1 Scope
General technical conditions for automatic red light running recording system GA/T 496—2004
This standard specifies the requirements, test methods, inspection rules, marking, packaging, installation and operating conditions of the automatic red light running recording system. This standard applies to the production, testing and acceptance of red light reading and motion recording systems installed at intersections and sections with signal control. 2 Normative references

5 Requirements
5.1 General requirements
5.1.1 Composition

The outer surface of each component should be smooth and flat, without defects such as dents, scratches, cracks, deformation, etc. The surface of the metal charging should have anti-rust and anti-corrosion coatings, and the coatings should not have blistering, cracking, shedding and wear. There should be no rust on the surface of metal parts.
5.2 Electrical components
5.2.1 Power supply

5.2.2 Electrical protection devices
Over-cut, leakage and short-circuit protection devices should be installed. Lightning protection devices should be installed.
Fast fuses should be used to protect internal circuits. 5.2.3 Grounding terminal
A special protective grounding terminal should be provided, and the grounding terminal should be effectively connected to the earth GA/T 496--2004
The metal parts such as the system chassis, circuit unit, circuit unit fixing bracket, fixing bolts, and the shell of the AC220V voltage component should be connected to the protective grounding terminal and the grounding continuity of each component should be ensured. The grounding wire of the lightning protection device cannot be directly connected to the protective grounding terminal. It should be connected to the earth separately during installation. The grounding busbar should be made of copper wire and should not be connected to the neutral wire of the strong current.
5.2.4 Wire
The wire should have effective protection to ensure that the wire will not contact the parts that are easy to cause damage to the insulation part of the wire. When the wire needs to pass through the metal hole, the metal threading hole should be chamfered, without sharp edges, and the wire should be equipped with a bushing. All wiring should be arranged neatly, fixed with wire clamps, cable sleeves, cable rolls or pipes, the wires in the harness should be braided, and the wiring arrangement should be such that the removal of any wiring assembly will not affect the cables not related to the assembly. 5.3 Function
5.3.1 Red light violation record
When a motor vehicle crosses the stop line during its corresponding yellow or green light phase, the red light automatic recording system should not record it. The automatic red light violation recording system should record the information of two to three positions during the red light violation process of the motor vehicle to reflect the red light violation process of the motor vehicle. The information of the first position should be able to clearly identify the time of the red light violation, the type of vehicle, the red light signal and the situation that the motor vehicle is on or over the stop line; the information of the second and third positions should be able to clearly identify the time of the red light violation, the type of vehicle, the red light signal and the situation that the entire vehicle body has crossed the stop line; and the information of at least one position should be able to clearly identify the license plate number. The image format of the automatic red light violation recording system should be JPEG format, and the JPEG image encoding should comply with the requirements of ISO/IEC15444:2000. The number of pictures should not exceed four. The automatic red light running recording system should record the information of motor vehicles that have run red lights in real time and store it in the database table. 5.3.4 Data transmission
Except for the automatic recording system of red light running using optical photos, the automatic recording system of red light running should have the functions of network data transmission and on-site data download.
5.3.4.1 Network data transmission
The motor vehicle red light running information is automatically transmitted to the designated data center through the network. There are two transmission modes: real-time transmission and non-real-time transmission. The user can choose any mode for data transmission. During transmission, if the transmission fails due to network failure: the breakpoint resume function should be available. 5.3.4.2 On-site data download
The motor vehicle red light running information is manually downloaded to the storage medium on site and then brought back to the data center. 5.3.5 Data entry

5.4 Electrical safety

5.6 Climate and environmental adaptability
5. The 2nd level requirements in GB/T17626.11, that is, the images and data stored in the system should not be lost. All equipment installed outdoors should be able to withstand various climate and environmental tests such as high temperature, low temperature, constant temperature and constant mixing. During and after the test, the test system should not have any electrical faults, and the machine contacts should not be deformed, and the functions should remain normal.
In the rain test and verification test, the outdoor chassis and the protective cover containing the main body of the image acquisition unit are normal, and there is no water seepage or accumulation.

5.7 Mechanical environment adaptability
There should be no large amount of dust accumulation in the outdoor cabinet and the protective cap containing the main body of the image collection unit. After enduring various mechanical environmental tests, the tested system should have no permanent structural deformation and no damage to the parts; there should be no electrical failure, no loosening of fastening parts, and no falling off or poor contact of plugs, communication interfaces and other connectors; the tested system functions should remain normal. 6 Inspection method

6.1 Appearance inspection

6.3.1 Red light running behavior record

The test is conducted under the condition that the atmosphere is clear and fog-free, and the license plate light is not blocked or damaged. The ambient light illumination during daytime testing should not be less than 200 lux, and the auxiliary lighting illumination during nighttime testing should not be less than 100 lux. The license plate on the test vehicle should comply with the provisions of GA36 and be installed in a standardized manner. 6.3.1.2 Test method
During the test, the test parameters such as the number of lanes in the test direction and the distance between the stop line and the signal light in the test direction are determined according to the applicable conditions marked on them. During the test, at the intersection controlled by traffic signals, the test vehicle is driven at 5 km/h, 20 km/h, 40 km/h, and 60 km/h during the day and at night, respectively.The red light running test is conducted at speeds of 80km/h, 100km/h and 120km/h. A car with a body length of about 10m is used at a speed of no more than 60km/h and a car with a body length of about 5m is used at a speed of more than 60km/h. The number of tests at each of the above speed points is not less than 20. Single-car test is used. The driving trajectory should be on the left, middle and right side of the corresponding lane respectively. The body should not exceed the test lane. The information recorded in the test should meet the requirements of 5.3.1. The red light running capture rate and recording efficiency are calculated based on the information recorded in the test. The red light running capture rate should meet the requirements of 53.2 and the recording efficiency should meet the requirements of 5.3.2. 6.3.2 Data transmission The network transmission function and on-site data download function of the recordable system can be tested according to different categories. In the test of red light running, the failure in the network is simulated to test the breakpoint resume function of the system. After the test, the motor vehicle red light running information data entry software shall enter data in the database table according to the different categories of red light running records, and the requirements of 5.3.1 shall be met respectively. 6.4 Electrical safety test 6.4.1 Power supply voltage adaptation Set the test source voltage value and working time according to Table 3, and check that the test system meets the requirements of 5.4.1. Put the unpowered test equipment into the dust test chamber. The temperature of the test chamber should be maintained at 0℃~35℃ and the relative humidity should be 45%~80%.
