This part replaces SN/T0987.6—2001 "Performance inspection procedures for intermediate bulk containers for export of dangerous goods - Flexible Type A bulk containers".

1 Scope

This part of SN/T0987 specifies the definition, requirements, sampling, inspection and non-conforming disposal of flexible intermediate bulk containers for dangerous goods for export.

The terms and definitions defined in the "Recommendations on the transport of dangerous goods Model Regulations" and the following terms and definitions apply to this document. 3.1
Inspection lot
A certain number of intermediate bulk containers of dangerous goods produced with the same raw materials, the same process, and the same structure and brought together. 3.2

4.1 Flexible intermediate bulk containers are only suitable for the transportation of solids. 4.2 The box of the flexible intermediate bulk container shall be made of suitable materials. The strength of the materials and the construction of flexible intermediate bulk containers shall be appropriate to their capacity and use.
4.3 All materials used to make flexible intermediate bulk containers of type 13M1 and 13M2 shall be able to achieve 85% of the tensile strength of the material after being completely immersed in water for at least 24 hours at a relative humidity of 67% or less. 4.4 The seams of flexible intermediate bulk containers are sewn, hot pressed, bonded or other equivalent methods. All seamed seam ends shall be reinforced.
4.5 Flexible intermediate bulk containers shall be sufficiently resistant to aging and degradation caused by ultraviolet radiation, weather or the substances contained, which may affect their use.
4.6 If ultraviolet protection is required for flexible intermediate bulk containers, carbon black, pigments or inhibitors may be added. These additives shall be compatible with the contents and remain effective throughout the service life of the container body. If the content of carbon black, pigments or inhibitors used does not adversely affect the material properties of the construction materials, retesting may be exempted. 4.7 In addition to using additives to protect against ultraviolet rays, the plastic material composition may also include some additives for other purposes. However, these additives must not have adverse effects on the physical and chemical properties of the material. 4.8 Recycled old container materials shall not be used to manufacture the box of flexible intermediate bulk containers, but residual materials or scrap materials from the same production process may be used. The above requirements do not exclude the reuse of parts such as joints, pallet bases, etc., but it should be ensured that these parts have no damage in previous use.
4.9 When fully loaded upright, the ratio of height to width should not be greater than 2:1. The lining should be made of suitable materials, the strength of the materials used and the structure of the lining should be compatible with the capacity and planned use of the flexible intermediate bulk container. The interface and the group tube should be leak-proof and able to withstand the pressure and impact that may occur under normal transportation and loading conditions. 5 Sampling
5.1 If any of the raw materials and process structure are changed, it is necessary to re-apply for inspection. 5.2 Sampling is carried out according to the inspection batch. The sampling quantity is shown in Table 1. It is allowed to reduce the sampling quantity without affecting the inspection results, and one sample can be tested for multiple times at the same time.

Paper intermediate bulk containers (13M1 and 13M2) should be preconditioned for at least 24h under controlled temperature and relative humidity at one atmosphere. There are three options to choose from, and it is recommended to choose 23℃ ± 2℃ and 50% ± 2%. The other two options are 20℃±2℃ and 65%±2%, or 27℃±2℃ and 65%±2%. Note: The average value should not exceed these limits. Short-term fluctuations and measurement limitations will cause variations in each measurement. The relative humidity can vary by ±5%, which will not seriously damage the test repeatability.

Flexible intermediate bulk containers should be loaded to 6 times their maximum allowable load, and the load should be evenly distributed. Test method
Flexible intermediate bulk containers should be lifted in the manner they are designed until they are off the ground and remain there for 5 minutes. Note: Other pre-lifting methods and preparation methods with equivalent effects may also be adopted. 6.3.1.4 Qualification criteria
The flexible intermediate bulk container or its lifting device shall not have any damage that may affect the safety of transportation and handling, and there shall be no loss of the contents. 6.3.2 Tear test

Applicable to various flexible intermediate bulk containers.

