Announcement on partial revision of national standard "Urban Residential Area Planning and Design Code"
According to the requirements of the Ministry of Construction's "Notice on Issuing the (1998 National Standard Formulation and Revision Plan for Engineering Construction (First Batch))" (Construction Standard No. L1998194), the China Academy of Urban Planning and Design, together with relevant units, has partially revised the "Urban Residential Area Planning and Design Code" GB50180-93. Our ministry organized relevant units to jointly review the provisions of the partially revised code, which is now approved and will be implemented from April 1, 2002. Among them, 1.0.3, 3.0.1, 3.0.2, 3.0.3, 5.0.2 (paragraph 1), 5.0.5 (paragraph 2), 5.0.6 (paragraph 1), 6.0.16.0.3, 6.0.5, 7.0.1, 7.0.2 (paragraph 3), 7.0.4 (item 5 of paragraph 1), and 7.0.5 are mandatory provisions and must be strictly enforced. The original provisions of the specification that have been revised this time are abolished at the same time.

According to the requirements of the State Planning Commission's Document No. Jizong (1987) 250, the "Planning and Design Specifications for Urban Residential Areas" jointly formulated by the Ministry of Construction and relevant departments has been reviewed by relevant departments. The "Planning and Design Specifications for Urban Residential Areas" GB50180-93 is now approved as a mandatory national standard to be implemented from March 1, 1994. The Ministry of Construction is responsible for the management of this standard, the China Urban Planning and Design Institute is responsible for the specific interpretation, and the Ministry of Construction's Standard and Quota Research Institute is responsible for organizing the publication and distribution. According to the requirements of the Ministry of Construction's Document No. 199894 "Notice on Issuing the 1998 Engineering Construction Standard Formulation and Revision Plan", the current national standard "Urban Residential Area Planning and Design Specifications" (hereinafter referred to as the Specifications) was partially revised. This revision of the Specifications mainly includes the following aspects: adding content on facilities for the elderly and parking lots (garages); making appropriate adjustments to some of the contents of the hierarchical control scale, indicator system and public service facilities; further adjusting and improving the relevant provisions on the sunlight spacing between houses; coordinating with relevant specifications or standards to strengthen the rigor of the wording. The revision work is aimed at new issues arising from my country's social and economic development and market economic reforms. On the basis of the original framework, The specification has been supplemented and adjusted, some standards have been improved, and strict limiting conditions have been proposed for clauses involving more legal disputes. Special attention should be paid when using the specification. The management group of the national standard "Urban Residential Area Planning and Design Specification" is responsible for interpreting this specification. If any modification or supplement is found during implementation, please send your opinions and relevant information to the management group of the national standard "Urban Residential Area Planning and Design Specification" (China Urban Planning and Design Institute, No. 9 Sanlihe Road, Haidian District, Beijing, Postal Code 100037).

1 General provisions
1.0.1 This specification is formulated to ensure the basic living environment of residents, use land and space economically, reasonably and effectively, and improve the planning and design quality of residential areas. 1.0.2 This specification applies to the planning and design of urban residential areas. 1.0.3 Residential areas can be divided into three levels: residential area, community and cluster according to the number of households or population size. The standard control scale of each level shall comply with the provisions of Table 1.0.3. Table 1.0.3

1.0.3a The planning layout of residential areas can adopt various types such as residential area-community-cluster, residential area-cluster, community cluster and independent cluster. 1.0.4 The supporting facilities of residential areas must correspond to the size of the resident population. The total area index of the supporting facilities can be uniformly arranged and flexibly used according to the planning layout.
1.0.5 The planning and design of residential areas should follow the following basic principles: 1.0.5.1 Comply with the requirements of the overall urban plan; 1.0.5.2 Comply with the principles of unified planning, reasonable layout, adapting to local conditions, comprehensive development, and supporting construction;
1.0.5.3 Comprehensively consider the local characteristics such as the nature, social economy, climate, ethnicity, customs and traditional features of the city and the environmental conditions around the planned land, make full use of the rivers and lakes, terrain, vegetation, roads, buildings and structures with preservation value in the planned land, and incorporate them into the planning; 1.0.5.4 Adapt to the activities of residents, comprehensively consider sunlight, lighting, ventilation, Disaster prevention, supporting facilities and management requirements, to create a safe, sanitary, convenient, comfortable and beautiful living environment; 1.0.5.5 Provide conditions for the living and social activities of the elderly and the disabled; 1.0.5.6 Create conditions for industrialized production, mechanized construction and diversified building groups and spatial environments; 1.0.5.7 Create conditions for commercial operation, socialized management and phased implementation; 1.0.5.8 Give full consideration to the comprehensive benefits of the three aspects of society, economy and environment: 1.0.6 In addition to complying with this code, the planning and design of residential areas shall also comply with the provisions of the relevant laws, regulations and mandatory standards currently in force in the country. 2
2.0.1 Urban Residential Area
2 Terms and Codes
Generally referred to as residential area, it refers to residential settlements of different population sizes and specifically refers to residential settlements surrounded by urban trunk roads or natural boundaries, corresponding to the size of the population (30,000 to 50,000 people), equipped with a complete set of public service facilities that can meet the material and cultural needs of the residents in the area. 2.0.2Residential community
Generally referred to as community, refers to a residential settlement surrounded by urban roads or natural boundaries, corresponding to the size of the residential population (10,000-15,000 people), equipped with a set of public service facilities that can meet the basic material and cultural needs of the residents in the area.
2.0.3Residential cluster
Generally referred to as cluster, refers to a residential settlement that is generally separated by community roads, corresponding to the size of the residential population (1,000-3,000 people), equipped with basic public service facilities required by residents.
2.0.4Residential land (R)
The general term for four types of land: residential land, public construction land, road land and public green land.
2.0.5Residential land (R01)
The general term for the land occupied by the base of residential buildings and the land within a reasonable distance around them (including green land and paths between houses, etc.).
2.0.6 Public service facility land (R02) is generally called public construction land. It is the land for various facilities built in accordance with the size of the residential population and for the service and use of residents. It should include the land occupied by the building base and its affiliated yards, green land and parking lots.
2.0.7 Road land (R03)
Residential roads, community roads, group roads and ground parking spaces for residents' cars built by non-public buildings.
2.0.8 Residential (level) roads
Roads generally used to divide communities. In large cities, they are usually at the same level as urban branch roads.
2.0.9 Community (level) roads
Roads generally used to divide groups.
2.0.10 Group (level) roads
Roads connected to community roads above and to small roads between houses below. 2.0,11 Paths between houses

Concentrated green space that meets the specified sunshine requirements, is suitable for arranging recreational facilities, and is shared by residents, including residential parks, small gardens, group green spaces, and other block-shaped and strip green spaces.
2.0.13 Supporting facilities
A general term for public service facilities, roads, and public green spaces that are built in accordance with the population size or the housing size.
2.0.14 Other land (E)
All kinds of land within the planning scope other than residential land, which should include road land that is not directly built for residents of the area, other unit land, reserved natural villages, or non-constructible land.
2.0.15 Public activity center
Residential center, community center, and group center where supporting public buildings are relatively concentrated. 2.0.16 Road red line

Generally called building control line, it is the control line of the base position of the building. 2.0.18 Sunshine spacing coefficient
