1 General Regulations
1.0."To ensure the completeness and uniformity of the preliminary design content of crude oil and natural gas surface projects, this specification is specially formulated.
1.0.2 This specification is applicable to the crude oil, natural gas, water injection, and produced water treatment projects of newly built onshore oil and gas fields and long-distance oil and gas pipelines. Expansion and reconstruction projects can refer to this specification. The preliminary design of other independent projects should comply with the corresponding industry standards. 1.03 The preliminary design using this specification should be written in accordance with the following contents, or it can be written in combination according to the project situation:

Pipeline, power line, communication line, road design. 1.0.4 The preliminary design documents should consist of instructions, drawings, equipment list, material list and total budget.

When there are other requirements for different projects or construction units, the content of the preliminary design documents should be appropriately increased or decreased according to the actual situation of the project. 1.0.8 This specification is not used as the basis for the arrangement of design documents and chapters. The order and format of the preliminary design documents and chapters shall be determined according to the specific circumstances of the project, the professional settings and division of labor of the design unit.
1.0.9 In addition to implementing this specification, the content of the preliminary design of crude oil and natural gas surface engineering shall also comply with the relevant current national standards. 2

2.1 General description
2.1.1 The general description shall include the design basis, design guidance and principles, design scope and division of labor, exploration results and development plan key points, construction scale, construction area and line overview, general process and process characteristics, product types and sales, general layout, buildings, public and auxiliary facilities, engineering quantity, energy utilization, environmental protection, occupational safety and health, fire prevention, engineering construction phases, organizational structure and labor quota, and main technical and economic indicators. Existing problems and suggestions. 2.1.2 The design basis shall list the file number and file name of the following documents, the name of the issuing (or signing) unit of the document, and the date of issuance (or signing). (1) Approval of feasibility study report: (2) Approval of oil and gas field development plan and resource evaluation report; (3) Design contract; (4) Engineering agreement documents: (5) Approved environmental impact assessment report (form); (6) Basic design data: (7) Other relevant documents and meeting minutes. 213 Design guidance and principles The main design principles followed in this design should be explained in accordance with the relevant national and industry guidelines, policies, regulations and requirements, combined with the specific situation of this engineering project. 2.1, 4 Design scope and division of labor The scope of this design should be explained. 2,1.14 Energy utilization should explain the source of power and fuel types, consumption, heat level and use, comprehensive utilization and indicators of oil, gas, water and electricity consumption. 2.1,15 Special chapters on environmental protection, occupational safety and health, and fire prevention. 21.16 The phased design of the project should be listed according to the individual projects, and the first phase of the project may not be included.
2.1.17 The organizational structure and labor quota should be calculated according to the work system of each position in production and auxiliary production, and the quality requirements of the position personnel should be clarified. Personnel at all levels should be assigned according to regulations.
