GB 19521.4—2004 The consistency of this standard with the Joint Standards Model Regulations on the Transport of Dangerous Goods 3 (Revised Edition 13) and the Joint Standards Manual on the Transport of Dangerous Goods (Revised Edition 13) is not equivalent. Its relevant technical differences are consistent with the above-mentioned regulations. In terms of the standard text format, it is revised in accordance with (T3/11.1·2300). This standard is proposed and managed by the National Technical Committee for Standardization of Chemicals Management (SAC/I). This standard is drafted by the responsible drafting unit Location: National Quality Supervision, Inspection and Quarantine Administration Dangerous Goods Center Laboratory Research Institute This standard is a copy of the original: Dajin Exit Inspection and Quarantine, Asia Pacific Dangerous Goods Association, Jiangnan University This standard is the first to be implemented, 1 Scope Safety specification for inspection of hazardous properties of dangerous goods that emit flammable gases when in contact with water This standard specifies the requirements, tests and inspection rules for dangerous goods that emit flammable gases when in contact with water. This standard applies to dangerous goods that emit flammable gases when in contact with water. This standard does not apply to flammable materials. 2 Normative references GB19521.4--2004 The following documents are referenced in this standard and become the terms of this standard. Except for the dated referenced documents, all subsequent amendments (including the revised version of this standard) are not applicable to the new version of these documents. However, the parties who have reached an agreement on the amendments based on this standard shall consider whether to use the latest versions of these documents. The latest version of this standard shall apply to this standard. GB15459 Dangerous Goods Inspection Specifications CB1952.3 Dangerous Goods Dangerous Goods Inspection Specifications 3 (3rd revised version) 3 Definitions The terms and definitions established in the United Nations Model Regulations on the Transport of Dangerous Goods (3rd revised version) and the above-mentioned terms and definitions shall apply to this standard Dangerous goods that emit flammable gases when exposed to water or moisture will undergo a violent chemical reaction, releasing a large amount of flammable gases, some of which are flammable, that is, they can burn or explode. 4 Requirements The cast, printed or pasted labels, signs and colored labels of dangerous goods on the packaging of dangerous goods that emit flammable gas should be accurate and clear, and comply with the relevant requirements of GTI1945H. 5 Tests 5.1 Test items See Table 1. 5.2 Number of test samples Details of different test items are shown in Table 1 ! Test items and number of test samples Test items Water test Micro water test Instantaneous type average test Sample quantity A rrn' Dust generation 1:5ml~2:ml, gas accompanying material: product size not more than 25>CB 1952I.4—2004 5.3 Test equipment Water-through air release tester. 5.4 Environmental requirements 5.4.1 The test should be carried out at ambient temperature (20°C) and atmospheric pressure. 5.4.2 The test should be carried out in a ventilated environment. 5.5 Test method 5.5. 1 Test for determination of hazardous characteristics category 5.5.1.1 Water entry test Put a substance with a volume of 32m3 into 20% water, observe and record the phenomena that occur. 5.5.1.2 Retention test Put a substance with a volume of 3m3 into a flat filter paper floating on 20% water, observe and record the phenomena that occur. 5.5.1.3 Drop test Make a pile of the test substance with a height of about 2m and a length of about 30m3, make a pile on the top, add a few drops of distilled water, observe and record the phenomena that occur. 5.5.2 Test for applicable packaging category 5.5.2.1 Use a water-passing gas tester to determine the volume of gas released by the substance when it reacts with water, record the time required to release all the gas, and record the intermediate readings, and calculate the gas release rate for 7.1 hours. Calculate 1 hour for every 1 hour of decrease. 5.5.2.2 If the release rate is stable, or the gas is still increasing after 7 hours of continuous change, the determination time should be extended to 5 days. If the release rate is not stable or is constantly decreasing, the substance can be assigned to a different packaging category when sufficient data is found, or it is determined that the substance is not classified as 4.3, and the test can be stopped after 5 days. 5.5.2.3 If the chemical substance of the gas to be converted is not known, the gas shall be subjected to a flammability test, see GB19521.3:5.6 Classificationbzxz.net 5.6.7 Classification of hazardous characteristics See Table 2. Table 2 Hazardous characteristics test Hazardous emission Test items Test duration Test requirements Generate gas Generate gas or spontaneous combustion Generate gas If spontaneous combustion or release of flammable gas occurs at any step during the test, the rate is 1 kcal/(kg, h), then the substance is judged to be a hazardous substance that releases flammable gas in contact with water. 5.6.2 See Table 3 for the determination of the applicable packaging category for hazardous goods that release flammable gas in contact with water. Table 3 Test requirements for packaging categories Test items Water release flammable gas Hazards Cargo packaging category Test (17) Release point Gas velocity 1c1/ls·mm Flame retardant Class T packaging (2) Combustible gas safety (kg·), and does not meet the requirements of Class A packaging, Material gas ratio 11 (hg·), Class I packaging, Class II packaging requirements shall be (3) 6 Inspection rules 6.1 Inspection items Inspection shall be carried out in accordance with the requirements of Chapter 1 and 5 of this standard. 6.2 Inspection conditions If one of the following conditions occurs, Conduct hazardous characteristic inspection; when new products are put into production or old products are converted: After the production is completed, if the materials and processes are significantly changed, which may affect the product performance, the production shall be stopped: 1 year·year! When the product is stopped for a long time and the production is resumed: if there is a big difference between the factory inspection result and the previous hazardous characteristic inspection result, the national quality inspection and supervision agency shall conduct hazardous characteristic inspection. 6.3 Determination of the rules CE19521.4—20Q4 According to the requirements of 5.4 of this standard, conduct the test, according to the test equipment and the requirements of 5.1 of this standard, conduct the hazard determination of the dangerous goods with flammable gas in contact with water, and determine the different hazard levels of the dangerous goods with flammable gas in contact with water.
