According to the arrangement of Document (90) Chemical Base Standard No. 21, the industry standard of the People's Republic of China "Chemical Equipment Installation Engineering Quality Inspection and Assessment Standard" edited by China Chemical Engineering No. 14 Construction Company has completed the preparation and review work and is now approved for issuance. The number is HG, 20236-93 and will be implemented from January 1, 994. The Ministry of Chemical Industry is responsible for the management and interpretation of this standard, and the Engineering Construction Standard Editing Center of the Ministry of Chemical Industry is responsible for publishing and distributing it. Preparation Instructions
According to the arrangement of Document (90) Chemical Base Standard No. 21, China Chemical Engineering No. 14 Construction Company has been the main editor since April 1990 to compile the industry standard of the People's Republic of China "Chemical Equipment Installation Engineering Quality Inspection and Assessment Standard". This standard is applicable to the quality inspection and assessment of high-pressure equipment installation projects, atmospheric pressure equipment and vacuum equipment installation projects, medium and low-pressure equipment installation and on-site welding projects, tower equipment installation and on-site welding projects in the chemical industry. This standard comprehensively refers to relevant domestic technical specifications, summarizes the current experience of equipment professional construction quality inspection and assessment, and coordinates relevant domestic standards. It is the main standard for equipment professional in the series of standards for industrial installation project quality inspection and assessment. During the compilation process of this standard, extensive research was conducted, various types of seminars were held, and opinions were widely solicited. After review by the review meeting, it was revised and finalized. This standard has nine chapters and four appendices and their clauses, Chapter 1 General Principles: Chapter 2 - Principles of Equipment Engineering Division; Chapter 3 - Quality Inspection and Assessment Grade Standards; Chapter 4 - Procedures and Organization of Quality Inspection and Assessment; Chapter 5 - High-pressure Chemical Equipment Installation Engineering; Chapter 6 - Medium and Low-pressure Chemical Equipment Installation Engineering; Chapter 7 - Medium and Low-pressure Chemical Equipment On-site Welding Engineering; Chapter 8 - Chemical Tower Equipment Installation Engineering; Chapter 9 - Chemical Tower Equipment On-site Welding Engineering; Appendix A - Sub-project Quality Inspection and Assessment Table: Appendix B - Sub-project Quality Inspection and Assessment Table: Appendix C - Unit Project Quality Comprehensive Assessment Table; Appendix D - Explanation of Terms Used in this Standard. 1.0.1 This standard is formulated to unify the quality inspection and assessment methods for chemical equipment installation and on-site welding projects, strengthen project quality management, and ensure project quality. 1.0.2 This standard applies to the quality inspection and assessment of high-pressure equipment installation projects, atmospheric pressure equipment and vacuum equipment installation projects, medium- and low-pressure equipment installation and on-site welding projects, tower equipment installation and on-site welding projects (hereinafter referred to as equipment projects) in the chemical industry. It is not applicable to the quality inspection and assessment of spherical containers, wet gas holders, and vertical cylindrical steel storage tank installation and on-site welding projects.
1.0.3 This standard is compiled according to the type of equipment, and its quality indicators and requirements should be used in conjunction with the following current standards and specifications:
"High-pressure Chemical Equipment Construction and Acceptance Specifications", "Medium- and Low-pressure Chemical Equipment Construction and Acceptance Specifications"; "Chemical Tower Equipment Construction and Acceptance Specifications" and "On-site Equipment, Industrial Pipeline Welding Project Construction and Acceptance Specifications". Inspection and assessment should be carried out according to the equipment type, respectively, according to the two sub-projects of installation engineering and on-site welding engineering. When conducting quality inspection and assessment of equipment projects, in addition to complying with the relevant provisions of this standard, it should also comply with the provisions of the current national standard "Uniform Standard for Quality Inspection and Assessment of Industrial Installation Projects". 1.0.4 During the construction of equipment engineering, the relevant technical standards and design documents shall be implemented, and construction records shall be kept synchronously with the engineering. When the equipment engineering is completed, quality inspection and evaluation shall be carried out in accordance with this standard, and quality inspection and evaluation certification shall be handled in a timely manner. 1
Principles of division of equipment engineering
Equipment installation sub-projects and equipment assembly and welding sub-projects shall all participate in the evaluation of the unit engineering in which they are located.
