This standard is formulated to regulate the maintenance, inspection and testing of patrol and lifesaving equipment on shallow water petroleum facilities, ensure the safety of life when escaping in an emergency, and avoid or reduce casualties: This standard is used in conjunction with SY5747-1995 "Safety Rules for Beach and Sea Petroleum Construction Projects". This standard is proposed by China National Petroleum Corporation. This standard is under the jurisdiction of the Petroleum Industry Safety Professional Standardization Technical Committee. 1 Scope

This standard specifies the maintenance, inspection and testing requirements for escape and lifesaving equipment on shallow water petroleum facilitiesSY 65(022000
This standard applies to shallow-water petroleum facilities and personnel in shallow-water areas of the People's Republic of China, whether in the form of white or foreign cooperative operation in accordance with the law. 2 Referenced standards
The provisions contained in the following standards constitute the provisions of this standard through reference in this standard. When this standard is published, the versions shown are valid. All standards will be revised. Parties using this standard should explore the possibility of using the latest versions of the following standards. SY5747--1995 Anlun Rules for Weihai Oil Construction Project 3 Escape Passages
3.1 The design and construction of escape passages should be in accordance with the requirements of 6.3 and 18.2 of SY5747-1995. 3.2 A dedicated person should be responsible for checking the escape passage once a day and keeping records. The contents include: a) the sanitation and unobstructed condition of the escape passage; b) escape direction signs; central lighting and emergency lighting; d) stairways, handrails, protective railings (chains) and doors. 3.3 The maintenance and care of the escape passage shall meet the following requirements: a) The escape passage shall be cleaned daily to ensure that there are no water marks, spills and obstacles; b) the door shafts and the rotating points of the self-closing devices shall be lubricated weekly; c) the emergency lighting system shall be tested once a week; d) the escape passage on the open deck shall be painted once a year; 3.4 Escape signals 4.1 The configuration of escape signals shall comply with the provisions of 18.3 of SY5747-1995. 4.2 A designated person shall be responsible for monthly inspection or testing and keep records, including: a) Red light parachute, orange smoke signal and emergency alarm system; b) Wired broadcast system:
c) Emergency radio communication equipment and emergency radio position-indicating beacon;) Very high frequency two-way radio telephone intercom: 4.3 The maintenance and care of the escape signal shall meet the following requirements: a) The room where the escape signal is stored shall be kept dry and well ventilated; b) Red light parachute and orange smoke signal shall be replaced in time when they expire: Approved by the State Administration of Petroleum and Chemical Industry 2MMI-12-12 Implementation on June 1, 2001

c) Emergency alarm system, wired broadcasting system, emergency radio communication equipment, emergency radio position beacon and VHF two-way radio telephone shall be maintained and serviced according to the instructions or operation manual. 5 Life-saving equipment
5.1 General provisionsWww.bzxZ.net
5.1.1 The configuration and technical requirements of life-saving equipment shall comply with the provisions of 18.4 of SY5747—1995. 5.1.2 Lifeboats, rescue boats and amphibious life-saving equipment in life-saving equipment shall have instructions and operation manuals. 5.1.3 There shall be a layout diagram of life-saving equipment on shallow-water oil facilities, which shall be hung in a public place where people can easily see it. 5.1.4 All life-saving equipment shall be inspected or tested once a month, and the inspection or test records shall be kept. 5.2 Lifeboats, rescue boats and amphibious rescue equipment 5.2.1 Lifeboats, rescue boats and amphibious rescue equipment shall be inspected by a designated person once a month and records shall be kept, including: a) Appearance; b) Release diagram or operating instructions; c) Attachments and firearms; e) Boat lifting test and fault relief test; e) Engine forward and reverse operation, the total time shall not be less than 31min; the external engine on the rescue boat is only allowed to operate in the state of propeller immersion, and its operation time shall be carried out according to the time specified in the operation manual; f) Navigation test. 5.2.2 Lifeboats, rescue boats and amphibious rescue equipment in shallow-water oil facilities shall have valid inspection certificates 5.2.3 The maintenance of lifeboats, rescue boats and amphibious rescue equipment shall be carried out in accordance with the provisions of the operation manual. 5.3 Inflatable lifejackets
5.3.1 Inflatable lifejackets should be inspected monthly by a designated person and records should be kept, including: a) release diagram or operating instructions; b) length and fixation of release rope; c) release frame and its channel; d) hydrostatic releaser; e) inspection mark and report of the maintenance station approved by the certification inspection agency: 5.3.2 Under normal circumstances, lifejackets should be sent to the maintenance station approved by the certification inspection agency for annual inspection. Those that have been released or damaged should be sent for inspection in time.
5.4 Lifebuoy
5.4.1 Lifebuoys should be inspected monthly by a designated person, including: a) appearance; b) mark; c) storage frame; d) accessories.
5.4.2 Damaged cow rescue pictures should be replaced in time, and those with unclear markings, loose storage racks and accessories that do not meet the requirements should be repaired or replaced in time. 5.5 Life jackets
5.5.1 Life jackets should be inspected by a dedicated person every time, including: a) Quantity:

5.6 Rope throwing equipment

5.6.2 Expired rope throwing devices should be replaced in time. 5.7 Lifeline and life ladder
A designated person shall be responsible for conducting a monthly visual inspection of the lifeline and life ladder and replacing them once a year. 5.8 First aid facilities
5.8.1 A designated person shall be responsible for checking the first aid facilities once a month, including: a) First aid kit; b) Stretcher; c) Oxygen supply equipment; d) Warm water bathtub: 5.8.2 Expired first aid medicines shall be replaced in time, and damaged stretchers, oxygen supply equipment and warm water bathtubs shall be repaired in time. 6 Emergency deployment and drills
6.1 A personnel emergency deployment table shall be prepared for manned shallow-water oil facilities and hung in a public place where people can easily see it. 6.2 A emergency deployment bedside card shall be prepared based on the personnel emergency deployment table. The card shall indicate the emergency signal and the lifeboat (Xiao) number of the person living in the bed, the responsibilities during the emergency, etc. 6.3 For manned shallow-water oil facilities, an escape drill should be conducted monthly according to the personnel emergency deployment table. The escape drill should comply with the requirements of 18.1 of SY5747-1995.
