Records in various forms such as text, charts, data, audio and video, etc., which are generated in the meteorological industry in the activities of party affairs, administrative management, meteorological business technology and scientific research and have preservation value. 4 Metadata composition

According to the aggregation level of meteorological archives, archive metadata is divided into three levels: category metadata, case metadata, and file metadata. Their associated characteristics are as follows:
a) Category metadata: data that describes the basic conditions such as attributes, characteristics, and status of archives of the same type. Its attributes and characteristics can be inherited by the case metadata of archives of this type:
b) Case metadata: data that describes each volume of meteorological archives. Data on basic conditions such as attributes, characteristics, and status, consisting of one or more files in the same volume at the same time, or in the same region, or in the same formation unit, or in the same project, or related in content, whose attributes and characteristics can be inherited by the file metadata in the volume of the case file; c) File metadata: data describing the attributes, characteristics, and status of each file, and the file is the smallest unit of the archive. 5.1 Category metadata consists of 11 elements: archive code, archive name, category name, category definition, classification number, category abbreviation, category alias, start year, end year, number of files, and storage capacity. 5.2 See Appendix A for the attributes of category metadata. In Appendix A, there are three types of constraints: \M” \C” and “O”. Among them, \M\ is a mandatory option, and the element cannot be empty; "C" is a conditional option, and it cannot be empty when the element meets certain conditions; "O" is an optional option, and it can be empty when the element has no content. 6 Case file metadata description method
6.1 Case file metadata consists of 3C elements: archive code, archive number, name, standard name, classification number, region number, formation unit, start date, end date, file number, file file number, keywords, filing unit, filing date, filing method, number of pieces, number of pages, storage capacity, confidentiality level, confidentiality agency, storage period, in-library status, storage location, box number, content description, change status, information status, archiving medium, update cycle, and usage rights.

8.1 File type and naming
8.1.1 Metadata is stored in the form of ".XML" files. 8.1.2 The metadata file name consists of 7 parts: meteorological industry characteristics, archive industry characteristics, metadata type identifier and archive code, the earliest year of the archive collection, the year when the metadata file was formed, and the file type. 8.1.3 Archive metadata file name format: "QXDA_ZLBHY,YYY-Y, Y, Y. Among them, when the metadata type is category metadata, the category identifier is "LB"; when the metadata type is file metadata, the category identifier is "AJ", and when the metadata type is file metadata, the category identifier is "WJ";
10th to 11th digit: "BM\ is the meteorological archive code (see Appendix D): 13th to 16th digit: the earliest year of the archive collection; 18th to 21st digit: the year when the metadata file was formed:-23rd to 25th digit: fixed character "XML", file type identifier. 8.2 File structure
8.2.1 The archive metadata file consists of comment lines and text. The first line of the file is a comment line, which is used to explain the XML version number and file encoding method; the text consists of a Metafile root node and multiple element sub-nodes, which are used to describe metadata attribute characteristics. 8.2.2 The Metafile root node attribute Type is the archive metadata type identifier and is a required item. When the category identifier is LB\, it is a category metadata file; when the category identifier is "AJ\, it is a case metadata file; when the category identifier is WJ\, it is a file metadata file. 8.2.3: Each element sub-node contains all elements of various metadata, corresponding to the metadata of each volume of archives (each type of archives, each file). 8.2.4 The number, element name, definition, length, data type, constraint conditions and other attributes of each element are given according to the provisions of Appendix A, Appendix B and Appendix C respectively according to the metadata type. 8.2.5 Elements with mandatory constraints cannot be omitted in the element sub-node; elements with optional constraints can be omitted in the element sub-node; elements with conditional constraints cannot be omitted in the element sub-node when the conditions are met. A set of digital numbers uniformly allocated by meteorological archives across the country. The numbers of national and provincial meteorological archives are shown in Appendix D.

According to the definition of each type of archives and the observation specifications, relevant technical regulations and documents of different periods, the category names of each type of archives specifications are given, and the definition rules of each type of archives are given according to the connotation and extension of each type of archives. According to the provisions of QX/T223-2013, a set of character codes for each type of archives are given. Different media archives are distinguished by archive expansion and re-marking according to the provisions of Chapter 7 of QX/T223-2013: Among them: the first digit is the first-level classification code, the second to the third digits are the second-level classification code, the fourth to the fifth digits are the third-level classification, and the sixth to the tenth digits are the re-marking digits. Record archives can be classified and coded according to three levels; party affairs, comprehensive management, business management, scientific research management, infrastructure archives, instruments and equipment, specifications and standard measurement 7 types of archives can be classified and coded according to two levels. When the archive storage medium is a large-capacity storage medium such as a magnetic tape or hard disk, the archive classification number can cover its content by reducing the classification level. The brief description of each type of archive: For example, other names that are different from the standard category name of this type of archive, such as gas meter-1, gas meter-2, etc.: When the cover name is inconsistent with the standard alias, the archive cover name can be used as the category alias to maintain the connection with the name of the archive cover (cover), such as: the cover name of a certain type of archive is "rainfall self-recording paper". The name on the archive cover is "precipitation self-recording paper", and "precipitation recording paper" can be recorded as the category alias. The earliest year of each type of archive in the collection is based on the Gregorian calendar. The latest year of each type of archive in the collection is based on the Gregorian calendar. The total number of files of each type of paper meteorological archive: counted in volumes. Paper files are required.

