GB/T27030—2006/ISO/IEC 17030:2003ISO/IEC Foreword
The International Organization for Standardization (ISO) and the International Electrotechnical Commission (IEC) have established a professional system for global standardization. The national member bodies of ISO and IEC participate in the formulation of international standards through technical committees established by ISO and IEC for technical activities in specific fields. The technical committees of ISO and IFC cooperate in areas of common interest. Other governmental and non-governmental international organizations that maintain liaison with ISO and IEC also participate in this work. In the field of conformity assessment, the Conformity Assessment Committee (CASCO) of ISU is responsible for the formulation of international standards and guidelines.
International standards are drafted according to the rules in Part 2 of the ISO/IEC Directives. Draft international standards are circulated to national member bodies for voting. Draft international standards require approval by at least 75% of the national member bodies that voted before they can be published as international standards. Attention should be paid to the fact that some of the contents of this standard may involve patent rights. The International Organization for Standardization (ISO) shall not be responsible for identifying any such patent rights.
ISO/IEC17030 was developed by the Committee on Conformity Assessment (CASCO) of the International Organization for Standardization (ISO). This standard is reviewed and voted on annually by the national member bodies of ISO and IEC and is endorsed by both organizations. Reference
GR/T27030—2006/IS0/1EC17030;2003 Conformity marks come in many forms and have different uses. They can convey useful information about a product or indicate a product's specific characteristics, such as its safety, quality, performance, reliability or impact on the environment. Conformity marks appear on products, certificates and publications to indicate that a product, management system, service, process, person or organization meets specified requirements. For all conformity marks, the most important point is to gain market (including consumer) acceptance of the use of these marks. The main purpose of this standard is to establish a unified method for the use of third-party conformity marks, fill the gaps in existing national standards, deal with some potential problems caused by the different uses of third-party conformity marks, provide a clear and reasonable basis for the use of marks and specify common requirements. This standard is aimed at third-party conformity marks, but it can also be used as a guide for the application of other conformity marks.
This standard is based on market feedback and the requirements of different users and issuers of conformity assessment marks. It refers to the report on conformity assessment marks published by the International Organization for Standardization (ISO) in May 1999. The use of this standard is to improve market confidence, make it internationally recognized and enhance consumer acceptance of third-party conformity marks. 1 Scope

This standard specifies general requirements for third-party conformity marks, including their issuance and use. Note: This standard can also be used as a guide for the use of other conformity marks other than third-party conformity assessment activities. 2 Normative references

