Particular requirements for surface cleaners using liquids This chapter in GB4706.1-1998 is replaced by the following. This standard applies to the safety of household surface cleaners for cleaning surfaces such as windows, walls, swimming pool walls using liquid detergents or steam, with a single-phase power supply rated voltage not exceeding 250 V. NOTE 1 The appliance may be provided with a heating device or a container for providing a closed liquid. As far as is practical, this standard deals with surface cleaners that are encountered by all persons in and around the home and that present a danger to the public. This standard does not normally take into account:
- use of the appliance by unsupervised children or infirm persons; children playing with the appliance.
NOTE 2 Attention should be drawn to the following facts:

Normal operation
The appliance is operated under the most unfavorable conditions specified in the instructions. The cleaner is placed on a vertical glass surface. A pressure of 30N is applied to the cleaning head. The cleaning head moves up and down at a rate of 15 degrees per minute, and each sliding distance exceeds 1 m. The glass surface is continuously moistened with warm water at 20℃±5℃ so that a layer of water film is maintained on the glass surface. For steam surface cleaners, a vertically placed stainless steel plate is used instead of the glass surface, without humidification. If the steam outlet of the appliance is not intended to be pressed onto a plane, the angle between the outlet and the vertical plane is less than 45". 6 Classification

Appliances shall be Class I, Class II or Class III in terms of protection against electric shock. 6.2 This clause makes the following modifications:
Hand-held appliances spraying liquids shall be at least IPX7. Other appliances shall be at least IPX4. The above contents do not apply to appliances of class below 24V.
7 Marking and instructions
This chapter in GB 4706.1-1998 is applicable except for the following contents. 7.1 This clause adds the following contents:
If the appliance is connected to a water source for operation, the maximum water content shall be marked in megapascals (MPa). The rated input power of the appliance shall be indicated in "Watts (W)". When the temperature of the liquid sprayed by the steam surface cleaner exceeds 50°C, the appliance shall be marked with the 5598 mark specified in IEC60417. The warning clause in ISO3864 shall also apply or be marked with the following warning: "Warning - There is a risk of scalding.\
If a symbol is used, its meaning shall be explained in the instructions for use. The maximum load of the appliance output for accessories shall be indicated in "Watts (W)". Note! This mark should be close to the appliance output. The sum of the rated input power and the maximum load of the appliance output should also be marked on the appliance. 7.12 The following content is added to this clause:
The instructions for use shall state that liquid or steam cannot be directly expected to be injected into devices containing electrical components, such as the inside of an oven. For steam surface cleaners with closed containers, the instructions for use shall state that the water injection hole cannot be opened during use. Notes should be given Water safety instructions.
7.12.1 This article adds the following content
The instruction manual should indicate: The user should unplug the appliance after use or before cleaning or during routine maintenance. The temperature rise of the easily accessible surface of the hose connected to the handheld device for steam supply shall comply with the temperature rise limit value of the short-term gripping handle in normal use. During normal use, liquid spraying appliances with handpieces containing electronic components shall be tested as IPX7 appliances, unless they are Class III structures not exceeding 24V.

The liquid container of the appliance shall be in the normal working position and filled with a solvent containing approximately 1% N=C1. If the handheld part has a container, the part shall be placed in the most unfavorable position. The appliance shall be equipped with a device that can adequately prevent accidental actuation. The appliance shall not be started by visual inspection and by applying a force to the switch with a cylinder having a diameter of 40 mm and a hemispherical tip. Note: The use of a centrifugal switch is considered to meet the requirements. 21 Mechanical strength

