The national member bodies of ISO and IEC participate in the formulation of international standards through technical committees established by ISO and IEC for technical activities in specific fields. The technical committees of ISO and IEC cooperate in areas of common interest. Other international organizations, both governmental and non-governmental, in liaison with ISO and IEC, also take part in the work. In the field of conformity assessment, ISO's Committee on Conformity Assessment (CASCO) is responsible for the preparation of International Standards and Guides. International Standards are drafted in accordance with the rules of ISO/IEC Directives, Part 2. Draft International Standards are circulated to national member bodies for voting. Published as an International Standard only if they are accepted by at least 75% of the national member bodies voting on them. Attention is drawn to the fact that some of the contents of this standard may involve patent rights. The International Organization for Standardization (ISO) shall not be held responsible for identifying any such patent rights. ISO/IEC 17050-1 was prepared by ISO's Committee on Conformity Assessment (CASCO). This standard was reviewed and voted on by national member bodies of ISO and IEC and approved by both organizations. ISO/IEC 17050-1, together with the first edition of ISO/IEC 17050-2, replaces ISO/IEC Guide 22:1996, General criteria for supplier's declaration of conformity (second edition), and Guide 22 is cancelled. Under the general title of "Conformity Assessment - Supplier's Declaration of Conformity", ISO/IEC17050 consists of the following two parts: Part 1: General requirements; Part 2: Supporting documents. GB/T27050.1—2006/IS0/IEC17050-1:2004 Introduction The purpose of formulating this part of GB/T27050 is to provide general requirements for supplier's declaration of conformity. This part is aimed at one of the three types of conformity certificates, namely the certificate provided by the first party (the supplier of the product). Other types of certificates are second-party certificates (i.e. certificates issued by the user of the product) or third-party certificates. Each of these three types of conformity certificates is used in the market to increase confidence in the conformity of the object. This part of GB/T 27050 specifies the applicable requirements when the person or organization (supplier) responsible for fulfilling specified requirements makes a statement that a product (including services), process, management system, person or organization conforms to specified requirements (including normative documents such as standards, guidelines, technical specifications, laws and regulations). Such a statement of conformity can also refer to the results of an assessment issued by one or more first, second or third parties. In any case, such references should not be interpreted as reducing the supplier's responsibilities. These general requirements apply to all industries. However, these requirements may need to be supplemented when used for specific purposes (for example, when used in conjunction with regulations). The supplier has the responsibility to substantiate the statement that the product (including services), process, management system, person or organization conforms to specified requirements through supporting documents. When this is desired or required, see GB/T 27050.2 "Conformity Assessment Supplier's Declaration of Conformity Part 2: Supporting Documents". 1 Scope GB/T27050.1—2006/IS0/IEC17050-1.2004 Conformity assessment, supplier's declaration of conformity Part 1: General requirements This part of GB/T27050 specifies the general requirements for the supplier's declaration of conformity. This declaration of conformity is made when the supplier needs or must prove that an object conforms to specified requirements, regardless of the industry involved. For the purpose of this part, the object of the declaration of conformity may be a product, process, management system, person or organization. For the declaration of conformity, this part of GB/T27050 does not limit any specific object. Where applicable, the term "declaration of conformity" may be used instead of "supplier's declaration of conformity". 2 Normative references The following references are indispensable for the application of this part. For all references with dates, only the versions mentioned apply. For any undated referenced document, the latest version of the referenced document (including all its amendments) applies. GB/T27000-2006 Vocabulary and general principles for conformity assessment (ISO/IEC17000:2004, IDT) 3 Terms and definitions The terms and definitions given in GB/T27000--2006 apply to this part of GB/T27050. Note 1: "Supplier's declaration of conformity" is the "declaration" defined in GB/T27000-2006, that is, the first-party certification. Note 2: In order to avoid confusion with the certification of the certification body, the term "self-certification" is not recommended and should not be used. 4 Purpose of declaration of conformity The purpose of the declaration of conformity is to provide assurance that the identified object meets the specified requirements mentioned in its declaration, and to clarify who is responsible for the conformity and the declaration. The supplier's declaration of conformity can be used alone or in combination with other conformity assessment procedures to meet regulatory requirements or non-regulatory requirements. 