The labor quota and quota series of urban rail transit engineering consists of standards such as "Labor quota and quota of urban rail transit light rail engineering", "Labor quota and quota of urban rail transit underground railway engineering", "Labor quota and quota of urban rail transit communication signal engineering", "Labor quota and quota of urban rail transit traction and power supply engineering", "Labor quota and quota of rail transit engineering machinery repair", and "Labor quota and quota of rail transit engineering industrial manufacturing". GB/T19620-2004 "Labor quota and quota of urban rail transit traction and power supply engineering" is one of the labor quota and quota series of urban rail transit engineering.
Appendix A of this standard is a normative appendix.

The formulation of this standard provides the main basis for guiding and regulating the construction and production of urban rail transit projects, strengthening labor management, and enterprises to rationally allocate labor and formulate work plans; at the same time, it provides standards for economic quotas such as budget quotas and machine shift quotas of urban rail transit projects and financial labor cost management.
This standard, in accordance with the principle of "advanced, reasonable, scientific and standardized" and the construction process of urban rail transit traction power supply projects, briefly describes the work content and operation methods of each process (post); stipulates the labor quota, quota, machinery (equipment) conditions, skill requirements of practitioners and adjustment coefficient standards for each process (post).