For hand-held appliances, it is also necessary to drop the appliance from a height of 2 m onto a hardwood floor in the most unfavorable position to check whether it is qualified. This test is carried out 3 times.
21.101 The cut-out hose shall be resistant to crushing:
Check whether it is qualified by the following test. Place the hose between two parallel steel plates. Each steel plate is 100 mm long and 50 mm wide, and the edges of the long sides have a radius of 1 mm.
The axis of the hose is at right angles to the long side of the steel plate. The steel plate is placed about 350 mm from one end of the hose. The steel plates are squeezed together at a rate of (50 ± 5) mm/min until a pressure of 1.5 kN is reached. The force is then released. The hose is filled with approximately 1% NaCl solution and the part immersed in the solution is squeezed. The electrical strength test of 16.3 is carried out between the live parts and the falling liquid. The test voltage is 2500 V. 21.102 The current-carrying hose shall be resistant to wear:
Check its compliance by the downward test. Fix one end of the hose to the rod of the crank mechanism shown in Figure 101. The crank is rotated at a rate of 301/min. The rotation causes one end of the hose to move horizontally forward and backward, and the movement distance exceeds 300 mm. GB 4706. 61-2002/IEC 60335-2-54: 1995 The hose is supported by a rotating smooth roller, and an abrasive cloth belt is attached to the outer edge of the roller, which is rotated at a speed of 0.1m/min. The abrasive of the abrasive cloth is corundum, and the particle size is P100 according to ISO/ISO/FDIS6344-2. A weight of 1kg is hung at the other end of the hose as a guide to prevent the hose from rotating. At the lowest position, the maximum distance between the weight and the center of the roller is 600mm.
The test is carried out with 100 crank rotations.
After the test, the basic insulation should not be exposed. The hose is immersed in a liquid containing about 1% NaCl, and the electrical strength test of 16.3 is carried out between the live parts and the solution. The test voltage is 1250V. 21.103 The current-carrying hose shall be resistant to bending:
Compliance shall be checked by the following test. Fix the end of the hose intended to be connected to the hand-held part on the pivot arm of the test equipment shown in Figure 102. The distance between the pivot arm and the point where the hose extends into the rigid part is (300 ± 50) mm. The pivot arm can be raised from the horizontal position to a position 40° ± 1° from the horizontal plane. Hang a weight of 5 kg at the other end of the hose, or at a convenient place along the hose. When the pivot arm is in the horizontal position, the weight is supported and does not stretch the hose.
Note 1: It is necessary to keep the weight in place during the entire test. Allow the weight to slide down the inclined plane with a maximum deflection angle of 3. Use a (10 ± 1) r/min crank to raise and lower the pivot arm. After the test crank is rotated 1250 times, rotate the fixed end of the hose 90° and continue the test for 1250 times. Repeat each test at the other two 90° positions. Note 2 If the hose breaks before 5000 times, end the bending test. After the test, immerse the hose in a solution containing approximately 1% NaCl and perform the electrical strength test of 16.3 between the live parts and the solution.
21.104 The cut-off hose shall be resistant to twisting:
Compliance is checked by the following test. The end of one end of the hose is fixed in a horizontal position and the other end of the hose is allowed to hang freely. This end is rotated cyclically. Each cycle is rotated 5 times in one direction and 5 times in the opposite direction. The rotation rate is 10 r/min. The test is carried out for 1000 cycles. After the test, the hose shall not show any damage that does not comply with this standard. Immerse the hose in a solution containing approximately 1% NaCl and perform the electrical strength test of 16.3 between the live parts and the solution. 22 Construction
This clause in GB4706.1-1998 is applicable except for the following contents. 22.6 This clause is added with the following contents:
The diameter of the drain hole shall not be less than 5mm or the area shall not be less than 20mm and the minimum size shall be 3mm22.7 This clause is replaced with the following contents:
Appliances with closed containers shall have adequate overpressure protection. If steam or liquid is ejected through the protective device, the electrical insulation shall not be affected and the user shall not be endangered. Compliance is checked by inspection and the following tests. Repeat the test of clause 11, but the pressure control device shall fail during the test. Measure the pressure value and the measured value shall not exceed 200kPa. Then make all limiting pressure protective devices (pressure limiters) fail and the pressure of the water in the container rise to 5 times the value measured during the test of clause 11 or 2 times the pressure measured when the pressure control device fails, whichever is higher. The container shall not leak. Steam cleaners with hoses and devices for controlling steam generation within them shall operate as required in Clause 11 within the appliance, but any pressure control devices which worked in the previous test shall not function. Block the steam outlet and start the steam generating device. There shall be no leakage from the container unless there is a deliberate weakness in the container. If this occurs, repeating the test on another appliance shall result in leakage at the same location on the container.
GB4706.61—2002/IEC60335-2-54:1995 For instantaneous steam cleaners, block the steam outlet and increase the water pressure in the water tank until a pressure leak occurs. The pressure should not exceed 200 kPa. The outlet of the pressure relief device is then blocked and the pressure is further increased to twice the previous value. There shall be no leakage from the container. Note: The water tank and steam air of the instantaneous steam cleaner appliance are both at positive atmospheric pressure. A small amount of water is drawn from the water tank and steam is generated when the water contacts the heated surface.
22.40 This clause is supplemented with the following:
Switches shall be of the all-pole disconnect type.
22.101 Rotating parts shall not loosen.
Compliance shall be determined by inspection.
Note: The use of reverse threads is considered to comply with the requirement. 22.102 Appliances intended to be connected to a tap for operation shall be subjected to a hydrostatic pressure during normal use. Connect the appliance to a water supply and apply a pressure of twice the rated maximum pressure or 1,2 MPa, whichever is greater, for 5 min and then check its compliance. There shall be no water leakage.
Leakage through the water pipe connection shall be neglected.
22.103 Steam-type surface cleaners shall be so constructed that, when operating normally in accordance with the instructions for use, there shall be no water leakage or sudden bursts of steam or hot water which may present a hazard to the user. When the action of the centrifugal switch ceases, the steam burst shall also cease. The pressure shall be controlled in such a way that it is released before the lid of the closed container is completely opened, so as to avoid a sudden burst of steam or hot water which may endanger the user. Compliance is checked by inspection during the tests of Clause 11 and by removing the lid at the end of the test. 22.104 During the tests of 19.4 and 22.7, the operating pressure-limiting protective device shall have an inlet opening with a diameter of at least 5 mm or an area of at least 20 mm and a minimum dimension of 3 mm, and an outlet opening with an area not less than that of the inlet opening. NOTE This requirement does not apply to instantaneous steam activators. Compliance is checked by measurement.
22.105 Current-carrying hoses containing live parts shall be resistant to low temperatures: Compliance is checked by the following test. Sections of hose 600 mm long are bent as shown in Figure 103 and the ends are tied together with a tie length of more than 25 mm. The hose is then placed in a cabinet at a temperature of (-15 ± 2) °C for 2 h. When the hose is taken out of the box, it shall be bent 3 times as shown in Figure 104 immediately, with a bending rate of 1 time/s. The test shall be carried out 3 times.
The hose shall not have cracks or breaks. Immerse the hose in a solution containing about 1% NaCl and carry out the electric strength test of 16.3 between the live parts and the residual liquid.
Note: Any skirt color anger is ignored.
23 Internal wiring

