According to the requirements of the former State Planning Commission's Document No. Jizong [1987] 2390, the "Safety Technical Regulations for Hydraulic Sliding Formwork Construction" compiled by the Ministry of Labor has been reviewed by relevant departments and is now approved as an industry standard with the number JGJ65-89, which will be implemented from May 1, 1990.
This standard is managed by the Ministry of Labor. Its specific interpretation and other work are the responsibility of the Construction Research Institute of the Ministry of Metallurgical Industry.

Chapter 1 General
Article 1.0.1 This specification is specially formulated to ensure safety and technical management in the construction of hydraulic sliding formwork (hereinafter referred to as sliding formwork), prevent accidents, and ensure the safety of construction personnel.
Article 1.0.2 This specification is applicable to concrete works constructed with hydraulic sliding formwork technology. For sliding formwork projects using other methods, the relevant provisions of this specification shall also be observed.
Article 1.0.3 In addition to complying with this specification, the "Technical Specifications for Construction of Hydraulic Sliding Formwork" and relevant professional safety technical regulations shall also be observed during the construction of sliding formwork projects. Article 1.0.4 When new technologies, new processes, new materials and non-standard equipment are used, corresponding safety and technical measures should be formulated. Article 1.0.5 Slipform engineering should not be arranged for construction in winter. If it must be constructed in winter, corresponding safety and technical measures should be formulated. Chapter II General Provisions
Article 2.0.1 Before the start of the slipform engineering, the construction unit must prepare the slipform construction safety and technical measures as part of the slipform engineering construction organization design based on the engineering structure and construction characteristics as well as the construction environment, climate and other conditions, and report to the superior safety and technical management department for approval before implementation.
Article 2.0.2 The person in charge of the slipform engineering construction unit shall be fully responsible for safety work.
Article 2.0.3 The person in charge of the slipform construction must be fully responsible for the safety technology within the jurisdiction, organize the preparation of safety and technical measures for the slipform project, conduct safety and technical briefings, and deal with safety and technical issues during construction. Article 2.0.4 The safety and technical management department should conscientiously implement the safety responsibility system and work closely together to ensure safety. Article 2.0.5 The slipform construction must be equipped with a full-time safety inspector who has safety and technical knowledge and is familiar with this specification and the "Technical Specifications for Hydraulic Sliding Formwork Construction". The safety inspector is responsible for the safety inspection of the slipform construction site and has the right to stop illegal operations. When a major unsafe problem is found, he has the right to order a suspension of work first and immediately report to the leadership for research and handling.
Article 2.0.6 Personnel participating in the slipform construction must receive technical training and safety education to make them understand the characteristics of the slipform construction of this project, be familiar with the relevant provisions of this specification and the safety and technical operating procedures of this position, and can only start work after passing the assessment. The main construction personnel should be relatively fixed. Article 2.0.7 During the slipform construction, the local meteorological station should be contacted frequently. When encountering thunderstorms, level 6 and above strong winds, construction must be stopped. Before stopping work, take measures to stop the slip. Before the personnel on the operating platform evacuate, the equipment, tools, scattered materials, movable planks, etc. should be sorted, fixed and protected. Article 2.0.8 Construction personnel on the slipform operating platform should have regular physical examinations. Those diagnosed by doctors with hypertension, heart disease, anemia, epilepsy and other diseases that are not suitable for high-altitude work shall not work on the operating platform. Chapter 3 Construction Site
Article 3.0.1 The slipform construction site must have the conditions of flat ground, unobstructed roads, electricity and water supply, and the site layout should be carried out according to the general plan of the construction organization design. Article 3.0.2 A construction danger warning zone must be marked around the building (structure) under construction. The distance from the warning line to the building (structure) should not be less than 1/10 of the height of the construction object, and not less than 10m. When the requirements cannot be met, effective safety protection measures should be taken.
Article 3.0.3 The danger warning line should be fenced and have obvious warning signs. The entrances and exits should be guarded by special personnel and a guard system should be formulated. Article 3.0.4 Temporary buildings such as power supply, office and living facilities and the stacking of bulk materials at the construction site should be arranged outside the danger warning zone. Article 3.0.5 Building entrances and exits, ground passages and mechanical operation sites within the danger warning area should be equipped with safety protection sheds with a height of not less than 2.5m. When three-dimensional cross-operation is carried out during the mold cleaning process, isolation protection sheds should be set up between the upper and lower working surfaces.
Protective measures should be taken for various pulling wire ropes, pulley devices, pipelines, cables and equipment.
Article 3.0.6 The construction of the protection shed shall meet the following requirements: 1. The structure of the protection shed shall be determined by calculation; the roof can generally be composed of no less than two layers of criss-cross wooden boards (the thickness of the wooden boards is not less than 3cm) and bamboo plywood, and a layer of 2~3mm thick steel plate is added in important places; 3. The internal protection shed of the building (structure) should be sloped from the middle to the surrounding areas, and the external (surrounding) protection shed should be made into an inward slope (high outside and low inside), and the slope should not be less than 1:5;

