1 Scope.
GB/T 39216 specifies the terms and definitions, optimization principles and optimization paths for administrative licensing process optimization.
GB/T 39216 applies to the optimization and reengineering of administrative licensing processes by administrative licensing implementation agencies at all levels across the country.

3 Terms and definitions
The following terms and definitions apply to this document.
3.1
Administrative licensing process
The process by which administrative organs receive, accept, review, decide and deliver administrative licenses submitted by applicants in accordance with laws and regulations.
3.2
Licensing link ; handling process
In the administrative licensing process, the process that meets the requirements of the same window (or department) and is completed by the same person.
3.3
One thing
One matter that a natural person, legal person or other organization needs to handle.
Note: It can be either a separate "one thing" or a related matter that needs to be handled by multiple departments. After sorting out, integration and process reengineering, it becomes a "package of things" that is uniformly accepted and issued by one window.
4 Optimization principles
4.1 Optimization in accordance with the law
Process optimization should be based on the premise of administration in accordance with the law, and the legality of the basis for the establishment of administrative licenses, the preconditions for handling, application materials, and handling links should be reviewed; for laws, regulations, and policy documents that need to be adjusted and implemented, timely suggestions for "establishment, revision, and abolition" should be made or authorization should be obtained in accordance with procedures.
4.2 Sharing and collaboration
Process optimization should break through cross-level and cross-departmental technical, business, and data barriers through management and service model innovation, strengthen inter-departmental work collaboration and information sharing and reuse, and promote the smooth and efficient flow of information flow, business flow, and data flow.
4.3 Problem-oriented
Process optimization should start with the problems existing in the handling of administrative licenses, analyze and find the key links and main factors that affect the efficiency and service quality of administrative license handling, and propose optimization solutions.
4.4 Streamlining and Reconstruction
Process optimization should start from improving the satisfaction of administrative license counterparts, and delete, integrate, optimize or reconstruct the administrative license handling links, application materials, required fees, etc.

5 Optimization Path
5.1 Problem Identification
5.1.1 The administrative licensing implementation agency should establish a working mechanism to regularly supervise and inspect the implementation of the administrative licensing process, and promptly identify and discover the explicit and implicit problems in the process. 5.1.2 Problem identification mainly adopts the following methods: - Internal identification, mainly through organizational process deduction, feedback from administrative licensing approval personnel and managers, daily supervision and inspection, simulated service, questionnaire survey, post-event return visit, solicitation of opinions and suggestions, etc.; - External identification, mainly through feedback from administrative counterparts, social supervision, third-party evaluation, etc. 5.2 Problem Diagnosis
5.2.1 The administrative licensing implementation agency should promptly diagnose the legality, technicality and rationality problems in the process, and put forward opinions and suggestions for process improvement based on the diagnosis results. 5.2.2 Problem diagnosis should be carried out in accordance with the requirements of laws and regulations and the needs of administrative counterparts, with reference to advanced practices and experiences, and different measures should be taken for different matters:
a) Problem diagnosis of simple matters. From the two perspectives of facilitating administrative counterparts' affairs and standardizing the behavior of administrative licensing staff, the specific handling situations of the matters are subdivided, and the application materials, handling links, promised time limits, charging standards, etc. are sorted out for each handling situation one by one. The key points of problem diagnosis are as follows:
1) Sorting out the situation of the matter: Whether the matters are optimally granularized according to the different handling situations of the matters. For examples of splitting, see Appendix A;
2) Application materials: Whether the list of application materials meets the requirements of GB/T36114, whether there are any materials added without authorization, whether each material must be retained, whether it is quantified accurately, whether there are any vague language and umbrella clauses, whether the content of the materials is repeated or overlapped, and whether they can be shared and obtained;
Handling links: Whether the review content and key points of each link of pre-examination, receipt, acceptance, review, and decision are clear and unambiguous, Work content 3)
Whether the content is necessary and whether there is any duplication, whether the number of contacts with the service object during the handling process is the least, whether the links are connected reasonably and smoothly, and whether the overall design has the shortest path and the simplest procedures; 4) Commitment time limit: whether the overall commitment time limit is less than the statutory time limit, how much difference is there between the commitment time limit of each link and the regular handling time, and whether there is room for compression;
5) Charging standards: whether the charging basis and charging standards are legal, whether the collection standards under different circumstances are quantified and clear, whether they exceed the statutory standards, whether the charging standards with upper and lower limits are reasonable, and whether the charging methods are diverse and convenient. b) Problem diagnosis of complex matters. On the basis of completing the diagnosis of process problems of simple matters, based on the principle that the administrative counterpart completes "one thing", the approval process across levels or departments is sorted out to identify and diagnose problems in the process. The key points of diagnosis are as follows:
1) Comparison and benchmarking: Compare with the list of retained matters formulated and issued by the review and revision department, benchmark the working practices and experiences of advanced regions, and check the SAG to see the legality and rationality of the matters handled at each link; 2) Matter integration: For matters with similar review content and no obvious differences, put forward suggestions for the merger and integration of matters; 3) Application materials: Check whether the application materials of each link can be integrated, whether the application materials of each link are repeated, whether the content of the materials overlaps, and whether the materials of the upstream and downstream links can be obtained through sharing; GB/T39216—2020
4) Processing links: Check whether the processing links can be deleted, whether the previous and next links can be merged and simplified, processed in parallel or converted into internal processing links, whether the connection between the links is reasonable and smooth, whether they are mutually pre-conditional, whether the charging links are reasonably set, whether the number of contacts between the processing process and the service object is the least, and whether the overall design has the shortest path and the simplest procedure; Commitment time limit: Whether the commitment time limit setting of each link is reasonable, whether the time limit setting of the links for sequential processing and parallel processing is reasonable, 5)
Whether the commitment time limit of the whole process is the shortest. 5.3 Optimization and Reconstruction
5.3.1 Based on the results of problem identification and problem diagnosis, optimize or reconstruct the administrative licensing process. 5.3.2 Process optimization should focus on giving priority to high-frequency matters that occur frequently and have a large number of cases, and gradually achieve full coverage of all administrative licensing matters.
5.3.3 Process optimization should be based on the principle of completing "one thing", and adopt methods such as key matters, subject matters, and the life cycle of matters to break down departmental barriers, form a combination of "one matter joint handling", and optimize the process of combined matters as a whole. 5.3.4 The measures, methods and paths for process optimization are shown in Appendix B. 5.3.5 For historical problems in the organization structure that lead to process problems, the government at the same level or the higher-level department should be notified to apply for organizational reconstruction or integration, cancel or merge redundant approval department integration personnel, or require the approval department to move into the service hall, centralize the functions of the approval department, and reduce process problems caused by the overlap of departmental functions. 5.4 Process confirmation
5.4.1 Prepare new process documents. Make an optimized flow chart, and formulate concise and easy-to-understand service guidelines and job operation specifications. 5.4.2 Organizational evaluation. Organize experts, administrative personnel, and representatives of administrative counterparts to evaluate the legality and rationality of the optimized process and solicit opinions and suggestions from the public.
5.4.3 Review. Adjust and optimize the process according to expert comments and public opinions, form a standardized text, and submit it for review. 5.5 Release and implementation
5.5.1 Release
The service guidelines and service processes reviewed and approved by the review and revision department will be made public. 5.5.2 Implementation
Carry out administrative licensing work in accordance with the optimized process, promptly discover and record problems and weak links in the work, and put forward opinions and suggestions for the next step of process optimization.

