Chapter 1 General Provisions
Article 1.0.1 This standard is formulated to encourage workers to learn and improve their skills, organize production rationally, further implement the principle of distribution according to work, and better complete the construction tasks of municipal engineering projects.
Article 1.0.2 This standard applies to enterprises and institutions for municipal engineering construction, maintenance and sewage treatment. For types of work related to municipal engineering not included in this standard, the technical grade standards for civil construction workers, mechanical construction workers and building product workers can be used. Article 1.0.3 This standard is based on the "Technical Grade Standards for Municipal Engineering Workers" (Trial) issued by the former State Administration of Urban Construction in 1979, taking into account the new technologies, new processes, new materials and new equipment that have been widely used in recent years, and is formulated according to the production characteristics of enterprises and institutions for municipal engineering construction, maintenance and sewage treatment, as well as the needs of workers' technical training and enterprise wage system reform. Article 1.0.4 Types of work not included in this standard and the specific implementation measures for implementing the standard shall be formulated by the competent departments of provinces, autonomous regions, municipalities directly under the Central Government (planned cities).
The interpretation and revision of this standard shall be the responsibility of the Comprehensive Planning and Finance Department of the Ministry of Construction.

What Junior Workers Should Know
1. Basic knowledge of reading drawings and road structures, and understanding the construction drawings of parts and items.

3. Knowledge of the use of commonly used road construction machinery and tools. 4. General road engineering quality requirements, construction procedures and safety technical operating procedures. 5. Soil classification and simple identification methods, general knowledge of soil moisture content judgment. 6. The role, use and protection measures of road measurement signs. 7. Commonly used mix ratios, strengths, applicable scopes and maintenance knowledge of various types of concrete, lime soil, multi-slag soil and mortar.

Article 2.1.2 Junior workers should be able to
1. Use survey piles to lay out lines and estimate the thickness of road structure layers under guidance. 2. Carry out roadbed shaping operations, deal with mud slurry in a timely manner, and complete various operations such as rolling and leveling of the earth roadbed.
3. Carry out asphalt concrete pavement paving under guidance. 4. Carry out cement concrete pavement construction and maintenance operations under guidance. 5. According to the reinforcement (sample) hanging line, lay various square bricks, stone slabs and other pedestrian walkways. 6. Be able to protect underground public facilities and road survey signs during construction. 7. Earthwork drilling operations.
