GB16959—1997
This standard is compiled based on GB13000.1 and the Tibetan coded character set standard for information exchange that is being supplemented by the International Organization for Standardization. It is equivalent to the international standard in terms of technical content, which will help to ensure information exchange. This standard adopts double octet encoding, which is also compatible with GB13000.1, without code conversion, and is convenient for information processing and exchange. This standard is proposed by the Ministry of Electronics Industry of the People's Republic of China. This standard is under the jurisdiction of the National Information Technology Standardization Technical Committee. The drafting units of this standard are: Office of the Tibetan Language Work Steering Committee of Baizhi District, Tibet, Tibet University, Technical Supervision Bureau of Tibet Autonomous Region, Northwest University for Nationalities, and Qinghai Normal University.

3.1 Character character

3.3 Coded character set A set of unambiguous rules for establishing a one-to-one correspondence between a character set and the characters in that character set and their coded representations. 3.4 Code table A table showing the characters assigned to each octet in a code. 3.5 Combining character A structural element of an identified sub-set in this national standard coded character set that is used to combine with its preceding non-combining graphic character or with a combining character sequence preceded by a non-combining character. 3.6 Graphic character A character used for control functions, usually with a visual representation for writing, printing or displaying. 3.7 Control function An action that affects the recording, processing, transmission or interpretation of data, whose coded representation consists of one or more octets. 4 Coded representation
Each character in this coded character set is represented by a double octet sequence, consisting of a row octet and a character octet. Each octet is identified by ba, br, ba, bs, ba, by, bz, b, where bs is the most significant bit and bi is the least significant bit. Accordingly, the weight assigned to each bit shall be: b,
5 Use of control functions in conjunction with this standard
When a control connector appears in a coded sequence, the characters 0F5D, 0FB1, 0FB2 that may appear afterwards shall not be deformed. This standard can be used in conjunction with control functions, which are coded according to GB2311, GB 5261 and other standards. The method of use should comply with the provisions of Chapter 16 of GB13000.1. 6 Statement
6.1 The coded character set of this standard is consistent with the double eight-bit basic multilingual plane of GB1300.1. 6.2 The graphic characters in the coded character set of this standard, whether or not they are composed of multiple graphics, should be considered as an indivisible whole, just as they appear in the coded character set, and they cannot be encoded using other character coding sequences. 6.3 The implementation level of the coded character set of this standard in CB13000.1 is 2: 6.4 When characters 0F86~0F89 and 0F8B are coded with other characters, they will be coded before the characters associated with them. 7 Code table and character names
