NAVIGATIONAL WARNING SERVICE" recommended by the International Maritime Organization (IMO) and the International Hydrographic Organization (IHO), and combined with the actual work of issuing Chinese navigation warnings in my country. Appendix A of this standard is the standard appendix, and Appendix B is the reminder appendix. This standard is proposed by the Ministry of Transport of the People's Republic of China. This standard is under the jurisdiction of the Harbor Supervision Bureau of the People's Republic of China. This standard specifies the contents, message structure, requirements, words, phrases and sentence patterns of Chinese navigational warning documents. This standard applies to the drafting, broadcasting and use of Chinese navigational warning messages. 2 Definitions
This standard adopts the following definitions.
2.1 Document for navigational warning Document for navigational warning is a special official letter issued by the navigational warning issuing station (referred to as navigational warning station) set up by the port supervision authority to the coast station or riverside station for broadcasting navigational warning messages. 2.2 Text of navigational warning The text of navigational warning is a special message about navigational safety information issued by the navigational warning station and broadcasted by the coast station or riverside station, referred to as the message. 2.3 Broadcasting day(s) The number of consecutive days that the navigational warning station requires the coast station or riverside station to broadcast. 2.4 Delivery time The time when the navigational warning station delivers the message to the coast station or riverside station. 2.5 Number number
The sequence number in the message arranged by the navigational warning station in the order of issuing navigational warnings from the beginning of the year to the end of the year. 2.6 Serial number serial number
The uninterrupted working sequence number set according to the internal working sequence and not used as the broadcast content, commonly known as "big flow". 3 Composition of Chinese navigational warning documents
3.1 Content A complete Chinese navigational warning document consists of the following contents: title, serial number, level, name of the broadcasting station, broadcasting days, delivery time, message, seal, signature of the drafter and reviewer, and date of issuance. 3.2 Document format of Chinese navigation warning

After the coastal or riverside radio station receives the navigation warning document, the broadcaster shall separately arrange the serial number of the radio station that is not related to the drafter. 3.2.2.3 Level
According to the "Regulations on the Maritime Navigation of the People's Republic of China" approved and issued by the State Council According to the relevant provisions of the "Regulations on the Management of Navigation Warnings and Navigation Notices", navigation warnings are divided into three levels: "routine", "important" and "extremely important". 3.2.2.4 Broadcasting station
"Broadcasting station" refers to the coastal or riverside station that broadcasts navigation warnings, and is indicated by the name of the city where it is located. 3.2.2.5 Broadcasting days
The number of days for broadcasting navigation warnings refers to the initial number of consecutive broadcast days, expressed in Arabic numerals. 3.2.2.6 Delivery time
"Delivery time" adopts Coordinated Universal Time and is expressed in "day, hour, minute, month, year" ” in sequence. “Day, hour, minute” are indicated by two digits each (a total of six digits). “Month” is indicated by two digits. “Year” is indicated by two digits at the end of the year. 3.2.2.7 Message
Drafters should write messages in accordance with the principles of accuracy, simplicity and brevity, using the standard format and the vocabulary, sentence patterns and idioms specified in this standard. The drafted messages should be able to provide the public with sufficient safety navigation information with the most concise words and as few bytes as possible. 3.2.2.8 Seal
The navigation warning station shall send a navigation warning message to the navigation warning station after sending it. Before the warning document is sent, the issuing unit’s special seal for navigation warning shall be affixed at the appropriate position in the lower right corner of the message column.
3.2.2.9Drafters and reviewers
For the convenience of inquiry, the drafter shall sign on the original manuscript, and the reviewer shall sign on the approved manuscript after reviewing the original manuscript. 3.2.2.10 Issuing date
The issuing date of the navigation warning document shall be indicated before it is sent out. 4 The structure of the Chinese navigation warning message

4.1.1 The number is composed of: "Abbreviation" + "Year" + "Serial number of this year". 4.1.1.1 Abbreviation
The "Abbreviation" in the message number is the abbreviation of the location of the navigation warning station. The abbreviations of the place names used by the navigation warning stations along the coast of China when issuing Chinese navigation warnings are shown in Table 1. Table 1

