use;
d) The helmet should not be used if a major collision accident occurs; e) Take care to store it, do not use corrosive solvents to scrub the surface of the helmet, and do not hit the helmet; f) The service life.
8.3 Transportation
The product should be tightly covered during transportation, and it is strictly forbidden to be exposed to rain, moisture, exposure to the sun, and high-temperature baking. It is strictly forbidden to drop, hit, or pile it up. 8.4 Storage
8.4.1 The product should be stored in a ventilated and dry warehouse, keeping it more than 250mm above the ground, with a gap of not less than 200mm around it. 8.4.2 The product cannot be stored with corrosive substances and should be kept away from high temperatures and heat sources. 6

This appendix specifies the test head form for police duty helmets. B2 Test head form
All the following test head forms are divided into three sizes: small, medium and large. See Figure 5 and Table 6 of GB811-1998. According to the purpose, they are divided into two types: general test head form and collision test head form. B2.1 General test head form
B2.2 Collision test head form
The head form is made of a structure and metal material that approximates the frequency response of the human head. The total mass of the falling head form (including sensors and connectors) is 4+1kg for small, 5+1kg for medium and 6+1kg for large (wherein the mass of the sensors and connectors is not more than 25% of the total mass of the falling head form).
