This specification is compiled in accordance with the requirements of the Ministry of Construction of the People's Republic of China, Document No. 119991308, "Notice on Issuing the 1999 National Standard Formulation and Revision Plan for Engineering Construction".
Since 1988, my country has implemented the construction project supervision system in the construction field. This is a major reform of the management system in the field of engineering construction. The so-called construction project supervision refers to the professional supervision and management of engineering construction by a supervision unit with corresponding qualifications, entrusted by the construction unit of the engineering project, in accordance with the laws and regulations of the state on engineering construction, the construction project self-construction documents approved by the construction authority, the construction project entrustment supervision contract and other construction project contracts. The purpose of implementing the construction project supervision system is to improve the investment efficiency and social benefits of engineering construction. This system has been included in the scope of the provisions of the "Construction Law of the People's Republic of China". Since the construction project supervision system adapts to the requirements of my country's development of a socialist market economy and meets the objective needs of the market economy, over the past decade, this system has developed healthily and rapidly across the country, forming a high-quality and large-scale supervision team. All provinces, municipalities, autonomous regions and departments of the State Council have fully carried out supervision work. Most of the feasibility studies of large and medium-sized engineering projects in the country, including the world-renowned giant project-the Three Gorges Project, have implemented construction project supervision and achieved remarkable results. It plays an increasingly important and obvious role in engineering construction and has received widespread attention and general recognition from the society. The main contents of construction project supervision work include: assisting construction units in conducting feasibility studies of engineering projects, optimizing design plans, design units and construction units, reviewing design documents, controlling engineering quality, cost and construction period, supervising and managing the performance of construction project contracts, and coordinating the working relationship between construction units and all parties involved in engineering construction. Since the supervision work of construction projects has multiple business functions such as technical management, economic management, contract management, organizational management and work coordination, there are special requirements for its work content, mode, method, scope and depth. In view of the fact that the supervision work has not yet formed a systematic and mature experience in the investment decision-making stage and design stage of construction projects, it is necessary to further study and explore through practice. Therefore, this specification does not temporarily involve the supervision work in the early feasibility study and design stage of engineering projects. This specification is divided into 8 chapters, including general principles, terms, project supervision organizations and their facilities, supervision planning and supervision implementation details, supervision work in the construction stage, other work of construction contract management, management of supervision materials in the construction stage, equipment procurement supervision and equipment supervision, etc.

1General Principles
1.0.1This specification is compiled to improve the level of construction project supervision and standardize the supervision behavior of construction projects.
1.0.2This specification applies to the supervision of construction, equipment procurement and manufacturing of new, expanded and rebuilt construction projects.
1.0.3 Before implementing construction project supervision, the supervision unit must sign a written construction project entrustment supervision contract with the construction unit. The contract should include clauses that the supervision unit will fully control and manage the quality, cost and progress of the construction project. The contact activities between the construction unit and the contractor related to the construction project contract should be conducted through the supervision unit.
1.0.4 The supervision of construction projects should implement the chief supervision engineer responsibility system. 1.0.5 The supervision unit should carry out supervision work impartially, independently and autonomously, and safeguard the legitimate rights and interests of the construction unit and the contractor. 1.0.6 In addition to complying with this specification, construction project supervision shall also comply with the provisions of the relevant mandatory standards and specifications currently in force in the country. 2 Terminology
Project Supervision Organization An organization assigned by the supervision unit to a project to perform the entrusted supervision contract.
Supervision Engineer A supervision personnel who has obtained the national supervision engineer professional qualification certificate and has been registered.
The chief supervision engineer is a supervision engineer who is authorized in writing by the legal representative of the supervision unit and is fully responsible for the performance of the entrusted supervision contract and presiding over the work of the project supervision organization. The chief supervision engineer represents the supervision engineer in the project supervision organization who, with the consent of the legal representative of the supervision unit and authorized in writing by the chief supervision engineer, exercises some of his duties and powers on behalf of the chief supervision engineer.
Professional supervision engineer A supervision engineer who is responsible for implementing a certain profession or aspect of supervision work according to the division of responsibilities of the project supervision position and the instructions of the chief supervision engineer and has the right to issue corresponding supervision documents.
Supervisors are supervisors who have received supervision business training, have relevant professional knowledge of similar projects, and are engaged in specific supervision work.
