This standard was drafted in accordance with the rules given in GB/T 1.1-2009. This standard amends GB/T9704-1999 "Format of Official Documents of State Administrative Organs" in accordance with the relevant provisions of the "Regulations on the Handling of Official Documents of Party and Government Organs" issued by the General Office of the CPC Central Committee and the General Office of the State Council. This standard mainly makes the following revisions compared with GB/T9704-1999:
The name of the standard is changed to "Format of Official Documents of Party and Government Organs", and the English name of the standard is also modified accordingly. The scope of application is extended to official documents issued by party and government organs at all levels; the standard structure is appropriately adjusted;
The binding requirements of official documents are appropriately adjusted; the signature of the issuing agency and the page number are added, the subject word format element is deleted, and the arrangement of various elements of the official document format is greatly adjusted;
f) Further refine the arrangement requirements of official documents in specific formats; g): Add the layout of the first page of joint documents, the first page of letter format, and the layout of the first page of order (command) format. The official document terms in this standard are consistent with those in the "Regulations on the Handling of Official Documents of Party and Government Organs". This standard is the second revision.

1 Scope
Format of official documents of party and government agencies
GB/T9704-2012
This standard specifies the paper requirements, typesetting and printing and binding requirements, and the layout rules of various elements of the official document format for official documents of party and government agencies, and gives the style of official documents.
This standard applies to official documents issued by party and government agencies at all levels. Official documents of other agencies and units may refer to it for implementation. For official documents printed in minority languages, the paper, radiation size, layout, printing and other requirements shall be implemented in accordance with this standard, and the rest may refer to this standard and be implemented in accordance with relevant regulations. 2 Normative referenced documents

3 Terms and definitions
Use of numbers in publications
The following terms and definitions apply to this standard. 3.1
Word
The unit of length for horizontal distance in official documents. In this standard, one word refers to the distance of the width of a Chinese character. 3.2
Line
The unit of length for vertical distance in official documents. In this standard, one line refers to the height of a Chinese character plus 7/8 of the height of a size 3 Chinese character.
4 Main technical indicators of official paper
Official paper generally uses offset printing paper or copy paper with a paper weight of 60g/m2~80g/m. The paper whiteness is 80%~90%, the horizontal folding endurance is ≥15 times, the opacity is ≥85%, and the pH value is 7.5~9.5.5 Document paper format size and layout requirements
5.1 Format size
Official paper uses A4 paper specified in GB/T148, and the finished product format size is: 210mm×297mm. 1

5.2 Layout
5.2.1 Margin and page size
The top margin (upper white margin) of official document paper is 37mm±1mm, the binding edge (left white margin) of official document paper is 28mm±1mm, and the page size is 156mmx225mm.
5.2.2 Font and font size
Unless otherwise specified, the format elements of official documents are generally in No. 3 Fangsong font. Appropriate adjustments can be made in certain circumstances. 5.2.3 Number of lines and characters
Generally, 22 lines are arranged per page, 28 characters per line, and the page size is full. Appropriate adjustments can be made in certain circumstances. 5.2.4 Color of text
Unless otherwise specified, the text in official documents is all in black. 6 Printing and binding requirements
6.1 Plate making requirements
The layout should be clean and free of background dust, the handwriting should be clear and without broken lines, the size should be standard, the center of the page should not be tilted, and the error should not exceed 1mm. 6.2 Printing requirements
Double-sided printing: the page numbers should be aligned, and the error on both sides should not exceed 2mm. The black ink should reach BL100% as marked on the chromatogram, and the red ink should reach Y80% and M80% as marked on the chromatogram. The printed product should be solidly inked and evenly outlined; the words should not be blurred, white, or broken. 6.3 Binding requirements
Official documents should be bound on the left side, without pages falling off, the error between the page numbers of two pages should not exceed 4mm, the size of the finished product after cutting should allow an error of ±2mm, the four corners should be 90 degrees, and there should be no hair or defects. Official documents that are saddle-stitched or flat-stitched should:
a) be 70mm from the upper and lower edges of the page with two nails outside the binding holes, with an allowable error of ±4mm; b) have no broken nails, missing nails, or double nails, and the nail feet should lie flat and firmly; c) the saddle-stitched nails should be fixed on the fold line, and the distance between the flat-stitched nails and the spine should be 3mm to 5mm. The cover (front cover, spine, back cover) of the book-bound official document should match the book core, be tightly packed, be flat, and not fall off. 7 Rules for the arrangement of various elements of the official document format
7.1 Division of the elements of the document format
This standard divides the elements of the document format in the page into three parts: the header, the body, and the colophon. The part above the red dividing line on the first page of the document is called the header: the part below the red dividing line (not included) on the first page of the document and above the first dividing line (not included) on the last page of the document is called the body: the part below the first dividing line and above the last dividing line on the last page of the document is called the colophon. The page number is located outside the page.
7.2 Header
7.2.1 Copy number
If the copy number needs to be marked, generally use 6-digit 3-point Arabic numerals, and arrange them in the first line in the upper left corner of the page. 7.2.2 Confidentiality level and confidentiality period

