This standard is to revise the three standards SY5070--91 "Mechanical internal cutter", SY5424--91 "Mechanical external cutter", SY/T5688-95 "Hydraulic external cutter" into one standard, and add "Inner thread of water-type internal cutter". Compared with the three standards SY5070-91, the main changes of this standard are as follows: - Added the content about hydraulic internal cutter; unified the naming method of internal and external cutters; - - Added the requirements for the mechanical properties of the materials of the main parts; - - Added the requirements for the diameter of the tip when the cutter head is fully extended; a pair of connecting threads , cutting and dropping fish, lifting and dropping fish capacity (the cutting point in SYT5688--95 is based on the [maximum weight of dropping fish]) part of the contents are completed:

5.4 The mandrel of the inner cutter and the upper joint and outer shell of the outer cutter should be non-destructively tested, and the defect level should not be lower than the single defect level Ⅲ and the dense area defect level Ⅱ specified in JB/T4730. 5.5 The connecting thread of the inner cutter should meet the requirements of GB/19253.1, GB/T9253.2 and SY/T5029. The connecting thread of the external cutter should be the same as the connecting thread of the corresponding sleeve milling pipe. It is recommended to use a double-stage thread. 5.6 All relatively rotating or relatively moving parts should move flexibly without any jamming. When the cutter head is fully extended, the tip diameter of the internal cutter should be larger than the outer diameter of the fish & mm. For external cutting.The tip diameter of the knife should be less than the minimum inner diameter of the fish. There should be no obstruction when the knife head is reset.
5.7 The anchoring force generated by the mechanical internal cutter slip should be greater than the axial push force specified in Table 1. 5.8 If the external cutter is controlled by a shear pin, the shearing force of the shear pin should comply with the provisions of Table 2. 5.9 During the cutting test, the cutter should be able to cut the fish within 20min, and the knife body should not break or deform in a way that affects the contraction of the knife body. The tip should not have chipped edges or be significantly blunted, and the fish cut should be smooth. 5.10 The external cutter that can lift the fish above the cutting point from the inside should have a lifting capacity not less than that specified in Table 2: 6 Test methods
6.1 Mechanical properties test of materials
The test specimens for the tensile test shall comply with the requirements of GB/T6397, and the test methods for the tensile test and the impact test shall be carried out in accordance with the relevant provisions of GB/228 and GB/T229 respectively. The test methods for Rockwell hardness and Brinell hardness shall be carried out in accordance with the relevant provisions of GB/T230 and GB/I231 respectively. The test position for hardness shall be within the range of no more than 10mm from the tip of the cutter. 6.2 Nondestructive testing
Nondestructive testing shall be carried out in accordance with the nondestructive testing method for pressure vessel forgings specified in JR/T4730,3

6.3 Connection thread inspection
The threads of the oil pipe, casing and drill pipe joints used by the cutter shall be inspected for close distance, and the inspection method shall be carried out in accordance with the methods specified in GB/T9253.1 and GB/19253.2. The gauge used for inspection shall comply with the requirements of GB/T4749 and GB/T9253.2. The threads of the sucker rod used for cutting shall be subjected to looseness test, and the test method shall be carried out in accordance with the method specified in SY/T 5029. 6.4 Movement flexibility
Turn or move the relative moving parts to check whether there is any jamming phenomenon; move the cutter body to check its extension and reset. 6.5 Cutting performance test
6.5.1 Preparation before cutting
Select a pipe column suitable for the cutting range of the cutter as the drop fish and fix it vertically. Connect the cutter to the cutting drill string and slowly lower the cutter into the drop fish to the predetermined cutting position. 6.5.2 Cutting conditions

6.5.3 Cutting test
6.5.3.1 Mechanical internal cutter
After the cutter rotates several times in the forward direction, press down the mandrel, clamp the slips, and check the anchoring ability of the slips according to 5,7: rotate the cutter in the forward direction, and at the same time apply the axial push force according to the provisions of Table 1 until the fish is cut off, and record the cutting time. Lift the cutter, the slip should be able to be retracted smoothly, remove the cutting hall, check the force body, the tip of the cutter and the fish incision.
6.5.3,2 Hydraulic internal cutter
Rotate the cutter in the forward direction, and start the pump circulation at the same time, so that the thrust generated by the piston is consistent with the axial push force specified in Table 1, until the fish is cut off, and record the cutting time. Remove the cutting knife and check the body, knife tip and fish cut. 6.5.3.3 If the mechanical external cutting knife
has a shear pin control, the shear pin must be cut first and the shear force must be recorded. Then rotate the cutting knife forward and apply axial push force as specified in Table 2 until the fish is cut, and record the cutting time. Remove the bayonet and check the knife body, knife tip and fish cut. 6.5.3.4 If the hydraulic external cutting knife
has a shear pin control, the shear pin must be cut first and the shear pin shear pressure difference or shear force must be recorded. Then rotate the cutting knife forward and start the pump cycle so that the thrust generated by the piston matches the axial push force specified in Table 2 until the fish is cut, and record the cutting time. Remove the cutting knife and check the knife body, knife tip and fish cut.
6.6 External cutter lifting fish drop capacity
Fix the fish drop, put the cutter into the corresponding fish drop, slowly apply axial tension until the load increases to 1.5 times the lifting capacity of the equipment specified in Table 2, and maintain for 5 seconds. The fish drop should not slip when it is moved by manpower, and then unload and check that all parts should not be deformed or damaged.
7 Inspection rules
7.1 Inspection classification
7.1.1 Factory inspection
Products can only be shipped to the factory after they have passed the inspection of the manufacturer's inspection department and are accompanied by product qualification certificates. 7.1.2 Type inspection
When one of the following situations occurs, a type inspection-prototype trial production shall be carried out;
When the formally produced product has major changes in structure, materials and technology, which may affect the product performance: When the national or industry quality supervision agency has put forward type inspection requirements. 4
