Specifications for inspection and acceptance of surveying and mapping products1 Subject content and scope of application
CH 1002—1995
This standard specifies the requirements for quality inspection and acceptance of surveying and mapping products, the quality characteristics of surveying and mapping products and the proportion of detailed inspection in acceptance.
This standard is applicable to the inspection and acceptance of surveying and mapping products produced in accordance with national standards and industry standards. The inspection and acceptance of other surveying and mapping products can be implemented as a reference.
2 Terminology
2.1 Unit product
The basic unit divided for the needs of implementing sampling inspection. For example: various levels of triangulation points, traverse points, GPS points, astronomical points, leveling sections, gravity points, etc. in geodetic survey products with "points" or "sections" as units; various scale topographic maps, image planes, etc. in photogrammetry and remote sensing mapping products and map making and printing products with "sheets" as units; various scale cadastral surveying and mapping results in "sheets" as units in cadastral surveying and mapping products, etc.
2.2 Inspection batch (abbreviation: batch)
Unit products collected for sampling inspection. 2.3 Sample unit

Product quality characteristics that meet user requirements and usage purposes, combined with the base and surveying and mapping products, can be summarized into technical performance, technical indicators, appearance finishing and other quality characteristics.
The proportion of each quality characteristic of a unit product in the quality of the entire unit product. 2.7 Random sampling
Select n individuals from a population of N individuals. When sampling, all unit products that constitute the population are included in the sample with the same probability.
2.8 Detailed inspection
A comprehensive inspection of the sample.
2.9 General inspection
An inspection of important quality characteristics and tendency problems outside the sample that affect product quality. 2.10 Process inspection

On the basis of self-inspection and mutual inspection of the operating group (personnel), a comprehensive inspection of the products produced by the operating group is carried out in accordance with the corresponding technical standards, technical design documents and relevant technical regulations. 2.11 Final inspection
On the basis of process inspection, the production unit conducts another comprehensive inspection of the products produced by the operating group. 2.12 Acceptance
Inspection to determine whether the inspected batch can be accepted. 3 Basic regulations for inspection and acceptance
3.1 A two-level inspection and one-level acceptance system is implemented for surveying and mapping products. 3.1.1 Surveying and mapping production units implement process inspection and final inspection on product quality. The process inspection is undertaken by the squadron (room, workshop) inspection personnel. Final The inspection shall be carried out by the quality management organization of the production unit. Under the premise of ensuring product quality, the production unit may formulate "Detailed Rules for the Final Inspection Implementation of Surveying and Mapping Products" (the proportion of internal detailed inspection shall not be lower than the provisions of Table 1) in combination with the actual situation of the unit and referring to the quality characteristics of the product, and implement it after approval by the superior competent department. The production unit shall implement the inspection of surveying and mapping products according to the contract or plan. After the final inspection, it shall apply for acceptance in writing to the commissioned production unit or the department that issued the task, and submit the final inspection report.
3.1.2 The acceptance work shall be organized and implemented by the commissioning unit of the task, or entrusted by the unit to an inspection agency with inspection qualifications. The acceptance work shall be carried out after the surveying and mapping product has passed the final inspection. Acceptance form The inspected products shall be inspected in detail according to the relevant contents of this regulation and the proportion not less than that in Table 1, and the rest shall be inspected in general. 3.1.3 Composition of detailed inspection samples. According to the detailed inspection proportion (see Table 1), samples shall be drawn from the inspection batch by random sampling. 3.1.4 Inspection and acceptance work at all levels must be carried out independently and shall not be omitted or replaced. 3.1.5 The work group must conduct self-inspection and mutual inspection of the completed products to eliminate all kinds of defects in the operation process. 3.1.6 The administrative leaders and chief engineers of the production unit must be responsible for the technical design quality of the products of the unit; the inspectors at all levels shall be responsible for the quality of the products they inspect, the upper process shall be responsible for the lower process; the production personnel shall be responsible for the operation quality of the products they complete. 3. 2 Basis for inspection and acceptance
a. Relevant surveying and mapping task book, contract or entrusted inspection and acceptance document, b. Relevant laws and technical standards;
c. Technical design book and relevant technical regulations, etc. 3.3 Handling of products after inspection
3.3.1 When it is found during the inspection that there are products that do not meet the technical standards, technical design books or other relevant technical regulations, timely handling opinions should be put forward and handed over to the inspected unit for correction. When there are many problems or the nature is serious, some or all products can be returned to the inspected unit for re-inspection and processing, and then re-inspection until the inspection is qualified. 3.3.2 For batches that are judged as qualified by acceptance, the inspected unit shall deal with the problems found during the acceptance. For batches that are judged as unqualified by acceptance, the inspection batches shall be returned to the inspected unit in full, and they shall be re-inspected and processed, and then re-apply for acceptance. 3.3.3 When there are differences between the inspection and acceptance personnel and the inspected unit (or personnel) in the handling of quality issues, if it is under inspection, the decision shall be made by the chief engineer of the production unit; if it is under acceptance, the decision shall be made by the superior quality management organization of the production unit. Any differences arising from the entrusted acceptance may be reported to the quality management organization of the surveying and mapping authorities of each province, city, and autonomous region for decision. :3.4 After the final inspection of the product, the production unit shall assess the product quality in accordance with the "Surveying and Mapping Product Quality Assessment Standard" (CH1003--1995), and the acceptance unit shall verify it.
3.5 During the inspection and acceptance, the acceptance personnel shall carefully make inspection and acceptance records, and hand over the records with the product for graded filing. 3.6 After the final inspection and acceptance work is completed, the production unit and the acceptance unit shall prepare the inspection report and acceptance report respectively in accordance with the provisions of Appendix A. After the inspection report is reviewed by the leader of the production unit, it shall be submitted for acceptance together with the product. After the acceptance report is reviewed by the head of the acceptance unit (the acceptance report of the entrusted acceptance is submitted to the leader of the entrusting unit for review), it shall be filed with the product and a copy shall be sent to the production unit. .575