Appliances with closed containers should have adequate overpressure protection measures. If steam or liquid is ejected through the protective device, the electrical insulation should not be affected and the user should not be in danger. Compliance is determined by visual inspection and the following tests. Repeat the test of Chapter 11, but the pressure control device should fail during the test. Measure the pressure value and the measured value should not exceed 200kPa. All pressure limiting devices (pressure limiters) are then made inoperative and the pressure of the water in the vessel is increased to 5 times the value measured during the test in clause 11 or to 2 times the pressure measured when the pressure control device failed, whichever is the higher. The vessel shall not leak. Steam cleaners with hoses and devices for controlling steam generation in them shall operate as required in clause 11 inside the apparatus, but all pressure control devices that worked in the previous test shall not function. Block the steam outlet and start the steam generating device. The soft PU shall not leak unless there is a deliberate weakness in the vessel. If this occurs, repeating the test on another appliance shall result in leakage at the same position of the vessel.
GB4706.61—2002/IEC60335-2-54:1995 For instantaneous steam cleaners, block the steam outlet and increase the water pressure in the tank until a pressure leak occurs. The pressure should not exceed 200 kPa. The outlet of the pressure relief device is then blocked and the pressure is further increased to 2 times the previous value. The vessel shall not leak. Note: The water tank and steam air of the instantaneous steam cleaning appliance are both under positive atmospheric pressure. A small amount of water is drawn from the water tank and steam is generated when the water contacts the heating surface.
22.40 This clause adds the following:

22.101 The rotating part shall not loosen.

Note: The use of reverse threads is considered to comply with the requirements. 22.102 Appliances intended to be connected to a tap for operation shall be subjected to a static water pressure during normal use. Connect the appliance to the water supply and keep it at twice the rated maximum pressure or 1.2 MPa, whichever is greater, for 5 minutes and then check its compliance. There shall be no water leakage.
Leakage through the water pipe connection is negligible.
22.103 Steam-type surface cleaners shall be so constructed that, when operating normally in accordance with the instructions for use, there shall be no water leakage or sudden bursts of steam or hot water which may endanger the user. The steam burst shall cease when the action of the centrifugal switch ceases. A hose of 600 mm in length is bent as shown in Figure 103 and its ends are tied together, with the length of the tie exceeding 25 mm. The hose is then placed in a box at a temperature of (-15 ± 2) °C for 2 h. When the hose is taken out of the box, it is immediately bent 3 times as shown in Figure 104, with a bending rate of 1 time/s. The test is carried out 3 times.
The hose should not have cracks or breaks. The hose is immersed in a solution containing about 1% NaCl, and the electric strength test of 16.3 is carried out between the live parts and the liquid.
Note: Any skirt color anger is ignored.
