The main differences between this standard and the international standard are: the international standard structure has been slightly adjusted according to GB/T1.1-2000; the code table description part of the international standard appendix has been deleted, and some contents have been integrated into Chapters 4 and 5 of the revised standard; the code table structure follows GB/T17295-1998 "Code of Measurement Units for International Trade", and the international standard appendices I, II and III are combined to form Table A.1 and Table A.2 of Appendix A of the revised standard, and Appendix A is sorted according to the English name of the measurement unit and the common code, forming Appendix B and Appendix C. GB/T17295—2008 In international trade, the units of measurement should be clearly used, which is not only convenient for the performance of commercial contracts, but also for the application of international trade procedures and laws and regulations. The International Bureau of Weights and Measures (BIPM) was established in Sevres, France in 1875. At the first International Conference on Weights and Measures, the International Bureau of Weights and Measures signed the International Metric Convention. The bilingual (English and French) website of the International Bureau of Weights and Measures is http://bipm.fr. The International System of Units (SI (see the above BIPM website)) was adopted as an international standard at the 11th International Conference on Weights and Measures held in 1960. The aim of the above work and other related international activities (i.e. international activities that use common rules of standardized measurement methods to unify measurement units and ensure comparability of results) is to promote mutual understanding among trade participants, improve customs clearance conditions and ensure comparability of international trade and transport statistics. The United Nations, through the United Nations Centre for Trade Facilitation and Electronic Business (UN/CEFACT), is committed to supporting the improvement of the ability of commercial, trade and administrative agencies in developed and developing countries and countries with economies in transition to exchange products and related services effectively. The key is to facilitate international trade through the simplification and harmonization of procedures and information flows. The work plan of UN/CEFACT emphasizes that the purpose of developing this recommendation is to simplify and harmonize current practices and processes in international transactions. Therefore, the role of the Information Content Management Group (ICG) of UN/CEFACT is to ensure the quality, practicality and effectiveness of code sets and code structures so that UN/CEFACT can manage and maintain the United Nations Economic Commission for Europe (UN/ECE) recommendations related to codes. Unit of measure A specific quantity defined and adopted by agreement. By comparing other similar quantities with it, its size (magnitude) relative to this specific quantity can be obtained. 4 Code table collection principles 4.1 This standard gives a code table of measurement units for information exchange. The increasing amount of electronic data exchange in daily trade has promoted the development of such codes. For enterprises that use the United Nations Trade Document System (based on the United Nations Trade Document Style) in electronic data interchange (EDI), or use the United Nations Trade Data Meta Directory and/or the United Nations Trade Data Interchange Directory, the code table is another international common tool to maintain consistency in trade terms, with the aim of making the implementation of international trade clearer and simpler. 4.2 In order to ensure the need for international coordination and unification of measurement units, this code table is divided into three levels: Level 1 (standard level): measurement units in GB3102 expressed in SI. This includes the prefixes of the relevant units in GB3100~3102 plus SI prefixes. Level 2 (equivalent standard level): measurement units that can be converted with SI units. Level 3 (information level): measurement units that are not suitable for levels 1 and 2 but are included to meet the needs of users. Including: measurement units widely used internationally; measurement units used at the regional level with extensive international influence; measurement units used only in the region. The overall structure of the standardization of measurement units is shown in Figure 1. 1 GB/T17295—2008 4.3 The principles for the inclusion of the code table are as follows: Regional level Regional system with international influence International level SI standard Figure 1 Standardization classification of measurement units Only units with SI prefixes are included, such as measurement units with standard multiples composed of mega (M) and giga (G); Measurement units with non-standard multiples cannot be given codes as independent measurement units, such as measurement units composed of 10M and 100M; Numerical values are not measurement units, such as 10 and 25, and no code form is given. 5 Code structure and representation 5.1 This standard standardizes the names of SI units, English units and other measurement units, and uses them as marking symbols for measurement units. When the abbreviations of the unit names are required, the laws and regulations related to foreign trade usually require the use of these marking symbols. 