4.1 The responsible parties of key places shall be responsible for the explosion-proof safety inspection (hereinafter referred to as explosion-proof security inspection) of the places, and shall formulate explosion-proof security inspection systems and plans for key places in accordance with laws, regulations, rules and other requirements. 4.2 The responsible parties of key places shall set up explosion-proof security inspection institutions or entrust qualified explosion-proof security inspection institutions to carry out explosion-proof security inspections. 4.3 The explosion-proof security inspection capabilities of key places shall be evaluated in accordance with GB/T37521.2. 4.4 The explosion-proof security inspection work of key places shall be carried out in accordance with GB/T37521.3. 5 Explosion-proof security inspection plan
The explosion-proof security inspection plan shall include but not be limited to the following contents: basic situation analysis of key places;

Qualifications of explosion-proof security inspection institutions;

6 Explosion-proof security inspection institutions
6.1 General requirements
Explosion-proof security inspection institutions shall have the corresponding conditions. Explosion-proof security inspection institutions shall accept the guidance of public security organs. 6.1.2
When explosion-proof security inspection institutions accept the entrustment of the responsible entities of key places to conduct explosion-proof security inspections, they shall sign contracts and clarify responsibilities. 6.2 Responsibilities Setting
Preparation and Coordination
The explosion-proof security inspection organization shall set up relevant departments to perform the preparation and coordination duties of explosion-proof security inspection, mainly including: a) Establishing explosion-proof security inspection system for key places and formulating explosion-proof security inspection plan; b) Drafting relevant documents, briefings and materials, coordinating with relevant government departments to carry out qualification review and inspection; communicating and coordinating with public security organs and other departments according to the needs of explosion-proof security inspection; d) Assisting leadership decision-making and sharing intelligence information with other departments; 2
e) Organizing and cooperating with relevant government departments to provide professional training for explosion-proof security inspection personnel. 6.2.2 Implementation
The explosion-proof security inspection organization shall set up relevant departments to perform the implementation duties of explosion-proof security inspection, mainly including: GB/T 37521.1—2019
a) Inspect the sites of key places and the personnel, articles and vehicles entering the sites in accordance with the explosion-proof security inspection plan; b) Maintain the order of explosion-proof security inspection;
c) Use security inspection equipment in a standardized manner;
d) Handle emergencies in accordance with regulations;
e) Keep in touch with other departments and report information. 6.2.3 Guarantee
The explosion-proof security inspection organization shall set up relevant departments to perform the guarantee duties of explosion-proof security inspection, mainly including: a) Provide explosion-proof security inspection personnel with uniform clothing and uniform identification cards; b) Provide auxiliary equipment and facilities for explosion-proof security inspection; c) Regularly maintain and ensure the normal operation of on-site explosion-proof security inspection equipment; d) Ensure the transmission of on-site orders, information reporting and auxiliary decision-making information; e) Provide emergency supplies.
7Explosion-proof security personnel
7.1 General requirements
The conditions that explosion-proof security inspectors (hereinafter referred to as security inspectors) should meet include but are not limited to the following: a)
Aged 18 or above; b) Good health; c) No record of public security or criminal punishment for violent behavior; d) Participate in explosion-proof security inspection training and pass the assessment. 2 On-site duty
The requirements that security inspectors should meet when performing on-site duty include but are not limited to the following: Wear uniform uniforms and special security inspection logos as required; a)
b) Comply with various systems and operating procedures for explosion-proof security inspections, and standardize security inspection actions; have a proper appearance, proper behavior, and a friendly attitude; c)
d) Male security inspectors should not conduct personal inspections on women. 7.3 Training
7.3.1 The requirements that the implementation of explosion-proof security inspection training should meet include but are not limited to: a) Conducted by institutions with training qualifications; b) Use standardized teaching materials; c) Establish training files.
7.3.2 The content of explosion-proof security inspection training should include but not be limited to: a) Basic knowledge: basic knowledge of relevant laws, regulations, explosions, and skills such as identification, disposal, and emergency protection of explosives; b) Work procedures: basic procedures for explosion-proof security inspection, and procedures for the disposal of explosives; c) Equipment use: the use of various security inspection equipment and other facilities; 3

d) Comprehensive quality: etiquette, language expression, dress, etc. 8 Explosion-proof security inspection equipment and facilities
8.1 General requirements
Explosion-proof security inspection equipment and facilities should meet the following requirements! a) Have a qualified report/certificate and equipment inspection report issued by a nationally recognized inspection/certification agency; b) Conduct periodic verification or calibration, and have verification and calibration marks and records; c) Perform regular maintenance, replace failed parts in a timely manner, and have maintenance records. 8.2 Equipment classification
Explosion-proof security inspection equipment can be divided into four categories according to its purpose, see Appendix A: a) Inspection equipment: equipment used for explosion-proof security inspection of persons, objects, vehicles and sites, see Table A.1; Disposal equipment: equipment used for on-site disposal or removal of explosives, see Table A.2; b)
Protective equipment: equipment for protecting persons and objects, see Table A.3; Storage and transportation equipment: equipment for temporary storage and transportation of explosives, see Table A.4. d)
8.3 Facility setting
Explosion-proof security inspection facilities should be set up in the explosion-proof security inspection area, and a cordon should be drawn around the periphery. 8.3.2
General inspection area and related facilities should be set up at the entrance of the site, and a waiting area should be set up. 8.3.3
The waiting area for general inspection of persons and objects should be equipped with a hard diversion fence, and the waiting channel should be no less than 5m long and no more than 1.5m wide. The general inspection waiting area of ​​vehicles should be equipped with hard diversion fences, and the waiting channel length should not be less than 10m and the width should not be less than 4m. 8.3.4
A detailed inspection area should be set up to conduct further detailed inspections on key or suspicious personnel, items and vehicles. 8.3.6
An explosion-proof security inspection sign should be set up to remind explosion-proof security inspections. 8.3.7
It should be equipped with ventilation, lighting, broadcasting, fire-fighting and other facilities. Video surveillance devices should be installed.
In an open-air environment, a security inspection tent should be used. Security inspection tents should meet the following requirements: the installation structure is firm and safe;
When the span is less than or equal to 12m, the wind resistance performance is not less than the resistance of 60km/h wind force; when the span is greater than 12m, the wind resistance performance is not less than the resistance of 80km/h wind force;
c) The combustion performance level of the tent tarpaulin should reach the B level required by GB8624. 8.4 Other requirements
8.4.1 The power supply of explosion-proof security inspection equipment and facilities shall comply with the provisions of GB/T15408. 8.4.2 Special security inspection channels should be set up for special personnel such as pregnant women, disabled people, and personnel with implanted medical devices and instruments. 9 Equipment requirements
9.1 Personal and article explosion-proof security inspection
9.1.1 General inspection
9.1.1.1 Security inspectors
The minimum general inspection operation unit for personal and article explosion-proof security inspection shall be equipped with no less than 4 security inspectors, including no less than 1 guide, no less than 2 manual inspectors, and no less than 1 check-in clerk. 9.1.1.2 Explosion-proof security inspection equipment
The equipment of the minimum general inspection operation unit for personal and article explosion-proof security inspection shall mainly include but not limited to: a) X-ray security inspection equipment;
Walk-through metal detection door;
Handheld metal detector;
d) Explosion-proof blanket/ball (tank).

9.2 Explosion-proof security inspection of vehicles
9.2.1 General inspection