If the confidentiality level and confidentiality period need to be marked, generally use 3-point boldface, and arrange them in the second line in the upper left corner of the page: the numbers in the confidentiality period are marked with Arabic numerals.
7.2.3 Urgency
If the urgency needs to be marked, it is generally in boldface No. 3 and arranged in the upper left corner of the page: if the copy number, confidentiality level, confidentiality period, and urgency need to be marked at the same time, they should be arranged in lines from top to bottom in the order of copy number, confidentiality level, confidentiality period, and urgency. 7.2.4 Issuing agency logo
It consists of the full name or standardized abbreviation of the issuing agency plus the word "document". The full name or standardized abbreviation of the issuing agency can also be used. The issuing agency logo is arranged in the center, with a distance of 35mm from the upper edge to the upper edge of the page. It is recommended to use small-sized Song font in red color, with the principle of being eye-catching, beautiful, and solemn.
When writing jointly, if the names of the co-signing issuing agencies need to be marked at the same time, the name of the main agency should generally be placed in front; if there is the word "document", it should be placed on the right side of the name of the issuing agency, and arranged in the center up and down based on the names of the co-signing issuing agencies. 7.2.5 Document number
is arranged two lines below the issuing authority’s logo and is centered. The year and document serial number are marked with Arabic numerals; the year should be marked in full and enclosed in hexagonal brackets []”: the document serial number does not include the word “第”, does not include a dummy position (that is, 1 is not numbered as 01), and the word “号” is added after the Arabic numerals.
The document number of the previous document is arranged to the left with a space, and is on the same line as the name of the last issuer. 7.2.6 Issuer
consists of the three characters “Issuer” plus a full-width colon and the issuer’s name, aligned to the right with a space, and arranged two lines below the issuing authority’s logo. The three characters “Issuer” are in No. 3 Fangsong font, and the issuer’s name is in No. 3 If there are multiple signatories, the names of the signatories shall be arranged in the order of the issuing authority from left to right and from top to bottom. Generally, there are two names in each line, and they shall be aligned with the name of the first signatory in the previous line when the line is returned. 7.2.7 Separator in the header
A red separator with the same width as the center of the page shall be printed 4mm below the document number. 7.3 Body
7.3.1 Title
Generally, use No. 2 Song font with small standard, arrange two lines below the red separator, and arrange in the center of one or more lines: when the line is returned, the meaning of the words shall be complete and the arrangement shall be consistent. The columns should be symmetrical, of appropriate length and spacing. The titles should be arranged in a trapezoid or diamond shape. 3

