This standard is prepared with reference to Annex 14 "Aerodromes" of the Convention on International Civil Aviation, Part 1 "Rescue and Fire Fighting" of the Airport Service Manual of the International Civil Aviation Organization, Part 7 "Airport Emergency Plan", and based on the actual situation of emergency rescue at civil aviation transport airports in my country. This standard is the basis for the configuration of emergency rescue equipment at civil aviation transport airports and the basic requirement for ensuring effective medical rescue at civil aviation transport airports.

This standard adopts the following definitions.
2.1 Emergency medical services at civil-airport Emergency medical services at civil-airport Emergency medical services at civil-airport or in its vicinity are an important part of airport emergency rescue. 2.2 The guarantec grade of emergency medical services at civil airports The level of emergency medical services at civil airports that meets the operational requirements of the airports where they are located. The airport emergency medical services guarantec grade should be divided based on the full length, fuselage width and take-off and landing rate of the largest aircraft type that takes off and lands at the airport. 3.1 Principles for determining the airport emergency medical services guarantec grade based on aircraft size The classification of airport emergency medical services guarantec grades should first be based on the full length of the largest aircraft type that takes off and lands at the airport, and secondly on the fuselage width, see Table 1. When the airport emergency medical services guarantec grade suitable for the full length of the aircraft is selected, if the aircraft fuselage width exceeds the corresponding size, the airport emergency medical services guarantec grade should be raised. 3.2 The principle of determining the airport emergency rescue guarantee level according to the frequency of aircraft take-offs and landings: When the take-offs and landings of the largest aircraft of the same level at the airport reach 700 or more times within the three busiest consecutive months of the year, the airport emergency rescue guarantee should adopt the airport rescue level corresponding to the largest aircraft type;
.... If the take-offs and landings are less than 700, the airport emergency rescue guarantee level may be lower than the airport rescue level corresponding to the largest aircraft type:||tt ||. If the number of take-offs and landings of various types of aircraft reaches 700 times, but the fuselage length of the largest aircraft model is very different from that of other aircraft models (the level difference is more than 3 levels), then the emergency rescue guarantee level of the airport can be two levels lower than the corresponding airport rescue level of the largest aircraft model. 4. First aid medicines and equipment
4.1 The first aid kit in the airport's general vehicle, the first aid station (room) in the terminal building, and the first aid material warehouse should be equipped with a certain number of medicines, equipment, and emergency first aid.
4.2 The types and quantities of medicines and equipment should be determined according to the emergency rescue guarantee level of the airport. .At the same time, the possibility of multiple machine accidents and external disasters should be considered.
4.3 The types of drugs should include:
antimicrobial drugs, central nervous system drugs, anesthetic drugs, autonomic nervous system drugs, circulatory system drugs, respiratory system drugs, digestive system drugs, urinary system drugs, blood system drugs, plasma products, antiallergic drugs, hormones and related drugs, water, electrolyte and acid-base balance drugs, spare drugs for various clinical departments, disinfection and antiseptic drugs and antidotes. 4.4 The types of first aid equipment should include:
electrocardiograph, external defibrillator, Temporary cardiac pacemaker, cardiac compression device, ventilator, tracheal congestion equipment, oxygen supply equipment, stomach selection machine, suction device, X-ray machine, inspection equipment, sterile spare basic surgical instruments, triangular bandage first aid kit, various splints, various stretchers, infusion equipment, emergency lighting, blankets, quilts, sheets, household bags, emergency education signs, etc. 4.5 The medicines and equipment in the emergency box should comply with the provisions of Table 2 4.6 The medicines and equipment in the terminal first aid station (fort) should comply with the provisions of Table 3, and the medicines and equipment in the emergency material warehouse should comply with the provisions of Table 4. 4.
4. 8 The medicines and equipments in the ambulance shall comply with the provisions of Table 5. 4.9 The corresponding medicines and equipments shall be arranged, adjusted and updated according to the increase of passenger and cargo throughput.