5. For tobacco and meat structures, when platforms and ash hopper bottom plates are used instead of protection sheds, buffering measures should be taken on their board surfaces.
Article 3.0.7 The openings, funnels and dangerous openings on the floor and platform and on the inner and outer walls shall be promptly covered, fenced or fully hung with safety nets. Article 3.0.8 Stairs and ladders shall be equipped with handrails or safety railings. Article 3.0.9 Fences shall be installed at the entrance of the elevator passage and the place where the tank falls on the ground for construction personnel to go up and down
Article 3.0.10 The layout of the vertical transportation machinery on site shall meet the following requirements: 1. The winch used for vertical transportation shall be arranged outside the dangerous warning area and shall be set up as far as possible in a place with a clear view of the tower above and below; 2. When multiple tower cranes are used for operation at the same site, mutual collisions shall be prevented. Article 3.0.11 When ground construction workers work for a short time outside the protective shed in the warning area, they shall contact the workers on the operating platform and designate a special person to be responsible for the warning.

Chapter 4 Slipform Operation Platform
Article 4.0.1 The design of the slipform operation platform shall have complete design calculations, technical specifications and construction drawings, and must be reviewed and reported to the competent technical department for approval. Article 4.0.2 The production of the slipform operation platform must be processed according to the design drawings; if there are any changes, they must be agreed by the competent design personnel and there should be corresponding design change documents
Article 4.0.Article 3 The materials used to make the slipform operation platform shall have a certificate of conformity, and their varieties and specifications shall meet the design requirements. The substitution of materials must be approved by the responsible design personnel.
Article 4.0.4 The welding quality of each component of the slipform operation platform must be inspected and meet the design requirements.
Article 4.0.5 The planks on the operation platform and the hanging scaffolding must be tight, flat, non-slip, and reliably fixed, and must not be moved at will. The holes in the operating platform (such as the channel holes of the lower operating platform, the sliding parts of the beam formwork, etc.) shall be sealed with covers.
Article 4.0.6 The edge of the operating platform (including the internal and external hanging scaffolding) shall be equipped with a steel guardrail, the height of which shall not be less than 120cm, the horizontal bar spacing shall not be greater than 35cm, and the bottom shall be equipped with a baffle with a height greater than 18cm. The outside of the guardrail shall be fully hung with wire mesh or safety nets for closure, and shall be firmly tied to the guardrail. The distance between the handrail on one side of the operating surface of the internal and external scaffolding and the operating surface shall not exceed 10cm
Article 4.0.7 The internal and external scaffolding of the operating platform shall be fully covered with safety nets and shall meet the following requirements:
1. Do not use broken and deteriorated safety nets. The safety net and the scaffolding frame shall be connected with iron wire or nylon rope and net wire, and the distance between the connection points shall not be less than 50cm. 2. For the reconstruction of old factories or in areas close to surrounding buildings and with more pedestrians, the outer scaffolding of the operating platform shall strengthen the protection measures. 3. The safety nets shall be connected with equal strength, and the distance between the connection points shall be the same as the distance between the net knots.
Article 4.0.8 When the sliding form operating platform is equipped with a follow-up frame, protective railings shall be installed at the entrances of people and materials; other sides shall be closed with wire mesh. The height of the guardrail and the wire mesh used for closure shall not be less than 1.2m. Article 4.0.9 The cantilevered operating platform connecting the variable cross-section structure shall be changed in time according to the requirements of the construction organization design, and the excess cantilevered part shall be removed. Chapter V
Vertical Transportation Equipment
Section 1 General Provisions
Article 5.1.1 The vertical transportation equipment used in slipform construction shall be selected on the premise of ensuring construction safety based on the characteristics of slipform construction, the shape of the building, the terrain and the surrounding environment.
Article 5.1.2 The setting, installation, inspection and operation of vertical transportation equipment shall comply with the requirements of the safety technical documents in the equipment factory manual in addition to complying with the relevant professional safety and technical regulations currently in force in the country. In the absence of the above documents, safety and technical regulations for the installation and operation of the equipment shall be compiled. Article 5.1.3 Vertical transportation equipment shall have complete and reliable safety protection devices (such as lifting weight and lifting height limit, braking, anti-skid, signal and other devices and emergency safety switches, etc.). It is strictly prohibited to use vertical transportation equipment with incomplete safety protection devices.
Article 5.1.4 After the vertical transportation equipment is installed, no-load, static load, dynamic load tests and reliability tests of safety protection devices shall be carried out according to the requirements of the factory manual.
Article 5.T.5 A responsibility system for regular inspection and maintenance of vertical transportation equipment shall be established.
Article 5.1.6 Drivers operating vertical transportation equipment must pass professional training and obtain certificates after individual assessment. It is prohibited for unlicensed personnel to operate vertical transportation equipment. Article 5.1.7 Drivers of vertical transportation equipment shall not operate the equipment under any of the following circumstances, and have the right to refuse anyone to instruct to start the equipment. 1. The driver and the lifting object have unclear sight lines, insufficient lighting at night, and no reliable signal guidance and automatic parking, limit and other safety devices; 2. The transmission mechanism, braking mechanism, and safety protection device of the equipment are faulty.
