ICS 13.100 Petroleum and Natural Gas Industry Standard of the People's Republic of China SY 6303-1998 The safety provisions for hot work at shallowsea petroleum facilities Issued on June 23, 1998 China National Petroleum Corporation Implemented on November 1, 1998 SY6303-1998 In order to ensure the safety of shallow sea petroleum facilities, this standard is specially formulated. This standard is the basic requirements that should be followed for hot work at shallow sea petroleum facilities. Introduction This standard includes the general provisions for hot work at shallow sea petroleum facilities, the classification, approval and implementation management of hot work categories. This standard does not include the hot work safety requirements for ship navigation and submarine transmission (gas) arm lines. Appendix A of this standard is the appendix to the standard. This standard is proposed by the Petroleum Industry Safety Professional Standardization Technical Committee and is under the jurisdiction of I1. The main drafters of this standard are Ren Qinghe, Lu Shihong, Yang Hong, Chen Wei, Zhang Li Junrong. 1 Scope Petroleum and Natural Gas Industry Standard of the People's Republic of China Safety Provisions for Hot Work in Shallow Sea Petroleum Facilities The salety provisions for hot work in shallow sea petroleum facilities SY 6303-1998 This standard specifies the general provisions for hot work in shallow sea petroleum facilities, the classification, approval and implementation management of hot work. This standard is applicable to the hot work in shallow sea facilities during production, maintenance, construction and expansion. 2 Referenced standards The combined provisions of the following standards shall be cited in the standard and become the provisions of this standard. When the standard is published, the versions shown are valid: All standards are subject to revision, and the parties to this standard should explore the possibility of using the latest versions of the following standards: 5Y5747-1995 Weihai Oil Construction Project Safety Regulations 3 General Provisions 3.1 Before starting a fire on a shallow sea oil facility, a detailed fire plan should be prepared to specify the safety supervisors and fire area, and the fire approval procedures should be handled. 32 When implementing a fire, the system of pre-fire inspection, fire supervision, and site clearance report after the fire should be strictly implemented. 3.3 In case of emergency, fire operations shall be organized and implemented according to the requirements of the plan. 3.4 During the repair and renovation period of shallow-water oil facilities, the fire operations shall be carried out in accordance with the contract signed with the shipyard. 3.5 During the fire operations of shallow-water oil piles in ports or anchorages, the regulations of the local port supervision department shall be followed. 4 Classification of fire categories 4.1 Regional division 4.1.1 The areas on shallow-water oil facilities are divided into the following four categories: a) Class 0 fire hazard area: under normal operating conditions, there are continuous flashes of flammable gases and vapors reaching ignition or explosion concentrations; b) Class 1 hazard: under normal operating conditions, there are intermittent or periodic flashes of flammable gases or vapors reaching ignition or explosion concentrations; 2 Class 1 hazardous area: Under normal operating conditions, flammable gases or vapors may not be present in ignition or explosion concentrations; Under abnormal operating conditions, flammable gases or vapors may be present in ignition or explosion concentrations; d) Safety zone: The area outside the hazardous area. 4.1.2 Shallow sea oil screening equipment should be equipped with hazardous area or division diagrams approved by the certification and inspection agency. 4.1.3 During non-production operations, the mobile semi-transportation platform should be re-classified according to the principles specified in 1.1.1 and approved by the competent authorities. 4.2 Hot work classification 4.2.1 Hot work is a hot work in a Class 0 hazardous area. 4,2.21 Hot work is a hot work in a Class 1 hazardous area. S Hot work approval 5.1 Before hot work, the fire unit (personnel) shall fill in the "Application Report for Hot Work in Petroleum Facilities" according to the requirements of Appendix A (Appendix of the Standard), and report it according to the procedures specified in 5.2-5.4. After approval, the hot work can be started. 5.20 Class 2 hot work application report is filled in according to the requirements of Appendix Λ (Appendix of the Standard). After the review by the Bureau's safety and fire departments, the film shall be submitted to the Bureau's shallow sea leader or his authorized personnel for approval. The 5.31 type of hot work report shall be completed by the shallow sea oil facility manager in accordance with the requirements of Appendix A (standard appendix) and then submitted to the company's supervisor for approval. The 542 type of hot work report shall be filled out by the hot work personnel in accordance with the requirements of Appendix A (standard appendix) and then submitted to the shallow sea oil facility manager for approval. 6 Fire-starting equipment 6 Safety inspection before starting a fire 6..1 Fire-starting personnel should check the implementation of fire preparation and fire-starting skills according to the content of "Reporting form for fire-starting in shallow sea mooring facilities" 6.1.2 Fire-starting personnel should only have the qualifications specified in 3.2 of SY5747-1995; the fire-starting personnel's fire-fighting equipment should meet the requirements of 6.6 of SY5747-1995 6.1.3 Oxygen, acetylene pipelines and accessories used in fire-starting operations should not leak: 6.1.4 There should be no flammable and explosive items in the fire-starting area and shadow area. Fire-fighting equipment should be complete, intact and reliable. 6.1.5 Oxygen cylinders and acetylene cylinders should be stored separately. Oxygen cylinders should not be exposed to oil, high temperature, or fire. 6.1.63 Before hot work with oil or acetylene, the explosion test should be qualified and effective. The oil pipeline, oil tank (tank) refueling pipe and pump internal pipe system should be cleaned and cleaned to confirm that there is no oil or hollow bottle in the pipe. 6.1.84 6.1.9 During high-frequency operation, there should be no flammable items in the pressure range of the splashing water. 6.2 Safety inspection during hot work 6.2.1 The safety monitoring system should be strictly implemented during the hot work period. 6.2.2 When there is a strong wind of level 6 or above, dense fog, heavy rain, or electric atmosphere. Hot work should be stopped. 6.2.3 When the hot work personnel leave the site, the welding machine power supply should be turned off. Close the oxygen and acetylene gas valves, and clean up the site.