The archives compile the unique group number for the filing unit in accordance with the provisions of 5.1 of DA/T13-1994.
The name of each volume of archives given on the archive cover: The archive name should be the same as the name given when the archive is grouped.
The standard name of each volume of archives given according to the definition of archives and various specifications and documents is given according to the provisions of A5 in Table A.1.
The regional number generated by each volume of meteorological record archives: The regional number has the following cases: Single station archives: If there is a regional station number, the regional code is the regional station number of the station, which is 5 digits (including the first letter of the regional station): If the station is a professional station, such as a farm station, salt station, airport station, etc., there is no national unified regional station number, and the regional station number within the administrative region is used. The regional station number of the National Meteorological Observatory (station) is followed by \.2", for example, the regional station number of Kenli Farm Station is 54738.2; for multi-station archives: the regional code is given in accordance with the provisions of GB/T2260-2007, such as Beijing "1100", Hebei Xingtai Zhengding \130123", Shanxi Changzhi Agricultural Meteorological Station \1404"; for regional archives: the regional code is given in accordance with the provisions of QX/T102-2009 Table 2, such as F North Climate \104", Northern Hemisphere Weather Map \003". Record archives are required. The production unit name of each volume of archives should use the full name, which is based on the unit name when the archive was formed. If the cover of the archive is already indicated, the production unit should be consistent with the cover: if the cover of the archive is not indicated, the production unit should be determined according to the content of the archive and indicated on the cover.
The earliest date of the files contained in each volume of archives (the year of An Gong). It is expressed as YYYYMMDD, where YYYY represents "year" and MM represents "month". DD does not indicate "day", and the year, month and day are insufficient, and "0" is added to the high digits;
If the date is not indicated on the archive cover, it shall be confirmed according to the archive content; if it is really impossible to confirm, it shall be expressed as "\8888", and the month and day shall be expressed as "88" respectively. The latest date of the files in each volume of archive (according to the AD calendar). It is expressed as YYYYMMDD, where YYYY represents "year", MM represents "month", and DD represents "day". If the year, month and day are insufficient, and "0" is added to the high digits;

The serial number of each volume of the file is arranged according to the filing method such as file category, file formation unit (region), year, project, etc. If the file has a copy, the copy serial number is the original serial number plus F.F1.F2.
Give each volume of archives a file number based on the archive category. The file numbers for party affairs, comprehensive management, scientific research management, infrastructure archives, instruments and equipment, and standard measurement archives are given in accordance with the provisions of DA/T13-1994; the file numbers for meteorological record archives and meteorological business archives are a set of character codes consisting of five elements: archives code, classification number, regional number (or year), and file number. Each item is connected by an underscore "_".
Keywords describing archive content information: extracted based on the content of each volume of archives, and each volume of subject terms can be composed of multiple keywords. For extracting subject terms, please refer to the "Chinese Archives Subject Terms List" according to the organic connection between document materials in the process of formation and processing. The agency department that compiles a number of document materials into various files is also called Filing unit. The date of filing, sorting, binding, and publishing of each volume of paper archives or the date of filing, sorting, and burning of electronic archives. It is expressed in the form of numbers YYYYMMDD, where YYYY represents year, MM represents month, and DD represents day. If the number of digits is insufficient, the high digits are filled with 0: when the date is unknown, the year is represented by "8888", and the month and day are represented by "88" respectively. The method used when arranging, filing, and storing archives, including filing by category, time, project, region, file source, and document type. The number of files in each volume of archives: the number of files in each volume of paper archives, the number of electronic files in each CD or hard disk, and the number of pages in a paper archive package. When both sides of a paper archive contain valid information, it is calculated as 2 pages. The end of paper archive is a required option. The storage space occupied by each volume of archives, in units of 5 (M). Electronic archives are a required option. The confidentiality level of each volume of archives: internal, secret, confidential and top secret. The name of the confidentiality level appraisal unit of the file. Secret, Confidential, and Top Secret are required. The storage period of each file volume: permanent, long-term, and short-term. The loan status of each file volume: indicated by "yes" and "no"; "yes" means in the library, and "no" means loaned out.
The storage location code of each file volume: consists of the warehouse number and the row, surface, group, and layer numbers of the compact shelving, and each item is separated by "\". Among them: the warehouse number describes the main warehouse and disaster recovery warehouse number, and is composed of the main warehouse identifier "K" or the disaster recovery warehouse identifier \7" plus a 2-digit serial number. If the digital serial number is less than 2 digits, the high digits are filled with zeros.