6.3.2.2 Sample preparation
The flexible intermediate bulk container shall be filled to not less than 95% of its capacity and to the maximum allowable load, and the load shall be evenly distributed. 6.3.2.3 Test method
Put the flexible intermediate bulk container on the ground, and cut a 100mm knife edge with a full penetration length on the wall of its wide surface at an elevation angle of 45° to the main axis in the middle of the bottom plane and the top plane of the contents. The FIB is then uniformly loaded with a load twice its maximum permissible load. The applied load shall be maintained for at least 5 minutes. FIBs designed for top or side lifting shall be lifted off the ground and held in that position for at least 5 minutes after the applied load is removed. Other equivalent methods may also be used.
6.3.2.4 Acceptance criteria
The expansion of the cutout shall not exceed 25% of its original length. 6.3.3 Stacking test
6.3.3.1 Applicable range
Applicable to various FIBs.
6.3.3.2 Sample preparation
The FIB shall be filled to its maximum permissible gross weight. If the specific gravity of the product to be tested is too small to reach the maximum permissible gross weight, an additional uniformly distributed load shall be added to bring the FIB to its maximum permissible gross weight. 6.3.3.3 Test method
The tested flexible intermediate bulk container shall be placed upright on a hard and flat surface and then subjected to a uniformly distributed test load for 24 hours.
Calculation of the applied test load: The load applied to the tested flexible intermediate bulk container shall be equivalent to 1.8 times the sum of the maximum allowable loads of the same flexible intermediate bulk containers stacked on it during transportation. 6.3.3.4 Acceptance criteria
No loss of contents and no deformation of the container body that would endanger transportation safety. 6.3.4 Drop test
6.3.4.1 Scope of application
Applicable to various flexible intermediate bulk containers.
6.3.4.2 Sample preparation
The flexible intermediate bulk container shall be filled to the maximum allowable load and the load shall be uniformly distributed. 6.3.4.3 Test method
Flexible intermediate bulk containers shall be dropped bottom-down onto a hard, inelastic, flat, smooth, horizontal surface. Flexible intermediate bulk containers with a capacity of 0.45m3 or less shall also be subjected to the drop test using their weakest side. See Table 2 for the drop height.

Tip the flexible intermediate bulk container so that any part of its top hits a hard, inelastic, smooth, flat and horizontal surface.

6.3.6.4 Qualification criteria
The flexible intermediate bulk container and its lifting device shall not have any damage that may endanger its transportation and handling safety. 6.3.7
Qualification criteria
If all the above tests are qualified, the inspection batch shall be judged to be qualified. Disposal of non-conformities
If only one item is unqualified in the inspection results, double sampling should be carried out for re-inspection. If one or more items are still unqualified, the inspection batch is deemed unqualified.2 Test preparation

Place the flexible intermediate bulk container on the ground and make a 100 mm incision on the wide wall of the container at an angle of 45° to the main axis, halfway between the bottom and top planes of the contents. Then apply a load evenly to the flexible intermediate bulk container, the applied load should be twice its maximum allowable load. The applied load should be maintained for at least 5 minutes. Flexible intermediate bulk containers designed for top lifting or side lifting should be lifted off the ground and maintained in this position for at least 5 minutes after the applied load is removed. Other equivalent methods may also be used.
6.3.2.4 Acceptance criteria
The expansion of the incision shall not exceed 25% of its original length. 6.3.3 Stacking test
6.3.3.1 Applicable range
Applicable to various flexible intermediate bulk containers.
6.3.3.2 Sample preparation
The flexible intermediate bulk container shall be filled to its maximum permissible gross weight. If the specific gravity of the product to be tested is too small to reach the maximum permissible gross weight, an additional uniformly distributed load shall be added to make the flexible intermediate bulk container under test reach its maximum permissible gross weight. 6.3.3.3 Test method

If the specific gravity of the product used for the test is too small to reach the maximum permissible total weight, an additional uniformly distributed load shall be added to make the flexible intermediate bulk container under test reach its maximum permissible total weight. 6.3.3.3 Test method
The flexible intermediate bulk container under test shall be placed upright on a hard and flat ground, and then a uniformly distributed test load shall be applied to it for 24 hours.
Calculation of the applied test load: The load applied to the flexible intermediate bulk container under test shall be equivalent to 1.8 times the sum of the maximum permissible loads of the same flexible intermediate bulk containers stacked on it during transportation. 6.3.3.4 Acceptance criteria

6.3.4.2 Sample preparation

Flexible intermediate bulk containers shall be dropped bottom down onto a hard, inelastic, flat, smooth, horizontal surface. Flexible intermediate bulk containers with a capacity of 0.45m3 or less shall also be dropped using their weakest side. See Table 2 for drop heights.