4.2.1 "Area" means a general range on the water. In order to facilitate navigation personnel to mark on the nautical chart, the drafter can indicate the area in the message. If the drafter estimates that the location to be notified is in waters familiar to the public, this content can be omitted. 4.2.2 Regional description styles and examples:

4.3.1 The time in the Chinese navigation warning message shall be "Beijing Time" and no marking shall be made in the message. 4.3.2 The time expression format is as follows:
a) month day,

4.4 Location
4.4.1 "Location" can be a point or a body of water with a certain area. When the subject is a fixed facility or object, "location" can be merged into "subject". For radio navigation systems, if the message does not involve changes in its position, "location" can usually be omitted. 4.4.2 Expression of location
4.4.2.1 Geographic coordinates (i.e. longitude and latitude) are used for expression. The "latitude" and "longitude" in the message are of the same accuracy, and all "seconds" are converted into "minutes" and separated by decimal points. N and E are respectively noted after the numbers.
4.4.2.2 Polar coordinates (i.e. true azimuth and distance relative to a landmark) are used for expression. 4.4.2.3 A general method is used to express an approximate position. a) For example, within the range of the line connecting points NE..NE? b) For example, between NN and E.;
c) For example, within the range of /××n mile. 4.4.2.4 Use the summary method to indicate the approximate range. a) Near ××

The places used in the summary method should be the names familiar to seafarers. Since the summary method and the generalization method can only provide an approximate range and cannot specifically mark the location, they can only serve as general reminders and should not be used too much. 4.5 Basic content
The basic content of the telegram is composed of: "main body" + "main statement" + "supplement". 4.5.1 Body
“Body” refers to the part emphasized in the navigation warning message, which refers to the things that directly affect the navigation and operation safety of the ship, such as: aids to navigation; underwater obstacles; floating objects on the water surface (in the water); operations on the water and underwater; heavy towing; rescue at sea; military exercises; shooting and target shooting, launching and recovering spacecraft; temporary demarcation of various prohibited navigation areas and other information that the competent authority considers to have an impact on the safety of navigation operations. Each navigation warning can only have one body. 4.5.2 Main narrative
“Supplementary narrative” is a description of the status and situation of the main body of the event. Sometimes, for the convenience of narration, the location and the main narrative can be combined. 213
4.5.3 Supplementary

“Supplementary” refers to the supplementary narrative of some important details that cannot be fully expressed in the “main narrative”, such as the suggestions made by the competent authority to the navigator and the validity period of the warning.
4.6 Issuing unit
"Issuing unit" is: "abbreviation of place name" + "port supervision". For example; if Shanghai Port Supervision is the issuing unit, it can be called "Shanghai Port Supervision". 5 Validity period of navigation warning
5.1 The validity period of navigation warning should be stated in the supplementary column. 5.2 If the cancellation time is not stated in the navigation warning message, its validity period is usually until 1 hour after the main body disappears or the project is completed; if the message only indicates the date, its validity period is usually until 2400 hours on the day when the main body disappears or the project is completed. 5.3 When the validity period is long and it is issued in the form of a navigation notice, a navigation warning should be issued to cancel it. 5.4 If the content of the navigation warning is still valid beyond the original announcement period, another navigation warning should be issued to extend it. 6 The terms and sentence patterns of Chinese navigation warning messages are divided according to the category of the subject. Chinese navigation warning messages along the coast of China are divided into six categories and eleven types. This standard focuses on standardizing the "basic content" in the message structure. The terms in the "Main Statement" and "Supplementary" columns of each table can be selected and matched according to the content to be expressed in the navigation warning message, and multiple or multiple selections can be made for the terms in the "Supplementary" column.
6.1 Aids to Navigation
6.1.1 Status of Visual Aids to Navigation
For the public, the exact time when the "light goes out, malfunctions" or "the drifting, damage, and drifting of the beacon" of a visual aid to navigation does not have much significance. What is of practical significance is the current status of these aids to navigation. Therefore, this type of message may not contain content related to "time". The position of drifting objects will change significantly after a considerable period of time. A new warning should be issued after a certain period of time, and the corresponding navigation warning should be cancelled.1
