Chapter 1 General Provisions
Article 1.0.1 This standard is formulated to encourage workers to learn technology, improve their technical quality and adapt to the requirements of wage system reform, better implement the principle of distribution according to work, and promote the development of urban water supply industry. Article 1.0.2 This standard applies to the assessment of the technical level of water pump operators, water purifiers, water quality inspectors, water supply pipe workers, electronic equipment fitters, water meter fitters, water supply equipment maintenance electricians, water supply dispatchers, well workers, water supply equipment maintenance fitters, and distribution and transformation operators in the urban water supply industry. Article 1.0.3 The types of work included in this standard are all major technical types of work with the characteristics of the urban water supply industry. Since the scope of the types of work in various regions is not consistent, when implementing it, the public utilities authorities of various provinces, autonomous regions, municipalities directly under the Central Government and cities with independent planning status may formulate specific implementation measures in light of the specific conditions of their regions. General types of work may be implemented in accordance with the technical grade standards for workers formulated by relevant ministries and commissions of the State Council.
