This part replaces SN/T0987.1—2001 "Inspection procedures for intermediate bulk containers for export of dangerous goods - General rules"
Compared with SN/T0987.1—2001, the main technical changes of this part are as follows: the referenced documents are updated, and the relevant international dangerous goods regulations are added as referenced documents after the referenced standards; the definition of intermediate bulk containers is revised;
The relevant technical requirements of chapter 6.3.2 on additional marking are added. This part is proposed and managed by the Certification and Accreditation Administration of the People's Republic of China. The drafting units of this part: Tianjin Exit-Entry Inspection and Quarantine Bureau of the People's Republic of China, Shanghai Exit-Entry Inspection and Quarantine Bureau of the People's Republic of China.

1 Scope
Inspection procedures for intermediate bulk containers of dangerous goods for export Part 1: General

This part of SN/T0987 specifies the definition, requirements, types, materials, codes and marking methods of intermediate bulk containers of dangerous goods for export.

The terms and definitions defined in the "Recommendations on the transport of dangerous goods Model regulations" and the following terms and definitions apply to this document. 3.1
Intermediate bulk containers
intermediatebulk containers; (IBCs) also known as intermediate bulk containers or intermediate bulk cargo containers, refer to rigid or soft portable containers outside the scope of GB19433. These containers:
a) have the following capacity:
1) Class II and III packaging for solids and liquids, not more than 3.0m (3000L); 2) Class I packaging solids, such as soft, rigid plastic, composite, fiberboard and wooden intermediate bulk containers, not more than 1.5m; 3) Class I packaging solids, such as metal intermediate bulk containers, not more than 3.0m designed for mechanical loading and unloading;
can withstand the stress generated during loading and unloading and transportation, which is determined by test. 3.2
body
The container itself, including the opening and its closing device, but excluding auxiliary equipment. Applicable to all types of intermediate bulk containers except composite intermediate bulk containers.
Handling device
Various lifting rings, loops, hooks and frames fixed to the body of the intermediate bulk container or extended from the body material (applicable to soft intermediate bulk containers).
Liner
Tube or bag attached to the body, including its opening closure, but not constituting the body (applicable to flexible bulk bags, fiberboard and wooden intermediate bulk containers).
Maximum permissible gross mass The weight of the intermediate bulk container and any auxiliary equipment and structural devices plus the maximum net mass. 3.6
Plastics
Also includes other polymeric materials, such as rubber, etc., when used in conjunction with the inner receptacle of a composite intermediate bulk container. 3.7
Protecting device
Additional protection against impact, in the form of a multi-layer or double wall structure or an outer frame with metal mesh (applicable to metal IBCs).
Service equipment
Loading and unloading equipment and, depending on the type of IBC, pressure relief or venting, safety, heating and insulation equipment and measuring instruments. 3.9
Structural equipmentStrengthening, fastening, gripping, guarding or stabilizing members of the box, including composite IBCs with plastic inner receptacles, fiberboard and wooden IBC bottom pallets (applicable to all types of IBCs except flexible IBCs). 3.10
Woven plastics
Material made of stretched strips or monofilaments of suitable plastics (applicable to flexible IBCs). 3.11
Self-acceleration decomposition temperature (SADT) The lowest temperature at which a substance undergoes a self-accelerating reaction in a packaging intended for transport. 4 Requirements
4.1 General requirements
4.1.1 Rigid IBCs shall not deform under the influence of the external environment. 4.1.2 Under normal conditions of transport, including the influence of vibration or changes in temperature, humidity or pressure, the construction and closure of IBCs shall ensure that their contents will not leak.
4.1.3 IBCs and their closure materials shall be compatible with the substances contained or have the ability to protect the contents from: a) contact with the contents, making the IBC dangerous to use; b) react or decompose with the contents, or react with the materials of which the IBC is made to form toxic or hazardous compounds.
If cushioning material is used, the cushioning material shall not be damaged by the contents of the IBC. 4.1.4
4.1.5 All auxiliary equipment should be reasonably located and properly protected to prevent damage during loading, unloading and transportation that may cause leakage of the contents. 4.1.6 Intermediate bulk containers and their ancillary equipment, auxiliary equipment and structural equipment should be designed to withstand the pressure of the materials contained and the stress of normal loading, unloading and transportation, and the contents will not be lost. Intermediate bulk containers that need to be stacked should comply with the stacking design requirements. The lifting and fastening devices of intermediate bulk containers should be of sufficient strength to withstand normal loading, unloading and transportation conditions without overall deformation or breakage. These devices should be properly located and should not cause excessive stress to any part of the intermediate bulk container. 4.1.7 If the intermediate bulk container consists of a box body in a frame, the following structural requirements shall be met: a) There shall be no collision or friction between the frame and the box body that may cause damage to the box body; 2
b) The box body shall be in the frame from beginning to end: SN/T0987.1—2013
If the connection between the box body and the frame is allowed to expand or move relative to each other, the various equipment of the intermediate bulk container shall be fixed in a suitable position so that the various equipment will not be damaged by such relative movement. 4.1.8 The bottom discharge valve of the intermediate bulk container shall be closed and tightened. The entire discharge device shall be properly protected to avoid damage. Valves using lever closing devices shall be able to prevent any accidental opening. The open and closed positions shall be obvious and easy to identify. Intermediate bulk containers for liquid cargoes shall also be equipped with auxiliary devices that can close the discharge port.
4.1.9 Before loading and delivery for transportation, the intermediate bulk container should be carefully inspected to ensure that it is free of any corrosion, contamination or other damage, and that all ancillary equipment functions normally. If there is any sign that the strength of the intermediate bulk container is lower than the test strength of its design type, the intermediate bulk container should be stopped from use or reprocessed to enable it to withstand the test strength of that type. 4.1.10 When the intermediate bulk container is loaded with liquid, sufficient space should be left above the liquid surface to ensure that the filling degree of the intermediate bulk container does not exceed 98% of its total capacity when the average temperature of the cargo is 50℃. 4.1.11 When two or more closing devices are used in series, the closing device closest to the transported material should be closed first. 4.1.12 During transportation, no hazardous residues shall adhere to the outside of the intermediate bulk container. 4.1.13 Uncleaned aerial bulk containers that have been used to transport hazardous substances shall also comply with the requirements of this standard unless adequate measures have been taken to eliminate their hazards.
4.1.14 When intermediate bulk containers are used to hold liquids with a flash point equal to or lower than 60°C, or to transport powders that are prone to dust explosion, anti-static measures should be taken.
4.1.15 When the solid substance to be transported may liquefy at the temperature during transportation, the intermediate bulk container shall also meet the relevant requirements for containing liquid substances.
4.2 Special requirements
4.2.1 Special requirements for the transportation of organic peroxides in intermediate bulk containers. Each organic peroxide shall be tested and accompanied by a report to prove that it is safe to transport the substance in an intermediate bulk container. The test shall include: a) Proof that the organic peroxide complies with the relevant classification principles of the International Dangerous Goods Code; b) Proof of the compatibility of the materials in contact with the substance during transportation and the substance: If necessary, determine and control the emergency temperature based on the self-accelerated decomposition temperature (SADT). These temperatures may be lower than the package temperature specified in the International Dangerous Goods Code; d) If necessary, design an emergency decompression device and formulate special requirements necessary to ensure the safe transportation of organic peroxides. 4.2.2 Special requirements for the transport of self-reactive substances in 4.1 in IBCs 4.2.2.1 Self-reactive substances in 4.1 shall be tested and accompanied by a report indicating that they are safe for transport in IBCs. Contingencies that need to be considered include the fact that the substance can be easily ignited by external ignition sources such as sparks and flames, and that excessive transport temperatures or contamination may easily lead to strong exothermic reactions. 4.2.2.3 In order to prevent the explosion of metal IBCs or composite IBCs with complete metal shells, the emergency pressure relief device shall be designed to release all decomposition products and vapors within a time not exceeding 1 hour in the event of fire (heat load 110kW/m2) or during self-accelerated decomposition. 4.2.2.4 Self-reactive substances with a self-accelerated decomposition temperature below 55°C when transported in IBCs shall be handled in accordance with the temperature control requirements of the International Dangerous Goods Code.

