GB 4404. 2—1996
In order to protect the interests of seed production, management and users, avoid the losses caused by the use of unqualified seeds in production, and make the fine varieties cultivated obtain high quality and high yield, a unified quality standard must be used for standardization, and the seed quality standard is specially formulated. Considering the systematic and scientific nature of the layout of the quality standard of crop seeds, new adjustments were made to its overall arrangement during the revision. Grain crop seeds are composed of three independent parts: cereals, beans and tubers. Among them, bean crops include soybeans and broad beans. Based on GB/T3543.13543.6-1995 "Crop Seed Inspection Procedure", through a large number of years of experimental research, typical investigations, and spot checks, the quality standard of bean crop seeds in GB4404-84 "Grain Seeds" (i.e., four indicators such as purity, cleanliness, germination rate and moisture) has been comprehensively revised. At present, there are no hybrids of beans. According to the unified regulations, conventional seeds are not graded. Due to the great changes in the inspection methods and judgment standards, the germination rate was changed to seedling judgment, so the value was lower than that before the revision. The purity adopted the rapid method, and the value was generally higher than that before the revision. The standard value of moisture did not change much. This standard was proposed by the Ministry of Agriculture of the People's Republic of China. This standard is under the jurisdiction of the National Technical Committee for Standardization of Crop Seeds. The responsible drafting units of this standard are: National Seed Station, Henan Seed Station, Hubei Seed Station, Heilongjiang Seed Administration Bureau, Gansu Seed Station, Hunan Seed Station.
Main drafters of this standard:
Soybean: Chang Xiulan, Ren Shuping, Song Xinmin, Liao Chuanming. Broad bean: Wu Fei, Xue Changgui.
This standard is entrusted to the National Agricultural Technology Extension Service Center of the Ministry of Agriculture for interpretation. This standard was first issued in May 1984.

Inspection rules
GB 4404. 2-1996
The purity index of the variety is used as the basis for dividing the seed quality level. If the purity does not meet the original seed index, it will be downgraded to a good seed. If it does not meet the good seed index, it will be an unqualified seed.
If any one of the purity, germination rate, and moisture does not meet the index, it will be an unqualified variety. 106
