RB/T242 "Requirements for Green Product Certification Bodies" is currently divided into 4 parts: Part 1: General;
Part 2: Environmental protection and resource conservation; Part 3: Utilization of renewable energy;
Part 4: Organic products.
This part is Part 4 of RB/T242.
This part was drafted in accordance with the rules given in GB/T1.12009. This part was proposed and managed by the Certification and Accreditation Administration of China. RB/T242.4—2018
This part of RB/T242 Requirements for Green Product Certification Bodies specifies the specific requirements that certification bodies that certify organic products should meet.
Certification bodies should be responsible to stakeholders, including clients of certification bodies and clients of organizations that obtain organic product certification, to ensure that only competent certification personnel are allowed to certify organic products. The purpose of formulating this part of the standard is to enable all organic product certification bodies and their certification-related personnel to have the general capabilities described in RB/T242.1-2018, as well as the ability to carry out certification of organic products as described in this part. Complex multi-site or larger organization certification will require sufficient capacity resources to ensure the consistency of certification results. In terms of technical content, this part adds some terms in Chapter 3, adds professional competence requirements for certification program compilers, application reviewers, evaluators, and certification decision (including review) personnel related to organic product certification in Chapter 6, adds special requirements for the organic product certification process in Chapter 7, and Appendix A provides a reference to the knowledge and skills that various certification personnel need to master during the organic product certification process. This part of RB/T242 specifies the special requirements for resources and certification processes of green product certification bodies that certify organic products.

6.1 General requirements
6.1.1 It shall comply with the requirements of Chapter 6 of RB/T242.1-2018. 6.1.2 Green product certification bodies shall establish channels for obtaining laws and regulations related to organic product certification and documents related to the green product certification system, and ensure timely acquisition and implementation. 6.1.3 Green product certification bodies shall identify and determine the relevant requirements of the certified product life cycle and organic product realization process control RB/T242.4-2018
as specified in Table 1.

Green product certification agencies should be equipped with sufficient and capable personnel to formulate and implement organic product certification programs. 6.2.1
The certification body should have measures to ensure that personnel have knowledge and capabilities related to the certification scope6.2.2. The green product certification agency shall stipulate the competence criteria for the personnel, which shall at least include the education and training, work experience and relevant professional knowledge requirements related to the certified products. The competence of certification personnel includes general requirements and professional requirements (see Table 2). The knowledge and skills that various certification personnel need to master during the organic product certification process are shown in Appendix 2. 6.2.3 The green product certification body shall train all relevant certification personnel to ensure that they have and continuously update the corresponding technical knowledge and have and maintain the ability to certify organic products. In particular, it should: a) identify training needs for various types of personnel, formulate training plans and implement corresponding training; b) implement continuous evaluation in accordance with the personnel capability evaluation criteria. 3

7 Process requirements
7.1 General requirements
It should meet the requirements of Chapter 7 of RB/T242.1—2018. 7.2 Evaluation Preparation
The organic product certification body shall provide the certification evaluation personnel with necessary information, which shall at least include: management system documents, application materials, description of activities or processes, proof of the origin environment (irrigation water, soil, atmosphere, etc.), location map (administrative area map, plot distribution map) and/or plant floor plan, equipment and facility layout map, use of inputs, crop rotation plan, etc. When applicable, it shall also include relevant information on non-organic certified products in the production unit, non-conformities found in the most recent certification evaluation and penalties, etc. 7.3 Evaluation Process
During the evaluation process, the organic product certification body shall identify the key stages and key indicators of the life cycle of the product to be certified in order to determine the green product certification plan. Table 3 gives a matrix for determining the key stages and key evaluation indicators of the green product life cycle. Organic product certification bodies shall appropriately increase the number of certification evaluations for certification clients with intensive production, high reliance on purchased production materials and short production cycles.

7.4.3If the certification scheme stipulates the pollutant limits of products, inputs or soil, the organic product certification body shall implement sampling tests.