Supervision plan is a guiding document prepared under the leadership of the chief supervision engineer and approved by the technical person in charge of the supervision unit to guide the project supervision organization to carry out supervision work in an all-round way.
Supervision implementation rules are operational documents for supervision work in a certain profession or aspect of the project, prepared by professional supervision engineers based on the supervision plan and approved by the chief supervision engineer.
Construction site regular meetings are meetings held regularly by the project supervision organization during the implementation of the project to discuss matters such as project quality, cost, procurement, contract management, etc., and attended by relevant units.
Engineering changes are changes made to part or all of the project in terms of materials, processes, functions, structures, dimensions, technical indicators, project quantities, and construction methods in accordance with the procedures agreed in the contract during the implementation of the project. Engineering measurement Verification of the engineering quantity reported by the contractor by the project supervision agency based on the provisions of the design documents and the contract on the calculation of engineering quantity.
The activity of witnessing the on-site supervision of the completion of a certain process by the supervision personnel. Supervision activities carried out by the supervision personnel on site during the construction of key parts or key processes.
Regular or irregular supervision activities carried out by the inspection supervision personnel on site on the parts or processes under construction.
Parallel inspection The activity of the project supervision agency using certain inspection or testing means to independently conduct inspections or tests in accordance with a certain proportion on the basis of the contractor's self-inspection. Equipment supervision and supervision activities carried out by the equipment manufacturing process by the equipment supervision unit in accordance with the entrusted supervision contract and the equipment ordering contract.
Cost claim According to the provisions of the contract, one party to the contract causes economic losses to itself due to the other party's reasons, and asks the other party for fees through the supervision engineer. Temporary extension approval When an event that continuously affects the construction period occurs due to reasons other than the contractor, the chief supervision engineer makes an approval to temporarily extend the contract period. 3 Project Supervision Organization and Its Facilities
3.1 Project Supervision Organization
3.1.1 When the supervision unit performs the entrusted supervision contract during the construction phase, it must establish a project supervision organization at the construction site. The project supervision organization may withdraw from the construction site after completing the supervision work agreed in the entrusted supervision contract. 3.1.2 The organizational form and scale of the project supervision organization shall be determined based on the service content, service period, project category, scale, technical complexity, engineering environment and other factors stipulated in the entrusted supervision contract.
3.1.3 The supervision personnel shall include the chief supervisor engineer, professional supervision engineers and supervisors, and the representative of the chief supervisor engineer may be assigned when necessary. The chief supervision engineer shall be a person with more than three years of experience in the supervision of similar projects; the representative of the chief supervision engineer shall be a person with more than two years of experience in the supervision of similar projects; the professional supervision engineer shall be a person with more than one year of experience in the supervision of similar projects.
The supervision personnel of the project supervision organization shall be professionally matched and the number shall meet the needs of the supervision of the project.
3.1.4 The supervision unit shall notify the construction unit in writing of the organizational form, personnel composition and appointment of the chief supervision engineer of the project supervision organization within ten days after the signing of the entrusted supervision contract. When the chief supervision engineer needs to be adjusted, the supervision unit shall obtain the consent of the construction unit and notify the construction unit in writing. When the professional supervision engineer needs to be adjusted, the chief supervision engineer shall notify the construction unit and the contractor in writing. 3.2 Responsibilities of the supervision personnel
A chief supervision engineer should only serve as the chief supervision engineer of one entrusted supervision contract. When it is necessary to serve as the project chief supervision engineer for multiple entrusted supervision contracts at the same time, the consent of the construction unit must be obtained, and the maximum number of contracts shall not exceed three. 3.2.2 The chief supervision engineer shall perform the following duties: 1. Determine the division of labor and job responsibilities of the project supervision agency personnel; 2. Preside over the preparation of the project supervision plan, review and approve the project supervision implementation rules, and be responsible for managing the daily work of the project supervision agency; 3. Review the qualifications of the subcontracting units and put forward review opinions; 4. Inspect and supervise the work of the supervision personnel, and personnel can be deployed according to the progress of the project. Incompetent personnel should be replaced; 5. Preside over the supervision work meeting and issue the documents and instructions of the project supervision agency; 6. Review the commencement report, construction organization design, technical plan, and progress plan submitted by the contractor;
7. Review and sign the contract 8. Review and handle engineering changes;
9. Host or participate in the investigation of engineering quality accidents;10. Mediate contract disputes between construction units and contractors, handle claims, and approve engineering extensions;
