3.1 Qualification appraisal
Products submitted in accordance with this specification should be products that have been qualified or approved for finalization. 3.2 Design
3.2.1 System composition
The system is mainly composed of base station equipment (control terminal, base station, combiner, splitter, antenna and feeder, uninterruptible power supply, dispatch telephone, etc.), fixed radio, vehicle-mounted radio and handheld radio. 3.2.2 The design and manufacture of system equipment shall meet the relevant requirements of GJB367.1. The system signaling adopts analog or digital format. The overall design plan must be strictly and scientifically demonstrated, and the best plan must be selected to maximize the communication capability of the system.
3.3 Structure
The structure of the system equipment shall meet the requirements of Article 1.5 of GJB367.1, and shall have good processability and inheritance, and be able to adapt to the requirements of various specified environments. The structure must also be firm, reliable, safe, and easy to install, maintain and transport. 3.4 Dimensions
The dimensions of various types of system equipment are specified by the product specifications. 3.5 Weight

The maintainability design of the system equipment shall comply with Article 1.6 of GIB 367.1 and CIB 368.2. The mean time to repair (MTTB) of equipment failures should not exceed 0.5h. 3.12 System performance characteristics
3.12.1 General system characteristics (see 4.8.4) 3.12.1.1 Working frequency band
The working frequency band is 350~1000MHz. The specific frequency band is in accordance with the provisions of the National Standards Committee. 3.12.1.2 Channel spacing
The channel spacing is 25kHz.

3.12.1.9.2 The control terminal and the base station interface are connected by various transmission lines to transmit signaling and voice. Interface requirements:
a. Audio signal bandwidth: 300~3000Hz

c. Use 4-wire balanced mode or single-ended common ground mode. 3.12.1.9.3 Transmission performance indicators
The transmission performance shall comply with the relevant provisions of the technical requirements for the interface of the GB dedicated mobile communication system to the public telephone automatic switching network.
3.12.1.10 System full-channel voice quality
a. The signal-to-noise ratio in the audio passband shall not be less than 12dB; b. Audio response: In the range of 300 to 3000Hz, the amplitude variation range relative to 1020Hz shall not be worse than -2.2dB6.5dB;
c. System communication probability: The specified system full-channel voice quality shall be achieved in 90% of the areas and 90% of the time in the coverage area; the communication probability in the marginal area is 70%.
3.12.2 Basic functions of the system (see 4.8.5) 3.12.2.1 Essential functions
a. Wireless users in the system can automatically call wired users; b. Wireless users in the system can automatically select or group call wireless users in the system; c. PABX wired users can manually transfer or dial to wireless users; d. PSTN wired users can manually transfer or dial to wireless users; . There should be a prompt tone when the mobile unit's main call dialing button is pressed or the called party is successfully decoded: f. There are plain language and password calls between users in the system, The wireless user sends a signal to request the plain/secret language conversion, which is randomly assigned by the control terminal. 3.12.2.2 Selection function
a. Single dialing, store dialing, position dialing, off-hook dialing and repeat dialing of the mobile unit are in accordance with product specifications;

b. The control terminal can remotely change the wireless user number. Set multiple priority levels for wireless users in the system. The authorized user has the function of forced insertion. When interrupting, the third-party voice channel must be cut off. There must be a prompt tone before and after the interruption; d. The call time limit can be set by programming, and there must be a prompt tone 30s before the time is up; e. Set an open channel. The open channel wireless signaling is DTMF code. The control terminal software must support different communication systems to dial each other and connect the voice channel under the same DTMF signaling; f. The system allows wireless users to go offline and return to the network; it should be able to view the current record of system operation, select the operation record within a certain period of time and print the operation record. 3.12.3 System control terminal electrical performance
3.12.3.1 Interface parameters (see 4.8.6.1) a. The analog signaling control terminal outputs DTMF signals or CCIB tone signals, and its tone frequency accuracy is better than 8x10-3. Various prompt tones are specified by the product specification. 3.12.3.3 Audio response (see 4.8.6.3) The amplitude of the receiving and sending channels of the voice channel changes from -1.5 to 0.8dB in the range of 300 to 3000Hz relative to 1020Hz.
3.12.3.4 Audio distortion (see 4.8.6.4) The audio distortion of the receiving and sending channels of the voice channel should be less than 3%: 3.12.3.5 Decoding level (see 4.8.6.5) The decoding level of the single-tone decoder or D1MF decoder in the analog signaling control terminal is specified by the product specification. 3.12.3.6 Single-tone decoding bandwidth (see 4.8.6.6) The decoding bandwidth of the analog signaling single-tone decoder is specified by the product specification. 3.12.3.7 Correct decoding rate (now 4.8.6.7) The correct decoding rate of the analog signaling and digital signaling decoders should reach more than 90% (when the 12B signal-to-noise ratio is guaranteed). 3.12.4 Electrical performance requirements for other system equipment (see 4.8.7.1, 4.8.7.2) 3.12.4.1 The electrical performance indicators of base stations, vehicle-mounted stations, handheld stations, etc. shall comply with the requirements of Article 5.2 of GB/115844.1 3.12.4.2 Electrical performance of control units such as vehicle-mounted stations, handheld stations, fixed stations, etc. a. 3.12.5.4 Electrical performance of receiver splitter (see 4.8.7.3.4) a. Isolation between receiver branches: greater than 20dB; b. Gain: specified by product specifications;
c. Noise figure: less than 6.5dB;
d. Voltage standing wave ratio: less than or equal to 1.5; e. Port impedance: 500.
3.12.5.5 Feeder
The loss between the antenna and the antenna feeder equipment should not exceed 3dB. 3.13 Environmental requirements
3.13.1 Temperature
8. Operating temperature: -25~55℃ (outdoor); -10~50℃ (indoor). b. Storage temperature: -40~60℃.
c. During the high and low temperature test, the items and requirements for the initial measurement, intermediate measurement and final measurement of the control terminal shall be as specified in Table 1. Other equipment shall be as specified in Article 5.5.2 of CB/T15844.1! Table!

