Oxidizing liquids
Liquids that may not be flammable in themselves, but usually release oxygen that may cause or promote the combustion of other substances. 4 Classification standards

5 Decision logic and guidance
The decision logic and guidance are for reference only. See Annex A for the decision logic and guidance. It is particularly recommended that the person responsible for classification study Chapter 4 before using the decision logic and in the range of the decision logic. 6 Labels
6.1 Overview
6.1.1 For the labeling of oxidizing liquids, the hazard categories shall be listed in the order of the designated pictograms, signal words and hazard statements. The hazard classes or categories covered by the United Nations "Model Regulations" (Recommendations on the Transport of Dangerous Goods Model Regulations (Seventeenth Revised Edition) (hereinafter referred to as "Recommendations on the Transport of Dangerous Goods Model Regulations") shall be listed on the label with the designated corresponding graphic symbol abbreviation for each category. The allocation of label elements for oxidizing liquids is shown in the Appendix. For the classification criteria and labeling requirements for oxidizing liquids, see Appendix C. 6.1.2 Information required on the relevant

Note that for other label elements that have not yet been standardized, precautionary statements need to be included on the label. The competent authorities may also require additional information, and the supplier may also add supplementary information.
6.2 Hazard pictograms
Hazard pictograms should use black symbols on a colored background, and the red frame should be wide enough to stand out. The hazard pictograms, graphics, color numbers and minimum sizes specified in the Model Regulations are shown in Appendix B. 6.3 Signal words
Signal words are words used on labels to indicate the relative severity of the hazard and to alert the reader to potential hazards. For oxidizing liquids, use the signal words "Danger" and "Warning". 6.4 Hazard statements
Hazard statements are phrases assigned to a hazard class and category that describe the hazardous properties of a hazardous product and, where appropriate, its degree of hazard. Hazard statements for oxidizing liquids are shown in Appendix D. 6.5 Precautionary statements
A precautionary statement is a word (and/or pictogram) used to describe the precautions to minimize or prevent the risk of exposure to hazardous products or inappropriate Measures recommended for adverse effects of storing or handling hazardous products. To meet the requirements, there are 5 types of precautionary statements: general, prevention, emergency, storage and disposal. See Appendix D for precautionary statements for oxidizing liquids. 6.6 Product identifiers

6.6.1 The product identifier should be used on the label and should be consistent with the product identifier used on the material safety data sheet. If a substance or mixture is included in the Model Regulations, the correct UN shipping name should also be used on the packaging. 6.6.2 The label should include the chemical name of the substance. For mixtures or alloys, when acute toxicity, skin or respiratory sensitization or specific target organ toxicity appear on the label, the label should include all ingredients that may cause these hazards. or alloying elements. The competent authority may also require that the chemical names of all ingredients or alloying elements that may contribute to the hazard of the mixture or alloy be listed on the label. 6.7
Supplier identification
The name, address and telephone number of the manufacturer or supplier of the substance or mixture should be provided on the label. 6.8 Label examples

Decision logic and guidance
For the classification of oxidizing liquids, test method 0.2 as described in Part 3, 34.4.2 of the United Nations Manual of Tests and Criteria should be used. Classification is carried out according to decision logic diagram A.1.
A.2 Guidance
A2.1 Experience in transport and use has shown that substances and mixtures have oxidizing properties and this is an important additional factor in considering classification under this class. If there is a disagreement between test results and known experience, judgement based on known experience should take precedence over test results. A2.2 Sometimes a substance or mixture may produce a pressure rise (too high or too low) due to a chemical reaction that does not indicate that the substance or mixture has oxidizing properties. In such cases, it may be necessary to repeat the test of Part 3, 34.4.2 of the United Nations Manual of Tests and Criteria using an inert material such as diatomaceous earth instead of cellulose to clarify the nature of the reaction. A.2.3 This classification procedure does not apply to organic substances or mixtures if: the substance or mixture does not contain oxygen, fluorine or chlorine; or a)
b) the substance or mixture contains oxygen, fluorine or chlorine but these elements are chemically bonded only to carbon or hydrogen. A.2.4 This classification procedure does not apply to inorganic substances or mixtures if they do not contain oxygen or halogen atoms. Substance/mixture is a liquid

Hazard statements and precautionary statements for oxidizing liquids D.1.1 This appendix provides guidance on how to use hazard statements and precautionary statements that comply with GHS for oxidizing liquids, and lists the recommended hazard statements and precautionary statements for each hazard class and hazard category of oxidizing liquids, see GB13690. D.1.2 Coding of hazard statements:
D.1.2.1 See Annex 3 of GHS for the coding of hazard statements. D.1.2.2 Each hazard statement is assigned a specific alphanumeric code consisting of one letter and three digits as follows;
The letter "H" (for "hazard statement"); a)
b) The first digit represents the type of hazard to which the hazard statement refers in the different part numbers as follows: "2\ for physical hazards;
"3" for health hazards;
"4\ for environmental hazards;
e) The last two digits correspond to the sequence number of the hazard caused by the inherent properties of the substance or mixture, such as: explosiveness (codes 200 to 210), flammability (codes 220 to 230), etc. D.1.2.3 Unless otherwise specified, all specified hazard statements shall appear on the label. D.1.3.2.1 Each precautionary statement is assigned a unique alphanumeric code consisting of one letter and three numbers, as follows
The letter P" (stands for "precautionary statement")
b) The first number, representing the type of precautionary statement, as follows: "1\ for general precautionary statement;
"2\ for prevention precautionary statement;
"3\ for reaction precautionary statement;
"4" for storage precautionary statement;
"5" for disposal precautionary statement;
c) The last two numbers (corresponding to the serial number of the precautionary statement). D.1.3.2.2 The precautionary statement code is for reference only. The precautionary statement code is not part of the precautionary statement text and should not be used in place of the precautionary statement text.
