1 Scope
Rules for video recording of interrogation process

This standard specifies the acceptance authority, equipment, technical requirements, methods and data records for recording the interrogation of criminal suspects. This standard is only applicable to the interrogation of criminal suspects in criminal cases. 2 Definitions
The following terms and definitions apply to this standard. 2.1
Kinescope of inquest process is a special video recording of the entire process of interrogation of criminal suspects (hereinafter referred to as interrogation video). 3 Acceptance authority
3.1 When the investigative agency with jurisdiction over the case interrogates the criminal suspect in accordance with the law, the investigative department shall be responsible for the video recording of the interrogation. No other agency, group, department or individual has the right to film the interrogation process. 3.2 The filming of the interrogation video must be undertaken by a technician with professional knowledge of video recording. 3.3 Individuals with a vested interest in the case or the parties involved in the case should recuse themselves when undertaking the interrogation video recording. The recusation conditions should be implemented in accordance with the relevant provisions of the Criminal Procedure Law of the People's Republic of China and the Civil Procedure Law of the People's Republic of China. 4 Equipment and Equipment
4.1 A camcorder with high definition, good color reproduction, high sound reproduction quality and low illumination requirements should be selected. The horizontal definition of the camcorder should not be less than 350 TV lines, the signal-to-noise ratio should be better than 50dB, and the minimum illumination should meet 51x. 4.2 The interrogation video can be stored on storage media such as videotapes or digital hard disks. Videotapes with high definition, good color reproduction and reliable quality should be used. When using a digital hard disk to store images and sounds, the hard disk must have sufficient storage space. 4.3 A camera AC adapter should be used.
4.4 A tripod that matches the camera, is firm and reliable, easy to rotate, and flexible to lift should be used, and it should be equipped with lighting equipment. 5 Technical requirements
5.1 The location where the criminal suspect is interrogated by the investigative agency is the location where the interrogation video is filmed. The on-site light should be used as much as possible when filming the scene. If the on-site light cannot meet the illumination requirements of the camera, artificial light should be used. 5.2 The interrogation video must be objective and true, with clear images and sounds. 5.3 When using the monitoring equipment in the interrogation room of the prison department to record the interrogation, the equipment used should meet the technical requirements of 5.2. 6.1 The professional and technical personnel responsible for the interrogation video shooting task should arrive at the interrogation site in advance, select the shooting location, install the equipment, and adjust the camera's built-in time to be consistent with the real-time time. The shooting location should not affect the interrogation as a principle. 6.2 The interrogation video should start at the same time as the interrogation activities of the interrogator, and the interrogator should inform the criminal suspect that the interrogation video is used. 6.3 The camera's built-in time should be recorded at the same time when the interrogation video is filmed. 6.4 The interrogation video should be coherent. The time recorded in the video can be consistent with the time recorded in the interrogation procedures and the transcript. During the recording process1

, no matter what the interrogation situation is, the camera shall not be stopped in the middle to ensure the continuity and completeness of the video. If conditions permit, dual cameras can be used for shooting. 6.5 When shooting the interrogation video, the front and side half-body images of the criminal suspect should be the main focus. 6.6 When the criminal suspect describes the relevant important plot, the description process should be filmed all the time, and the camera shall not be moved to shoot other scenes to ensure the consistency of sound and picture.
6.7 The interrogation video should be filmed until the criminal suspect has read the interrogation transcript and signed it. 6.8 The interrogation video must be a true record of the interrogated person's confession of the crime, and can vividly reproduce the scene when he was interrogated. It cannot be re-shot or processed, and other images cannot be inserted, and it cannot be edited. It cannot be deleted or modified arbitrarily. 7 Data Records
7.1 After the interrogation video is completed, the technician in charge of the interrogation video should make three copies of the interrogation video record. When storing on a digital hard disk, it should be burned into a CD or transcribed into a videotape. 7.2 The interrogation video record includes: the shooting location, start and end time, the shooter, the total time and number of videotapes shot, the interrogator and the basic information of the suspect, etc.
