3.3 If a single standard value exceeds the standard, it means that the normal growth and reproduction of fish, shrimp and shellfish cannot be guaranteed, and harm will occur. The degree of harm should be comprehensively evaluated with reference to the background value, the survey data of the fishery environment and the relevant fishery water quality benchmark data. 4 Fishery water quality protection
4.1 Any enterprise, institution and individual operator must take effective measures to ensure that the water quality of the nearest fishery water city meets this standard for the industrial water, domestic sewage and harmful waste discharged. 4.2 Untreated industrial wastewater, domestic sewage and harmful waste are strictly prohibited from being directly discharged into the spawning grounds, feeding grounds, wintering grounds of fish and shrimp, and the breeding farms of fish, shrimp, shellfish and basil, as well as the protection areas of precious aquatic animals. 4.3 It is strictly prohibited to discharge sewage containing pathogens into fishery waters; if such sewage needs to be discharged, it must be treated and strictly disinfected. 5 Implementation of the Standard
5.1 The fishery supervision and management departments at all levels shall be responsible for the supervision and implementation of this standard, and the implementation status shall be regularly reported to the environmental protection departments of the people's governments at the same level.
5.2 When implementing relevant national pollutant discharge standards, if local fishery water quality requirements cannot be met, the people's governments of provinces, autonomous regions, and municipalities directly under the Central Government may formulate local pollutant discharge standards that are stricter than the national relevant pollution collection and discharge efficiency standards in order to Requirements to ensure fishery water quality and be reported to the environmental protection department and fishery administrative department of the State Council for filing. 5.3 If items other than these standards pose obvious harm to the general industry, the provincial fishery reform supervision and management department should organize relevant units to formulate local supplementary fishery requirements. Quality standards shall be submitted to the provincial people's government for approval and shall be reported to the environmental protection department and fishery administrative department of the State Council for filing. 5.4 The mixed zone formed by the water area where the sewage outlet is located shall not affect the fish swimming channel. 6 Water quality monitoring
6.1 The monitoring requirements for each item of this standard shall be monitored according to the prescribed analysis method (see Table 2) 6-2||tt ||The water quality monitoring work in fishery waters shall be carried out by fishery supervision and management departments at all levels organized by fishery environment monitoring stations.
