Notice on the Release of the Professional Standard "Design Specifications for Urban Roads and Buildings Convenient for Use by Disabled Persons" (88)

According to the notice of the former Ministry of Urban and Rural Construction and Environmental Protection, the Ministry of Civil Affairs and the China Disabled Persons' Welfare Foundation (86) Chengshezi No. 354, the "Design Specifications for Urban Roads and Buildings Convenient for Use by Disabled Persons" jointly compiled by Beijing Architectural Design Institute and Beijing Municipal Design Institute has been reviewed and approved as a professional standard with the number JGJ50-88, which will be implemented on April 1, 1989. In the future, urban roads built, as well as important public buildings at the national, provincial (autonomous region, municipality) level, large cities, coastal open cities, and key tourist cities, shall be implemented in accordance with this code. The existing roads and important public buildings in these cities shall also be rebuilt step by step in accordance with this code. In addition, small and medium-sized towns, if conditions permit, should also actively promote this code in new construction, reconstruction and expansion projects.
To facilitate implementation, local governments may compile necessary supplementary regulations and implementation details in accordance with the requirements of this code and in combination with the specific conditions of the region, and report them to the Ministry of Construction for filing. If local governments have any questions or opinions during the implementation process, please inform the Beijing Institute of Architectural Design in writing.

Chapter 1 General
Article 1.0.1 This design specification is specially formulated to enable disabled people to use urban roads and buildings.
Article 1.0.2 This code is mainly formulated for the needs of people with lower limb disabilities and visual disabilities.
Article 1.0.3 This code applies to the design of new construction, expansion and multiple construction of urban roads and buildings. Localities may formulate necessary supplementary regulations or implementation rules in accordance with this code based on their own conditions.
In addition to implementing Article 1.0.4
this code, the design of roads and buildings that are convenient for disabled people should also comply with relevant standards, specifications and regulations issued by the state and professional departments.

Article 2.3.1
The longitudinal slope of the sidewalk shall comply with the provisions of Tables 2.2.1-1 and 2.2.1-2. The width shall not be less than 2.50m. Article 2.3.2 Sidewalks shall be equipped with curb ramps. The types, applicable conditions and technical requirements of curb ramps shall comply with the following provisions: 1. Article 2.3.3 The surface material of the curb ramp should be flat and rough, and anti-slip should be considered in frozen areas.
Article 2.3.4 The setting of curb ramps shall comply with the following provisions: 1. Curb ramps shall be set at road intersections, pedestrian crossings, neighborhood intersections, and sidewalks separated by curbs;
2. Curb ramps shall be set near the entrances and exits of important public buildings and buildings frequently used by disabled people
3. For commercial streets without sidewalk railings, the spacing between curb ramps on the same side of the sidewalk shall not exceed 100m.
Article 2.3.5 Curb ramps should be located at relative positions within the intersection or pedestrian crossing line. Curb ramps at neighborhood intersections can be set at the corner of the curb, as shown in Figures 2.3.5-1 and 2.3.5-2.

Tactile blocks are divided into guide blocks with convex strips to indicate the direction of travel and stop blocks with dots to indicate obstacles ahead. Article 2.3.8 Position of tactile blocks
When the sidewalk is paved to the building, guide blocks should be set continuously in the middle of the direction of travel. Stop blocks are paved in front of the curb at the intersection. The paving width shall not be less than 0.60m, as shown in Figure 2.3.8-1;