3.13.2 Wet Heat

After the equipment is tested according to the provisions of Chapter 3 of "411 Wet Heat Test" in CJB367.2, the metal parts shall be free of corrosion, and the coating shall be free of loosening and blistering. The initial measurement and final measurement of the control terminal shall comply with the requirements of this specification. The intermediate measurement items and requirements shall be in accordance with Table 1. Other equipment shall comply with the provisions of Article 5.5.2 of GB/T15844.1. 3.13.3 Vibration
After the equipment is subjected to the vibration test specified in Table 409-1 of "409 Vibration Test" in GB367.2, the fixed parts shall not be loose or displaced, and the moving parts shall not be stuck or bitten. The initial measurement and final measurement items are specified by the product specification. 3.13.4 Shock
The equipment shall be able to withstand the shock specified in the basic design test specified in Table 408-1 of "408 Shock Test" in GB367.2. The initial and final measurement items are specified by the product specification. 3.13.5 Rain
After the outdoor equipment is tested according to Article 4.1 of "410 Rain Test" in GJB367.2, there should be no water accumulation and water droplets inside the machine: the initial and final measurement items are specified by the product specification. 3.13.6 Mold
After the equipment is subjected to the "412 Mold Test" in GJB367.2, there should be no obvious mold growth and corrosion. The initial and final measurement items are specified by the product specification. 3.13.7 Salt Spray
After the equipment is subjected to the test specified in Chapter 3 of "413 Salt Spray Test" in GJB367.2, there should be no obvious blistering, pitting or visible damage caused by loosening of metal surface coating, and no degradation and corrosion on the surface. The initial and final measurement items are specified by the product specification.
3.13.8 Low pressure
After the equipment has been subjected to the 57kPa low pressure test specified in Chapter 3 of "403 Low Pressure Test" in GJB367.2, it should be able to operate normally. Its initial and final measurement items are specified by the product specification. 3.14 Reliability
3.14.1 The preparation of the reliability outline of the special police communication system shall comply with the relevant provisions of CJB450. 3.14.2 The mean time between failures MTBF (81) of the special police communication system shall not be specified in the product specification. 3.15 Electromagnetic compatibility
The electromagnetic compatibility of all types of equipment in the system shall comply with the relevant requirements of (JB151: 4 Quality Assurance Provisions
4.1 Inspection Responsibility
Unless otherwise specified in the contract or order, the contractor shall be responsible for completing all inspection items specified in this specification. If necessary, the ordering party or the superior appraisal agency has the right to inspect any inspection item in the specification: 4.1.1 Qualification Responsibility
All products must comply with all requirements of Chapter 3 and Chapter 5 of the specification: The inspection items specified in this specification It should be an integral part of the contractor's entire inspection system and quality program. If the inspection requirements are not specified in this specification, the contractor shall also ensure that the products submitted for acceptance meet the contract requirements. Quality consistency inspection is not allowed to submit products that are known to be defective, nor is it allowed to require the ordering party to accept defective products. 4.2 Inspection classification

4.3 Inspection conditions

Unless otherwise specified, the inspection conditions of various equipment in the system shall be tested in accordance with the provisions of Article 2.1.1 of GJB367.2.
4.4 Appraisal and Inspection
Appraisal and inspection are generally carried out when the equipment is designed and produced. However, when there are major changes in the main design, process, components and materials of the equipment, which affect the importance of the equipment and make the original appraisal conclusion no longer valid, appraisal and inspection shall also be carried out.
Appraisal and Inspection The test shall be conducted in a laboratory approved by the ordering party or the superior appraisal organization. 4.4.1 Inspection Items
The appraisal inspection items shall be conducted in accordance with the provisions of Table 2. 4.4.2 Sampling Plan
The samples for the appraisal inspection shall be randomly selected by the quality inspection department from at least 34 products submitted for the appraisal inspection for normal temperature inspection; after passing the inspection, 2 to 3 of them shall be selected for environmental testing. 4.4.3 Qualification Criteria
When all the inspection items meet the requirements of Chapter 3 and Chapter 5, the appraisal inspection is judged to be qualified. If any of the inspection items does not meet the specified requirements, the inspection shall be suspended, and the contractor shall analyze the unqualified items, find out the reasons for the defects, and continue the inspection from the item or related items after taking corrective measures. If all the inspection items meet the specified requirements, the appraisal inspection is still judged to be qualified; if there is still an item that does not meet the specified requirements after continued inspection, the appraisal inspection is judged to be unqualified.
4.4.4 Maintenance of Appraisal Qualification
The contractor shall specify in the product specification the items to be maintained for the purpose of guaranteeing the qualification. Measures taken to maintain product qualification, and submit test data regularly (including submission frequency)
4.5 Quality-Conformity Inspection
Quality-Conformity Inspection is divided into A, B, C and D group inspections: 4.5.1 Group A Inspection
4.5.1.1 Inspection Items
Group A inspection items are carried out in accordance with Table 2
4.5.1.2 Sampling Plan
Group A inspection can be carried out by full inspection or sampling inspection, but isolated batches should be inspected in full. a. Full inspection: The quality inspection department inspects each product of the submitted batch. The quality of the inspection batch is expressed by the rate of defective products. The boundaries between product acceptance and rejection are: serious non-conforming product rate 4%; minor non-conforming product rate 10%. h. Sampling inspection: The quality inspection department randomly selects samples from the products submitted for inspection.