Establish a normalized process evaluation mechanism. The evaluation methods include but are not limited to the following: a) Internal evaluation: Establish a real-time monitoring mechanism, organize staff to conduct all-round monitoring of process operation, promptly correct process operation deviations, discover and record unreasonable and inconvenient process problems, and put forward suggestions for process improvement; 3

Third-party evaluation: Establish a third-party evaluation mechanism, invite experts or third-party evaluation agencies to conduct a comprehensive evaluation of the administrative licensing process on a regular basis, summarize the best process optimization plan, discover problems and defects in the process, benchmark advanced regions, and put forward opinions and suggestions for process optimization;
Social evaluation: Establish a process complaint handling mechanism and a social evaluation mechanism, and solicit opinions and suggestions from all sectors of society on the administrative licensing process at all times and in all directions.
Continuous Improvement

Measures and methods for process optimization include but are not limited to: "Splitting": for administrative licensing matters that have not been split into granular matters according to the handling situation or the matters have not been split in place, summarize the common handling situations of the matters, and perform the optimal granular split of the matters; "Streamlining": including but not limited to the "five reductions", namely reducing materials, reducing links, reducing time limits, reducing costs, and reducing the number of handling trips; "Merging": deleting and merging duplicate application materials, duplicate contents in application forms, and handling links with similar functions; "Transformation": changing the management method, no longer reviewing matters or handling links that belong to internal management, but instead managing them internally; "Adjustment": adjusting the handling order, adjusting the links that were originally handled in series to parallel handling and parallel advancement. B.2 Core work path for process optimization
B.2.1 Reduction of materials
To minimize the application materials and simplify the content, the following application materials shall be deleted: application materials that are added without the basis of laws, administrative regulations, departmental rules, and normative documents; vague terms, such as "other materials", "relevant certificates", ".... and other materials" and other unclear application materials; materials that can be obtained through sharing or archived in the license database; application materials that are similar in function to other materials, overlap in content, can be mutually inclusive and mutually authenticated with other materials, or can be covered or replaced by other application materials;
All kinds of illegal and unreasonable certificates and materials, such as application materials that laws and regulations do not clearly require to be notarized, and "loss certificate", "reissue certificate", "registered capital certificate" and other certification materials; application materials that can be replaced by the "notification and commitment" method, such as application materials that are difficult to verify the authenticity in advance, but can be corrected through in-process and post-process supervision without causing serious consequences; certification materials whose authenticity and validity cannot be confirmed; application materials that are not directly related to the matters being handled. B.2.2 Reduce links
To achieve the shortest path and simplest procedures, take the following measures to streamline business processes: Delete the review links that are added without authorization and do not comply with the requirements of laws and regulations. 1. Delete the links with unclear review content and key points or no substantive review content. Merge the repetitive review links with similar content and the review and fee collection links with similar or dispersed review content in the process of handling the "one-stop" combination of matters.
In the process of handling the "one-stop" combination of matters, the processing links that are mutually preceding will be optimized and adjusted, and the processing links that can be handled in parallel will be adjusted from serial processing to parallel promotion; the links handled by departments for administrative counterparts will be converted into internal processing links to minimize the number of contacts with administrative counterparts
