Steel pipelines are widely used in the production process of sour natural gas. These sour natural gas not only affects personal safety and health, but also puts forward strict requirements on the transmission pipelines. In order to strengthen the safe management of these pipelines, this standard is specially formulated. This standard is proposed by China Shihu Natural Gas Group Co., Ltd. This standard is under the jurisdiction of the Petroleum Industry Safety Professional Standards Committee. This standard specifies the basic requirements for safety management in terms of design, construction, commissioning, production management, and regular inspection of sour natural gas process pipelines and gas transmission pipelines (referred to as pipelines) in oil (gas) fields. This standard applies to steel sour natural gas process pipelines and gas transmission pipelines in onshore oil (gas) fields, and includes pipeline accessories and safety protection devices

This standard adopts the following definitions:

Sour natural gas operating at and below the water dew point. 3.3 Dry sour natural gas Sour natural gas working above the water dew point. 4 Materials || tt || 4.1 The materials used for pipelines and pipeline accessories shall comply with SY/T0599 and the corresponding design technical requirements. 4.2 The steel pipes used on the pipeline should comply with the provisions of GB5310, GB/T8163, GB/T9711.1. Its material production unit shall provide a material quality certificate in accordance with the provisions of the relevant standards. 4.3 Steel forged flanges and other forgings shall be implemented in accordance with the relevant provisions of JB4726. When the pressure is greater than or equal to 10MPa, grade or grade III or above forgings in JB4726 should be used: the manufacturer shall issue a forging quality certificate in accordance with the relevant standards. Even for special pipeline accessories with complex shapes, cast steel should not be used (except valves). All pipeline accessories should not use cast iron parts. 4.4 The hardness of the connecting bolts in the wet sour natural gas medium shall be less than or equal to HB235. 4.5 In addition to meeting the requirements of this standard, the materials used for pipelines and pipeline accessories shall also meet the requirements of 4.1, 4.3.4.6~4.9 in SY6186-1996.
5 Design
5.1 The design of sour natural gas process pipelines shall meet the relevant provisions of GB50183, SY/T0010, SY/T0599, SY/T0059 and other standards.
5.2 The design of sour natural gas transmission pipelines shall meet the relevant provisions of GB50183, GB50251, SY/T0010, SY/T0599, SY/I0059 and other standards.
5.3 The design of pipeline accessories shall meet the relevant provisions of GB150, GB/T12234, GB/T12237, GB/T12241 and other standards. 5.4 Strictly divide the boundaries between dry and wet sour natural gas, and put forward corresponding technical requirements, measures, supporting facilities and operation points respectively during design.
5.5 Sour natural gas should be transported after dehydration, and its water dew point should be 5℃ lower than the lowest ambient temperature under transportation conditions. 5.6 The safety system of gas transmission pipeline should include the following contents: a) Hydrogen sulfide and combustible gas monitoring system; b) Pipeline anti-corrosion protection measures.
5.7 In addition to meeting the requirements of this standard, the design of pipelines and pipeline accessories shall also meet the provisions of 5.1, 5.2, 5.5 and 5.6 of SY6186-1996.
6 Construction
6.1 The processing requirements of pipelines shall be implemented in accordance with the relevant provisions of SY0466 and SY/T4067. 6.2 The construction and acceptance of pipeline welding projects shall be implemented in accordance with the provisions of SY0466, SY/T4067 and SY/T0059. Before welding the pipeline, the welds shall be subjected to sulfur resistance assessment test; if there are special requirements in the design, they shall also be implemented in accordance with the provisions of the design documents. 6.3 The pipeline construction unit shall provide the following completion data to the user unit: a) sulfur resistance assessment test report of the welds;
b) heat treatment report of the welds and weld hardness inspection report. 6.4 During the pipeline construction process, the national engineering supervision system shall be implemented and the quality supervision unit recognized by the national competent department shall conduct third-party quality supervision.
6.5 In addition to meeting the requirements of this standard, the construction of the pipeline shall also meet the provisions of 6.1~6.6, 6.9, and 6.10 in SY6186-1996.
7 Commissioning and trial operation
7.1 Preparations before commissioning

7.1.1 Formulate and improve various safety production rules and regulations. 7.1.2 Provide safety and technical training (including hydrogen sulfide protection measures) to operators, and only those who pass the assessment can hold a certificate to work. 7.1.3 The gas source and gas volume should be implemented, and the gas quality should be analyzed regularly to ensure that the quality of natural gas meets the pipeline transportation requirements. 7.1.4 In response to hydrogen sulfide poisoning and corrosion damage, a practical emergency plan should be formulated, and a repair team should be organized, equipped with repair equipment and various safety facilities (including protective equipment and medicines). 7.2 Safety measures for commissioning and trial operation
7.2.1 Safety education should be conducted for employees and people along the pipeline. 7.2.2 Before the pipeline is put into operation, the pipeline should be dried. 7.2.3 Main requirements for natural gas replacement:
a) The operation should be stable during the natural gas replacement process, and the natural gas intake speed or the running speed of the pig ball should not exceed 5m/s; b) When replacing the pipeline in the station: the pressure should be controlled at 0.1MPa:) When replacing and venting, the venting volume should be controlled, and the station should not be vented: d) A sampling point should be set near the venting port, and regular testing should be carried out until the oxygen content in the natural gas is less than 2%, and then the replacement can be ended. 7.2.4 During the process of ball passing, replacement and pressure test, unrelated personnel shall not enter within 50m on both sides of the pipeline. 7.3 Pipeline trial operation and commissioning
In addition to meeting the requirements of this standard, the trial operation and commissioning of the pipeline shall also meet the provisions of SY/T6233. 8 Production Management
8.1 Pipeline safety technology management mainly includes: a) The content of hydrogen sulfide protection technology training should be in accordance with the provisions of 6.1 of SY6137-1996; b) Technical files of hydrogen sulfide protection technology training and assessment reports; c) Preparation of safety protection equipment plans and formulation of management and use systems. 8.2 Pipeline users should report to the competent department of the enterprise and go through the use registration procedures before the pipeline is put into use, and at the same time submit the pipeline route map to the local government planning department for filing. 8.3 Safety operation requirements:
a) There should be a hydrogen sulfide monitoring and alarm system; b) Safety education for hydrogen sulfide prevention should be conducted, and a complete set of hydrogen sulfide prevention rescue plan should be formulated: c) When the device alarms, the hydrogen sulfide concentration should be tested for the place where the operator needs to enter; the operator can only enter when the concentration is below the safe concentration:
d) When necessary operations are carried out in the contaminated area where the hydrogen sulfide content exceeds the safe critical concentration, protective equipment should be worn; and at least two people should work together to rescue each other; e) An accident emergency plan should be formulated.
8.4 In addition to meeting the requirements of this standard, production management should also meet the provisions of 7.1~7.3, 7.5~7.10 in SY61861996. 8.5 The protection of sour natural gas pipelines should be carried out in accordance with the "Petroleum and Natural Gas Pipeline Protection Regulations". 9 Regular inspection
9.1 The hydrogen sulfide monitoring and alarm system inspection should be carried out once a year. 9.2 Weld hardness and weld crack sampling should be conducted every five years. 9.3 The comprehensive inspection cycle should be shortened for pipelines with any of the following conditions: a) Multiple accidents; b) Serious corrosion damage; c) After overhaul, repair and transformation; d) Damaged by natural disasters; e) Dry sour natural gas has been in use for more than 15 years, and wet sour natural gas has been in use for more than 8 years. 9.4 In addition to meeting the requirements of this standard, regular inspections should also meet the requirements of 8.1-8.5 of SY6186-1996. 4