5 General requirements The issuer of the declaration of conformity (the organization or person issuing the declaration) shall be responsible for the issuance, maintenance, expansion, reduction, suspension or withdrawal of the declaration and for the conformity of the object of the declaration with the specified requirements. The declaration of conformity shall be based on the results of appropriate types of conformity assessment activities (such as testing, measurement, audit, inspection or examination) conducted by one or more first, second or third parties. Where applicable, the conformity assessment bodies involved shall comply with relevant national standards, international standards, guidelines and other normative documents. When the declaration of conformity is for a group of similar products, it shall cover every product in the group. When the declaration of conformity is for similar products delivered over a period of time, it shall cover every product delivered or accepted. As a good practice for conformity assessment, it is recommended that the reviewer of the conformity assessment results is different from the issuer. 6 Contents of the declaration of conformity 6.1 The issuer of the declaration of conformity shall ensure that the declaration contains sufficient information to enable the recipient of the declaration of conformity to identify the issuer of the declaration, the object, the standard or other specified requirements that it complies with, and the person who signed the declaration on behalf of the issuer. The declaration of conformity shall contain at least the following: a) Unique identification of the declaration of conformity; : GB/T27050.1—2006/IS0/IEC17050-1:2004 b) Name and contact address of the issuer of the declaration of conformity; c) Identification characteristics of the object of the declaration of conformity [such as: product name, type, production date or product model, description of process, management system, personnel or organization and (or) other relevant additional information]; d) Statement of conformity; e) A complete and clear list of standard or other specified requirements and selected items (when applicable); Date and place of issuance of the declaration of conformity; Name, title and signature (or equivalent mark) of the authorized person on behalf of the issuer; g) h) Any limitations on the validity of the declaration of conformity. 6.2 Additional supporting information may be provided to link the statement to the conformity assessment results on which it is based, such as: the name and address of the conformity assessment body involved (such as a testing or calibration laboratory, an inspection body and a certification body); a) Reference to the conformity assessment report and the date of the report; Reference to the management system involved: Reference to the accreditation document of the conformity assessment body involved when the scope of accreditation of the conformity assessment body is relevant to the statement of conformity; Reference to existing supporting documents, such as those described in GB/T 27050.2; f) Additional information on certificates, registrations or marks obtained; g) Other activities or programmes of the conformity assessment body (such as membership in an agreement group). References to documents on the results of conformity assessment should not misrepresent the applicability of the results or mislead the recipient of the statement of conformity. 7 Format of the statement of conformity For an example of a statement of conformity, see Annex A. The statement of conformity may be presented in hard copy, electronic media or other appropriate media. 8 Availability A copy of the DoC may be included in other documents related to the subject of the DoC, such as a declaration, product catalogue, invoice, user manual or website. 9 Product marking If a mark is applied to the product to indicate that a DoC is present, the format of the mark should not allow the mark to be confused with any certification mark. The mark should be traceable to the DoC. 10 Continued validity of the DoC 10.1 The issuer of the DoC shall have procedures in place to ensure that the object delivered or received continues to conform to the requirements stated in the DoC. 10.2 The issuer of the DoC shall have procedures in place to re-evaluate the validity of the DoC in the event of: a) changes that significantly affect the design or specification of the object; b) changes in the standards to which the object of the declaration is based; changes in the ownership or management structure of the supplier (when relevant to the declaration); or c d) information indicating that the product may no longer conform to the specified requirements. A.1 Guidelines for filling in the Declaration of Conformity form Note: 1) to 7) correspond to Form A, 2. GB/T27050.1--2006/IS0/IEC17050-1:2004 Annex A (Informative Annex) Declaration of Conformity by Supplier Each Declaration of Conformity should be uniquely identified. 2) The responsible issuing party should be clearly stated. For large organizations, it may be necessary to state the operating agency or department. a) The "object" should be clearly described so that the Declaration of Conformity can be related to it. b For products produced in large quantities, it is not necessary to give the serial number of each product. It is sufficient to give the name, type, model, etc. of the product. For products, the following statement of conformity can also be used: "At the time of delivery, the above-mentioned declared object complies with the requirements of the following documents." 4 The relevant required documents should list the identification number, title and issue date. This should only be filled in if any restrictions are placed on the validity of the declaration of conformity and/or if any additional information is given. The additional information may correspond to 6.2 or refer to product marking as described in Clause 9. Such product marking or other indications (e.g. on the product) may be included as an annex to the declaration of conformity. 7) The full name and position of the signatory(ies) authorised by the issuing party's management should be given. The number of signatures (or equivalent marks) on the declaration shall be the minimum number determined by the issuing party's organization in a legally binding manner.