5.3.1 The intermediate bulk container code consists of three parts: Solid unloading method
Use a pressure greater than 10kPa
a) The first part: two Arabic numerals indicate the form of the intermediate bulk container; b) The second part: one or more capital letters indicate the material; c) The third part: Arabic numerals indicate the type within the type to which the intermediate bulk container belongs. Liquid
5.3.2 For composite intermediate bulk containers, two uppercase Latin letters shall be marked in sequence at the second position of the code. The first letter indicates the material of the inner container of the intermediate bulk container, and the second letter indicates the material of the outer packaging of the intermediate bulk container. 5.3.3 For the types and codes of common intermediate bulk containers, see Appendix A. 4
Marking of intermediate bulk containers
Basic marking
Each intermediate bulk container shall have clear and durable markings. The contents include: SN/T0987.1—2013
United Nations packaging symbol: For metal intermediate bulk containers marked by printing or embossing, two uppercase letters a)
"UN" may also be used instead of the above symbols.
Indicate the code of the type of intermediate bulk container in accordance with the requirements of Chapter 5. c
Capital identification letters of the packing group for which the design type is approved: X for packing groups I, II and III (only for IBCs containing solids); Y for packing group II or III:
-Z for packing group II only.
Year and month of production (last two digits).
Country granting the mark: indicated by the International Traffic Identification Symbol for Motor Vehicles. Name or symbol of the manufacturer and other identification marks of IBCs specified by the competent authority. Stacking test load in kilograms (kg). For IBCs that are not designed to be stacked, the number "0" should be written. Maximum gross weight permitted. For flexible IBCs, the maximum permissible load in kilograms (kg) should be indicated. See Appendix B for examples of basic markings on IBCs
6.3 Additional markings
6.3.1 Each IBC shall bear the markings required by 6.1 and, if necessary, the information in Table 2 shall be displayed on a plate (corrosion resistant) fixed in a position that is easily accessible for inspection.

6.3.2 The maximum load allowed to be stacked in intermediate bulk containers during use shall be indicated by the following symbol (see Figure 1). The mark shall be not less than 100mm×100mm and shall be permanent and legible. The letters and numbers indicating the weight shall be at least 12mm high. 5bzxz.net

6.3.3 In addition to the marking requirements in 6.1, flexible bulk bags may be marked with a diagram indicating the lifting method. 6.3.4 The inner container of a composite IBC shall be marked with at least the following information: a) the manufacturer's name or symbol, and other markings for IBCs specified by the competent authority in accordance with 6.1f); b) the date of production specified in 6.1d); c) the nationally approved symbol specified in 6.1e). 6.3.5 If the outer shell of a composite IBC is detachable, each detachable part shall be marked with the year and month of production and the manufacturer's name and symbol and other markings specified by the competent authority.