2.0.2! The division of equipment installation sub-projects and sub-projects shall comply with the following provisions. 2.0.2.1 Sub-projects: All equipment installation projects in the same unit engineering shall be two sub-projects.
2.0.2.2 Sub-projects: According to the type of equipment, it can be determined according to the example shown in Table 2.0.2.2 of this standard: The single (set) of equipment sampled in the same sub-project shall be a sub-project.

2.0.4 The quality inspection and evaluation of the overall installation and internal parts installation after the equipment assembly and welding shall comply with the corresponding provisions of the equipment installation of this standard. 2.0.5 The inspection ratio of equipment engineering shall comply with the following provisions. 2.0.5.1 Installation Engineering
(1) High-voltage equipment: 50% of each equipment type shall be inspected, but not less than 1 unit; (2) Medium- and low-voltage equipment, atmospheric pressure equipment, and vacuum equipment: 20% of each equipment type shall be inspected, but not less than 1 unit
(3) Tower equipment: 50% of each equipment type shall be inspected, but not less than 1 unit. ·2.0.5.2 On-site welding engineering: each unit must be inspected. 3
3 Quality Inspection and Assessment Grade Standards
3.0.1 The sub-items and sub-projects of this standard shall be evaluated according to their quality status in two grades: "qualified" and "excellent". 3.0.2 The inspection items of sub-items are divided into guarantee items, basic items and allowable deviation items, and their quality grades shall comply with the following provisions respectively. 3.0.2.1 Qualified
(1) Guarantee items must comply with the relevant provisions of this standard. (2) After the inspection of this item in accordance with the relevant provisions of this standard, the sub-item inspection score and the total average score shall be calculated in accordance with the following provisions. The total average score of 80 points or more shall be qualified; however, the main sub-items in each sub-item (those marked with asterisks in the relevant tables below) must be full marks.
. After all the sub-items in the sub-item are fully inspected and scored, the sum of the scores of each sub-item is the sub-item inspection score.
b. The total average score of the basic project is equal to the sum of the inspection scores of each sub-item divided by the sub-item (3) Among the inspection quantity of the allowable deviation items, 80% or more of the measured values are within the allowable deviation range of the corresponding quality indicators of this standard, and the rest basically meet the requirements of the corresponding quality indicators.
3.0.2.2 Excellent
(1) Guarantee items must comply with the relevant provisions of this standard.
(2) After the basic items are inspected according to the relevant provisions of this standard, on the basis of being qualified, the total average score of 90 points or more is excellent. (3) Among the inspection quantity of the allowable deviation items, 90% or more of the measured values are within the allowable deviation range of the corresponding quality indicators of this standard, and the rest basically meet the requirements of the corresponding quality indicators.
3.0.3 The quality level of the sub-project shall comply with the following provisions. 3.0.3.1 Qualified: The quality of all sub-projects is qualified. 3.0.3.2 Excellent: The quality of all sub-projects included is qualified, of which 50% or more of the sub-projects must be excellent, and must include the following designated major sub-projects.
(1) Installation of internal parts of equipment;
(2) Welding engineering of on-site welding equipment.
3.0.4 The quality level of equipment engineering participating in the unit engineering quality assessment shall comply with the following provisions.
3.0.4.1 Qualified: The quality of all sub-projects included must be qualified. 3.0.4.2 Excellent: The quality of all sub-projects included must be qualified, of which 50% or more of the sub-projects must be excellent, and the main sub-projects must be excellent: 3.0.5 When conducting unit engineering quality assessment, the equipment engineering shall be checked in accordance with the following provisions to ensure project quality and complete information. 3.0.5.1 The information is complete, without missing or missing items. The content should comply with the relevant provisions of Appendix C of the current national standard "Industrial Installation Engineering Quality Inspection and Assessment System-Standard"; 3.0.5.2 The test or inspection report items are complete, accurate and true; 3.0.5.3 The responsible personnel at all levels have complete signatures. 3.0.6 When the quality assessment results of the sub-project do not meet the "qualified" requirements of this standard, they must be reworked or processed in time, and their quality level must be assessed in accordance with the following provisions. 3.0.6.1 For projects that need to be reworked, their quality level can be reassessed after rework. 3.0.6.2 For projects that need to be processed, if they are identified by the statutory testing unit or design unit as meeting the design requirements after processing, their quality can only be determined as qualified. 5