7.3.2 Main addressee
It should be arranged in a blank line below the title, aligned to the left and aligned when the line is returned. A full-width colon should be marked after the last addressee's name. If there are too many names of the main addressees and the main text cannot be displayed on the first page of the document, the names of the main addressees should be moved to the colophon. The marking method is shown in 7.4.2. 7.3.3 Main text
The main text must be displayed on the first page of the document. Generally, it should be arranged in No. 3 Fangsong font. On the line below the name of the main recipient, leave two spaces on the left for each paragraph and return to the top of the line. The structural hierarchy numbers in the text can be marked with "一," "(一)" and "1.\(1)" in order; generally, the first level is marked in bold, the second level is marked in regular script, and the third and fourth levels are marked in Fangsong font. 7.3.4 Attachment description
If there is an attachment, leave two spaces on the left for the word "Attachment" below the main text, followed by a full-width colon and the name of the attachment. If there are multiple attachments, use Arabic numerals to mark the attachment sequence number (such as "Attachment: 1.×××××\), and do not add punctuation after the attachment name. When the attachment name is long and needs to be returned to the next line, it should be aligned with the first character of the attachment name on the previous line. 7.3.5 Signature, date of issue and seal of the issuing agency 7.3.5.1 Official documents with seals
The date of issue is generally written with four spaces on the right, and the seal is red, and no blank seal is allowed. When a single agency issues a document, the signature of the issuing agency is usually arranged above the date of issue, and the seal is placed in the center, pressing down on the signature of the issuing agency and the date of issue, so that the signature of the issuing agency and the date of issue are slightly below the center of the seal, and the top of the seal should be within one line of the main text (or attachment description).
When a joint document is issued, the signatures of the issuing agencies are usually arranged in the order of the issuing agencies, and the seals are placed one by one, aligned, and pressed down on the signature of the issuing agency. The last seal is aligned and pressed down on the signature of the issuing agency and the date of issue. The seals are arranged neatly, without intersecting or touching each other. The ends of each row of seals shall not exceed the center of the issue, and the top of the first row of seals shall be within one line of the main text (or attachment description). 7.3.5.2 Official documents without seals
When a single agency issues a document, leave one line and two characters on the right below the main text (or attachment instructions) to arrange the signature of the issuing agency, and the date of issue shall be arranged on the line below the signature of the issuing agency, with the first character shifted two characters to the right of the first character of the signature of the issuing agency. If the date of issue is longer than the signature of the issuing agency, the date of issue shall be arranged with two characters on the right, and the number of characters on the right of the signature of the issuing agency shall be increased accordingly. When a joint document is issued, the signature of the main agency shall be arranged first, and the signatures of the other issuing agencies shall be arranged downward in sequence. 7.3.5.3 Official documents with the signature seal of the issuer When a single agency issues a document with the signature seal of the issuer, leave two lines and four characters on the right below the main text (or attachment instructions) to arrange the signature seal of the issuer, and leave two characters on the left of the signature seal to indicate the position of the issuer, and arrange it in the center of the upper and lower parts based on the signature seal. Leave one line and four characters on the right below the signature seal to arrange the date of issue.
When a joint document is prepared, the position and signature stamp of the issuer of the main agency shall be arranged first, and the positions and signature stamps of the issuers of other agencies shall be arranged in sequence downward, aligned with the position and signature stamp of the issuer of the main agency, and only the position and signature stamp of the issuer of one agency shall be arranged in each line; the position of the issuer shall be marked with the full name.
The signature stamp is generally in red.
7.3.5.4 Numbers in the date of writing

Use Arabic numerals to mark the year, month and day in full. The year shall be marked in full, and the month and day shall not be marked as virtual spaces (i.e. 1 shall not be marked as 01). 7.3.5.5 Special circumstances
When the blank space left after the document is typeset cannot accommodate the seal or the issuer's signature stamp or the date of writing, the line spacing and character spacing can be adjusted to solve the problem.
7.3.6 Notes
If there are any notes, they shall be left-aligned, with two spaces and parentheses, and arranged on the line below the date of writing. 7.3.7 Attachments
Attachments shall be arranged on a separate page and bound together with the main body of the document before the colophon. The word "Attachment" and the attachment serial number shall be arranged in boldface font No. 3, in the first line at the top left corner of the page. The attachment title shall be arranged in the center on the third line of the page. The attachment serial number and attachment title shall be consistent with the description of the attachment. The format requirements for attachments are the same as those for the main body. If the attachment cannot be bound together with the main body, the document number shall be arranged in the first line at the top left corner of the attachment, and the word "Attachment" and the attachment serial number shall be marked after it.
7.4 Copyright
7.4.1 Separation lines in the copyright
Separation lines in the copyright should be the same width as the center of the page. The first and last separation lines should be thick (recommended height is 0.35mm), and the middle separation lines should be thin (recommended height is 0.25mm). The first separation line is located above the first element in the copyright, and the last separation line coincides with the bottom edge of the center of the page on the last page of the document.
7.4.2 Copy to agencies
If there are copy to agencies, they are generally arranged in size 4 Fangsong font, one line above the issuing agency and the date of issuance, with one space on each side. Add a full-width colon and the name of the copy to agency after the word "copy to", and align with the first word after the colon when returning to the line. Put a period after the name of the last copy to agency. If the main agency needs to be moved to the copyright, except that the word "copy to" is changed to "main to", the arrangement method is the same as the copy to agency. When there are both the main addressee and the copy addressee, the main addressee should be placed one line above the copy addressee, without a separator line between them. 7.4.3 Issuing agency and issuing date
The issuing agency and issuing date are generally written in size 4 Fangsong font and are arranged above the last separator line. The issuing agency is left blank and the issuing date is left blank. The year, month and day are marked in full with Arabic numerals. The year should be marked in full, and the month and day should not be marked with empty spaces (i.e. 1 is not marked as 01), and the word "issuing" is added at the end.
If there are other elements in the colophon, they should be separated from the issuing agency and issuing date by a thin separator line. 7.5 Page numbers
Usually use size 4 half-width Song-style Arabic numerals, arranged below the bottom edge of the document, with a line on each side of the number, 7mm from the bottom edge of the document. Single page numbers are right-aligned with one space, and double page numbers are left-aligned with one space. If there is a blank page before the colophon page of the document, neither the blank page nor the colophon page will be numbered. When the attachments of the document are bound together with the main text, the page numbers should be arranged continuously. 5

