1 General Principles
1.0.1 In order to strengthen the quality management of mobile communication projects, control the construction period and project costs, improve the investment benefits and project management level, make the construction supervision work legalized, standardized, normalized and proceduralized, and achieve quality control, progress control, investment control, contract management, information management and organizational coordination (three controls, two managements and one coordination), this provisional regulation is specially formulated.
1.0.2YD/T 5086 is applicable to the construction supervision of new mobile communication (TDMA) projects. For the construction supervision of CDMA mobile communication projects and the reconstruction and expansion of TDMA, this provisional regulation can be referred to.
1.0.3 In addition to implementing this provisional regulation, the supervision of mobile communication projects should also implement relevant laws, regulations, standards and management methods issued by the state and industry competent authorities.
1.0.4 The supervision unit and the supervision engineer shall conscientiously implement the various policies, regulations and rules on construction supervision in accordance with the principle of "law-abiding, honest, fair and scientific", formulate detailed work plans, clarify job responsibilities, strictly implement the inspection system, and strive to do a good job in construction supervision.
2 General Provisions
2.1 Supervision Basis
2.1.1 Based on the laws, regulations, policies, rules and corresponding provisions on engineering construction and construction supervision formulated by the national and local construction administrative departments and the relevant technical and economic regulations of the former Ministry of Posts and Telecommunications and the Ministry of Information Industry.
2.1.2 The construction project must comply with the engineering construction specifications and engineering quality inspection and evaluation standards promulgated by the national and communications industry competent departments.
2.1.3 The project proposal, feasibility study report, construction plan, design (general, budget, design drawings and construction organization design) and construction bidding documents approved by the superior competent department and other documents related to this project.
2.1.4 The supervision contract signed between the supervision unit and the construction unit, the construction contract signed between the construction unit and the contractor, and related agreements.

1 General
1.0, In order to strengthen the quality management of mobile communication projects, control the construction period and project costs, improve the investment efficiency and project management level, make the construction supervision work legalized, standardized, normalized and proceduralized, and achieve quality control, progress control, investment control, joint management, information management and organizational coordination (three controls, two levels and one coordination), this interim regulation is formulated.

2 General provisions
2.1 Supervision basis
2.1.1 Based on the laws, regulations, policies, rules and corresponding provisions on engineering construction and construction supervision formulated by the national and local construction administrative authorities, as well as the relevant technical and economic regulations of the former Ministry of Posts and Telecommunications and the Ministry of Information Industry. 2.12 Construction projects must comply with the engineering construction specifications and engineering quality inspection and evaluation standards issued by the state and the communications industry authorities. 2.1.3 Construction projects approved by the superior competent authorities shall be completed on the day of the project completion. 2.4.1 The supervision engineer shall promptly establish a supervision organization system, draw up an organizational chart, prepare design documents, make a management plan, clarify the scope of responsibilities at all levels, and establish normal work procedures and contact channels with the construction unit and the contracting unit. 2.4.2 The construction supervision unit shall, at an appropriate time before the start date specified in the construction contract, send a supervision engineer who can meet the work requirements of the construction preparation phase to the construction site to carry out supervision work. After the official start of construction, all the numbers and names specified in the supervision service contract shall be in place. If there is a change of personnel during the process, it must be approved by the chief supervision engineer. 2.4.3 It must be in The construction sites of the mobile communication projects undertaken by the supervision unit shall be equipped with sufficient supervision equipment to ensure the inspection and testing of quality control and the needs of various management work.
2.4.4 Supervision projects should participate in the construction bidding, and should fully understand the contract documents and relevant standards and test methods, and clarify the errors, omissions, ambiguities and other problems in the documents, make reasonable explanations, and propose reasonable treatment methods. 2.4.5 The supervision engineer shall require the contractor or the selected subcontractor (all included below, no longer listed separately) to conduct necessary on-site review and verification of the drawings and quantitative data provided in the construction contract documents, correct errors, and supplement omissions. For major errors, omissions or program problems found, the supervision engineer shall submit a report (material) to the construction unit.
2.4.6 The supervision engineer shall require the contractor to investigate the buildings, equipment, lines and other obstacles within the scope of the project site that have not yet been demolished, the project land that cannot be handed over before construction and the disputed project land, and shall propose treatment measures to the construction unit based on the adjustment results.
2.4.7 The supervision engineer shall prepare the management implementation details in accordance with the requirements of the construction contract documents and the actual situation of the project. On the basis of selecting the forms listed in this regulation, he shall supplement, improve and coordinate the various records, reports, certificates and drawings for quality management, progress supervision, investment supervision and contract management, and submit them to the contractor for preparation for use by the supervision engineer and the contractor. 2.4.8 The supervision engineer shall also do the following supervision work: hold the first meeting; issue the start order; review the construction schedule of the contractor (including the construction organization design); review the quality assurance system and construction safety assurance system of the contractor; inspect the incoming materials of the contractor; review the standard test of the contractor; check the insurance and guarantee of the contractor, and issue the advance payment voucher; review the construction machinery and equipment of the contractor; review the construction drawings submitted by the contractor; check other construction preparation work related to ensuring the start of construction on schedule. 3 Quality Control of Mobile Communication Projects
3.1 Work Procedures