The terms and definitions established in B/T27000-2006 and the following terms and definitions apply to this standard. 3.1
Third-party mark of conformity A protected mark issued by a third-party conformity assessment body that indicates that the object of conformity assessment (product, process, person, system or organization) meets the specified requirements.
Example: A third-party mark of conformity can be a product certification mark, a quality/environmental management system certification mark, an environmental compliance mark, etc. Note 1: A protected mark is a mark that is protected by law and cannot be used without authorization. Note 2: The specified requirements are usually stated in "normative" documents such as ISO/IEC international standards, regional or national standards, regulations and specifications. 3.2
Owner of a third-party mark of conformity Individual or organization that has legal rights to a third-party mark of conformity. 3.3
Issuer of a third-parly mark of conformity Organization that grants the right to use a third-party mark of conformity. Note: The issuer may not be the owner of the third-party mark of conformity, but may allow other organizations to issue the third-party mark of conformity after authorization by the owner. 4 General requirements
4.1 The owner of a third-party mark of conformity shall have the responsibility to protect the mark from unauthorized use in accordance with the law. 4.2 The owner and/or issuer of a third-party conformity mark shall: a) have rules governing the use of a third-party conformity mark; b) take measures to minimize any misunderstanding or ambiguity of the mark that could reduce the effectiveness of the third-party conformity mark; c) have rules to ensure that the third-party conformity mark and any accompanying information are not misleading and take measures to prevent its use in a misleading manner; d) have measures to protect and monitor the use of the third-party conformity mark; e) take measures to address the misuse of the third-party conformity mark, including withdrawal of the mark or taking appropriate legal action; and f) take action on all complaints related to the use of the third-party conformity mark and maintain a record of all complaints. 1
GB/T27030—2005/IS0/IEC17030.20034.3 When the owner or issuer of a third-party conformity mark grants another party the right to use the mark, a binding agreement shall be signed in accordance with the rules in 4.2a).
5 Design and application of third-party conformity marks 5.1 The design of third-party conformity marks, or the accompanying or publicly available information, should identify the issuer of the mark and the aspects covered by the mark (such as safety, environment, frustration, ethics) in a way that avoids any potential misunderstanding. The design of third-party conformity marks should minimize the risk of counterfeiting or other forms of misuse. 5.2 Third-party conformity marks may carry additional information that makes the meaning of the mark clearer. This information should not be misleading and should be in a language that is easy for the intended recipient to understand.
Note: It is preferred to use widely accepted and easy-to-understand symbols, and try not to use descriptive words. 5.3 Third-party conformity marks should be traceable to the specified requirements that the conformity assessment object complies with. 5.4 Only third-party conformity marks issued based on product conformity assessment may appear on products or product packaging. All other third-party conformity marks (such as marks related to quality or environmental management systems or services) should not appear on products or product packaging, nor should they appear in a manner that could be interpreted as indicating that the product complies with the requirements. 5.5 When a third-party conformity mark is associated with a tangible product, the mark should be applied directly to each product, unless the physical size of the product does not allow this or it is not suitable to apply the mark to the product, in which case it may be applied to the packaging or other accompanying information. If the third-party conformity mark is associated with only a part of the product, the rules governing the use of the mark should include corresponding requirements to minimize misunderstandings that the mark applies to the entire product.
5.6 Third-party conformity marks may also be referenced in materials such as documentation and promotional materials. 6 Issuance of third-party conformity marks
6.1 The issuance of third-party conformity marks shall be based on a conformity assessment system or scheme that includes at least the following elements: a) Determination of the characteristics of the conformity assessment object, including testing, personnel assessment, organization review, management system audit, etc., as applicable; h) Review, i.e., examination of the extent to which the conformity assessment object meets the specified requirements; decision made after the review that the conformity assessment object meets the specified requirements; authorization of others to use the third-party conformity mark by licensing or other means, except in the case of 6.2; d)
Supervision, evaluation of the continued compliance of the conformity assessment object with the specified requirements to ensure continued confidence in the third-party conformity mark, except in the case of 6.2.
6.2 If a conformity assessment system or scheme exists in which the issuer evaluates each conformity assessment object manufactured one by one before applying the third-party conformity mark, licensing and supervision are not required. 6.3 Third-party conformity marks may only be applied under the rules of a publicly available conformity assessment system or scheme. 6.4 The rules of the conformity assessment system or scheme shall determine the maximum period of use for which the third-party conformity mark is suitable after the revision or withdrawal of the specified standard or other normative document. 7 Ownership and control
7.1 Information
7.1.1 The owner or issuer of the mark shall provide information explaining the meaning of the third-party conformity mark upon request. Questions or concerns of interested parties regarding the third-party conformity mark shall be clearly answered. 7.1.2 The owner or issuer of the mark shall maintain and update a list of conformity assessment subjects that have been allowed to use the third-party conformity mark and provide the list upon request.

GB/T 27030-2006/IS0/IEC 17030:20037.1.3 The owner or issuer of the mark shall maintain and update a description of the rights and obligations of the licensee and other restrictions on the use of the third party's conformity mark and provide it upon request. 7.2 Licensing
7.2.14.3 The agreement specified shall contain clauses to ensure that the licensee complies with the rules of the system or scheme. 7.2.2 The licensee shall be required in the licence document to: a) control the use of third party conformity marks; b) take corrective action in the event of non-conformity and keep all complaint records regarding the use of third party conformity marks without making these records available to the owner and/or issuer.
7.3 Monitoring of the use of third party conformity marks7.3.1 The owner or issuer of the mark shall establish procedures to deal with unconfirmed erroneous or misleading use of third party conformity marks and take appropriate measures.
Note: Appropriate measures include regular monitoring of the licensee, corrective action, revocation of the license, notification of violations and other legal measures when necessary. This clause also applies to the misuse of the mark by individuals or organizations that have not signed a contract with the owner of the third-party conformity mark. 7.3.2 A corrective action plan should be established for each misuse of the third-party conformity mark. The corrective action plan should include steps to cooperate with other stakeholders as much as possible, depending on the extent of their involvement in reducing the negative impact of the misuse. Note: Due to the differences in the circumstances of misuse of third-party conformity marks, corrective action plans may vary. 3