8 Horizontal tables in official documents
When the tables on A4 paper are arranged horizontally, the page number position should be consistent with the other page numbers of the document. The single page number header is on the binding side, and the double page number header is on the cut side.
9 Usage of measurement units, punctuation marks and numbers in official documents The usage of measurement units in official documents shall comply with GB3100, GB3101 and GB3102 (all parts), the usage of punctuation marks shall comply with GB/T15834, and the usage of numbers shall comply with GB/T15835.10 Specific formats of official documents
10.1 Letter format
The issuing agency logo uses the full name or standardized abbreviation of the issuing agency, centered, with 30mm from the top edge to the top page margin. It is recommended to use red small-standard Song font. When writing jointly, the logo of the sponsoring agency shall be used. A red double line (thick on the top and thin on the bottom) is printed 4mm below the issuing agency logo, and a red double line (thin on the top and thick on the bottom) is printed 20mm from the bottom page margin. The line length is 170mm and is centered. If the copy number, confidentiality level, confidentiality period, and urgency need to be marked, they should be arranged under the first red double line on the left edge of the page, and arranged in lines from top to bottom in the order of copy number, confidentiality level, confidentiality period, and urgency. The distance between the first element and the line is 7/8 of the height of No. 3 Chinese characters.
The document number should be arranged under the first red double line on the right edge of the page, and the distance between the first element and the line is 7/8 of the height of No. 3 Chinese characters. The title should be arranged in the center, two lines away from the last element above it. If there is text on the second red double line, the distance between the line and the line is 7/8 of the height of No. 3 Chinese characters. The first page does not display page numbers.
The colophon does not include the issuing agency, issuing date, or separator line, and is located at the bottom of the last page of the document. 10.2 Format of Orders
The issuing authority logo consists of the full name of the issuing authority plus the word "Order" or "Order", centered, with a distance of 20mm from the upper edge to the upper edge of the page. It is recommended to use red small-standard Song font.
Leave the issuing authority logo two lines blank and center the order number, leave two lines blank and center the text. The layout of the issuer's position, signature stamp and date of writing is shown in 7.3.5.3. 10.3 Format of Minutes
The minutes logo consists of "××××× Minutes", centered, with a distance of 35mm from the upper edge to the upper edge of the page. It is recommended to use red small-standard Song font.
Mark the list of attendees, usually in boldface No. 3, and leave two spaces on the left below the text or attachment description to arrange the word "attend", followed by a full-width colon. After the colon, use No. 3 Fangsong font to mark the attendee's unit and name, and align them with the first word after the colon when returning to the line. Mark the list of leave and attendees, except that they are placed on a separate line and the word "attend" is changed to "leave" or "attend".
The format of the minutes can be formulated according to actual conditions.

To mark the list of attendees, generally use No. 3 boldface, and leave one line blank and two characters on the left below the text or attachment description to arrange the word "attend", followed by a full-width colon. After the colon, use No. 3 Fangsong font to mark the unit and name of the attendee, and align with the first character after the colon when returning to the line. To mark the list of leave and attendees, except for starting a new line and changing the word "attend" to "leave" or "attend", the arrangement method is the same as the list of attendees.
The format of the minutes can be formulated according to actual conditions.