5.2 The writing of unit names, unit symbols and Chinese symbols in this standard shall comply with the provisions of GB3100. Except for the unit names determined according to the inherent names, which require the first letter to be capitalized, the unit marking symbols shall usually be lowercase letters. For example: Ampere Weber 5.3 Principles for compiling general codes: second ampere The code value of the general code should be represented by three alphanumeric characters of indefinite length (an, .3), and the priority of code assignment should be based on the following principles: The alphanumeric code value of the unit of measurement shall give priority to UN/ECE Recommendation No. 20, first edition (1985 edition); the alphanumeric code value of the unit of measurement shall give priority to American National Standards Institute standard data element 355 (ANSIASCX12T-355); Note: When the code value of UN/ECE Recommendation No. 20, first edition and the code value of American National Standards Institute standard data element 355 both represent the same unit of measurement, only the code value in UN/ECE Recommendation No. 20, first edition shall be retained. The code value of the measurement unit shall be given in the format of "letter-number-number (ann)", and its value is A01~Z99. 6 Composition and description of the code table 6.1 Code table components The code table consists of three parts: Appendix A (normative appendix) is a code table arranged according to the quantity and information of the measurement unit; Appendix B (informative appendix) is a code table arranged according to the English name of the measurement unit; Appendix C (informative appendix) is a code table arranged according to the general code of the measurement unit. 6.2 Code table attributes 6.2.1 Status The symbol indicates the maintenance status of a certain unit of measurement. Its specific values are as follows: - Plus sign (+): New entry, indicating a new unit of measurement added to the code table. - Pound sign (#): Name change, indicating a unit of measurement whose name has been changed in the code table. GB/T17295-2008 Vertical line (I): Change of characteristics, indicating a unit of measurement whose information other than the name has been changed in the code table, such as a change in grade/category information. - Letter D (D): Deprecated, indicating a unit of measurement that is deprecated by the International Bureau of Weights and Measures. - Letter X (X): Marked as deleted, indicating a measurement unit that is retained in this code table but is marked as deleted. When appropriate, these measurement units may be restored through the maintenance program. -Equal sign (:): Restored entry, a measurement unit that was previously marked as deleted and restored in this code table. 6.2.2 Quantity Name of the measurement physical phenomenon. --For the quantity units in levels 1 and 2 (SI units or SI equivalent units), the physical phenomena associated with a particular class are listed under the headings that give the names of the relevant parts in GB3.101 and GB3102. The units of measurement in level 3 are divided into 9 categories according to the definitions in 6.2.3.3. In most cases, each quantity is given only one name. When a quantity is given two or more names without distinction, they are on the same level. 6.2.3 Levels/Categories The identification of the standard level or information level of the measurement unit, 6.2.3.11 Level: Standard level, i.e. SI standard units, standard and commonly used multiple units, Note: Standard multiple units are represented by "S", and commonly used multiple units are represented by \M\, such as "1 meter", \IS centimeters" and "1M hundred meters". 6.2.3.22 Level: Equivalent standard level, i.e. standard units (English, American, etc.) and commonly used multiple units equivalent to SI. 6.2.3.33 Level: Information level, i.e. the 9 types of information level measurement units (counting units and various other units) as shown in Figure 2, most of which have no conversion factors with SI units. The naming of the Chinese name of the measurement unit basically complies with the provisions of Chapter 5 of GB3100-1993. Some measurement units have round brackets in the Chinese name. The name in the round brackets is a synonym of the previous name (except for the English system, American system or explanatory text). Some measurement units have square brackets in the Chinese name. The characters in the square brackets are retained as the full name, and the characters in the square brackets are omitted to be the abbreviation. The characters in the square brackets can be omitted without causing confusion or misunderstanding. 6.2.5 Description Text description of the measurement unit. These explanatory texts should be gradually added to the existing unit entries in the code table. If possible, the source of the explanatory text should be indicated. All new unit entries in the code table without SI unit conversion factors should have explanatory text. Unit entries with SI unit conversion factors may or may not have explanatory text. 6.2.6 SI unit conversion factors Other units can be converted to equivalent SI units if necessary. If the values in this column are accurate, the words "(accurate value)" are added after the values. 6.2.7 Symbols Symbols for indicating measurement units. The symbols used in this standard are internationally accepted symbols. 6.2.8 General codes General codes are standard codes recommended by this standard. 6.2.9 Cross reference numbers Sequential numbers used for searching in the code tables in Appendix A, Appendix B and Appendix C. In the code table of Appendix A, the measurement units marked with "*" in the "cross reference number" column are the legal measurement units of my country specified in GB3102. The names of the quantities and the names and symbols of the measurement units are consistent with GB3102 (the symbol for hectares adopts the international symbol ha). 6.3 Description of the composition of the code table This standard uses three appendices to list the code tables. 6.3.1 Code tables arranged by quantity and information of measurement units Appendix A is a normative appendix and only includes level 1 and level 2 unit entries. The columns in Table A.1 and Table A.2 in Appendix A include: - quantity; grade/category; - status identification; unit name; conversion factor; - representation symbol; - description; - general code; cross-reference number.