3.1.2 Quality control during construction and installation

3.2 Check the installation conditions
The supervision engineer shall check the following work and ensure that the equipment can be installed only after it is qualified:
3.2.1 The machine room building shall meet the requirements of the engineering design. The relevant construction projects have been completed and accepted, the walls and floors of the machine room have been fully dried, and the doors and windows should be locked safely and reliably. 3.2.2 The location and size of the reserved holes on the floor, walls, and pre-sheds of the machine room, the size and quantity of the embedded parts, etc. shall meet the requirements of the engineering design. 3.2.3 When the machine room needs to make a ground trough, the direction, routing and grid of the ground trough shall meet the requirements of the engineering design, the ground trough cover shall be firm and tight, and no water shall seep into the ground trough. 3.2.4 The ventilation, heating, air conditioning and other facilities of the machine room have been installed and can be provided for use. The indoor temperature and humidity shall meet the requirements of the engineering design. 3.2.5 The grounding resistance value of the machine room building must meet the requirements of the engineering design, and the lightning protection grounding system shall be accepted.
3.2.6 In the machine room where the raised floor is laid, check whether the floor slabs are laid stably and flatly, the horizontal error (per square meter) is less than or equal to 2mm, the slab pillars are well grounded, and the grounding resistance and anti-static facilities should meet the requirements of the engineering design (or equipment technical specifications).
3.2.7 The machine room building must comply with the relevant provisions of "YT500294 Post and Telecommunications Building Research and Design Standard". It is strictly forbidden to store inflammable and explosive dangerous goods in and near the machine room. 3.2.8 The city power has been introduced into the machine room, and the lighting system of the machine room can be used normally. 3.3 Equipment Inspection
3.3.1 Before starting work, the supervision engineer shall, together with the construction unit and the construction unit, conduct a sliding point and appearance inspection of the specifications, models and quantity of the equipment and main equipment that have arrived at the construction site, which shall meet the following requirements:
1: All the main equipment must be in place, the specifications and models meet the requirements of the engineering design, and there is no moisture or damage
2. The specifications and models of the main materials shall meet the requirements of the contract, and their quantity shall be able to meet the needs of continuous construction.
3. Check the quality certificates of the main equipment, and their performance indicators shall meet the technical requirements for network access.
3.3.2 Unqualified equipment and instruments shall not be used in engineering construction. When the equipment model does not meet the original engineering design requirements and needs to be greatly changed, the consent of the design and construction unit must be obtained and the design change procedures must be handled. 3.3.3 When it is found that the equipment and instruments are missing, wrongly sent, damaged by moisture or deformed, the representatives of the construction, supervision and construction units shall jointly identify them and make records. If they do not meet the requirements of relevant standards, the supplier shall be notified to solve them in time. 3.4 Engineering installation and construction quality control
The supervision engineer shall be familiar with the relevant contents of the computer room design in the engineering design documents, check the computer room design such as the building area, load, equipment arrangement, wiring, power supply, grounding, office space, etc., and understand the network organization and transmission conditions in order to guide the engineering construction.
3.4.1 Antenna Tower Inspection
1. The supervision engineer must conduct quality control on the tower foundation according to the engineering design documents. Check the tower geological exploration report and related documents or floor load data, drawings and other related documents to ensure that the tower foundation meets the engineering design requirements. 2. The supervision engineer should check the material list of the tower components and conduct spot checks on the tower components. If there is any deformation, the construction unit must be required to correct it before installation, and it is required that when the ambient temperature is lower than -16℃, the components shall not be cold corrected. 3. The supervision engineer must check the tower height, the installation height and position of the platform and main line support according to the engineering design documents to meet the engineering design requirements. 4. The supervision engineer should conduct intermittent inspections on the tower installation and supervise the construction unit to ensure that the installation process of each top of the tower: the verticality of the tower body and the inclination of the central axis of the tower meet the engineering design requirements and the relevant specifications for tower installation. 5. After the tower is installed, the supervision engineer shall check the completion report and test report after installation, and conduct spot checks on the tower connection bolts and tower anti-corrosion measures. The inspection results must comply with relevant specifications and engineering design requirements. 6. The supervision engineer shall conduct spot checks on the installation of the shielding needle, and the inspection indicators shall comply with engineering design requirements.The supervision engineer must conduct quality control on the tower foundation according to the engineering design documents.
