Specifications for Supervision of Information Engineering Part 1: General Principles GB/T19668.1—2005
This part of GB/T19668 specifies the general principles of supervision work during the construction, upgrading and renovation of information engineering. This part applies to:
Management and supervision departments of information engineering supervision; -Units and individuals engaged in information engineering supervision; -Owner units of information engineering;
Contractors of information engineering;
Education, training and research units for information engineering supervision. 2 Terms and Definitions
The following terms and definitions apply to this part of GB/T19668. 2.1
Owner unit
Unit with the qualification of the main body of information engineering contracting and the ability to pay the project price. 2.2
Supervision unit surveillance unit
An entity with independent corporate legal person status, obtained the corresponding level of qualification of the Ministry of Information Industry, and provides information engineering supervision services to the owner.
Construction unit
Contractor
An entity with independent corporate legal person status, obtained the corresponding level of qualification of the Ministry of Information Industry, and provides information engineering construction services to the owner.

Supervision engineer

Chief surveillance engineer is a supervision engineer who is authorized in writing by the legal representative of the supervision unit, is fully responsible for the performance of the supervision contract, and presides over the work of the supervision organization. 2.7
Delegate of the chief surveillance engineerA supervisory engineer who, with the consent of the legal representative of the supervisory unit and with the written authorization of the chief surveillance engineer, exercises some of his duties and powers on behalf of the chief surveillance engineer.

Supervision plan
A guiding document prepared under the chairmanship of the chief supervision engineer and approved in writing by the technical person in charge of the supervision unit, used to guide the supervision agency to carry out supervision work in an all-round way.
Supervision regulations surveillance regulations An operational document for a certain aspect or a certain professional supervision work in the project, prepared by professional supervision engineers according to the supervision plan and approved in writing by the chief supervision engineer.
Regular supervision meeting surveillance regular meeting A meeting held regularly during the project supervision process, chaired by the supervision agency and attended by relevant units, on matters such as quality, progress, investment, contract management and coordination.
Regular engineering meeting engineering regular meeting A regular or irregular meeting convened and chaired by the project owner or contractor and attended by the supervision unit, which is related to the contract execution of the project implementation.
Engineering change engineering change
Changes made to the design and implementation of the project in accordance with the procedures agreed in the construction contract during the implementation of the project. 2.15
Fee claims
According to the terms of the construction contract, one party to the contract asks the other party for fees through the supervision agency due to economic losses caused by the other party.
Surveillance suggestionDuring the supervision process, the supervision agency submits opinions and suggestions to the owner or the contractor in written form. 2.17
Surveillance reportDuring the supervision process, the supervision agency submits a written statement to the owner on the progress of the project supervision, special issues or temporary events and situations that occur in the project through observation and investigation. 2.18
Signature and approval
During the supervision process, any party to the project signs and approves the documents provided by the other party. 3 Specification Framework
3.1 Specification Technical Reference Model
The technical reference model of the specification for supervision of information engineering (hereinafter referred to as the specification) consists of five parts, namely supervision support elements, supervision stages, supervision contents, supervision objects and information security. The relationship between these five parts is shown in Figure 1. The reference model shows that the supervision work of information engineering is based on the supervision support elements. At each stage of the supervision work, combined with various supervision contents, the supervision objects are supervised and straightened out to ensure that the construction of the information engineering achieves the expected goals. 2

Quality management
Supervision support elements include five aspects: supervision contract, supervision plan and supervision details; supervision organization; supervision facilities; supervision personnel; quality management. The supervision contract is the legal basis for the supervision unit to supervise, and the supervision plan is the guiding document for the implementation of supervision work. The supervision organization shall prepare supervision details in accordance with the scope, content, system and method of supervision work specified in the supervision plan, carry out specific supervision work and achieve supervision goals. Supervision organization, supervision facilities, supervision personnel and quality management are the necessary foundation for carrying out supervision work. 3.2.2 Supervision stage
The supervision stage mainly includes four stages: project bidding, project design, project implementation and project acceptance. 3.2.3 Supervision objects
The supervision objects in this specification refer to various types of information engineering, such as general cabling system engineering, computer network system engineering and software engineering.
3.2.4 Supervision content
Within the scope agreed upon in the supervision contract, the supervision agency shall implement quality control, progress control, investment control, contract management, information management and coordination in accordance with the supervision plan and supervision rules and in combination with the characteristics of the supervision object to achieve the supervision objectives. 3.2.5 Information security
The security of information engineering is an important part of information engineering. Different supervision objects have different security requirements. The basis, content and methods of safety supervision of information engineering are not described in this part. For specific requirements, please refer to Part 6 of this standard to be formulated, "Safety Supervision Specifications for Information Engineering".
4 Supervision Support Elements
4.1 Supervision Contract, Supervision Plan and Supervision Rules 4.1.1 Supervision Contract
The contents of the supervision contract mainly include: supervision business content, rights and obligations of both parties, payment of supervision fees, liability for breach of contract and dispute resolution and other matters agreed by both parties. 3

4.1.2 Supervision Plan
4.1.2.1 Requirements for the Preparation of Supervision Plan
The preparation of the supervision plan should be based on the actual situation of the project, clarify the work objectives of the supervision organization, and determine the specific supervision work system, methods and measures.
4.1.2.2 Procedure for preparation of supervision plan
The preparation of supervision plan shall be carried out according to the following procedures: a) After signing the supervision contract, the chief supervision engineer shall be responsible for the preparation of supervision plan; b) After the completion of supervision plan, it shall be approved by the technical person in charge of the supervision unit; c) The supervision plan shall take effect after being submitted to the owner for signature. 4.1.2.3 Basis for preparation of supervision plan
The basis for preparation of supervision plan is as follows:
a) Relevant laws, regulations and approval documents of the project; b) Standards, design documents and technical data related to the project; c) Supervision contract, construction contract and other documents related to the project. 4.1.2.4 Contents of Supervision Plan
The supervision plan shall include the following main contents: a)
Project overview;
Basis of supervision;
Scope of supervision;
Supervision objectives;
Supervision contents;
Organization of the supervision agency and responsibilities of the supervision personnel; g)
Supervision facilities;
Supervision work methods and measures;
i) Supervision work system.
During the implementation of the supervision work, if the actual situation or conditions change significantly and the content of the supervision plan needs to be adjusted, the chief supervision engineer shall organize professional supervision engineers to modify it, and after approval by the supervision unit, submit it to the owner unit for signature. 4.1.3 Supervision Rules
4.1.3.1 Requirements for the preparation of supervision rules
The supervision rules shall meet the requirements of the supervision plan, be operational in combination with the professional characteristics of the project. 4.1.3.2 Procedure for the preparation of supervision rules
The supervision rules shall be prepared according to the following procedures:
a) The professional supervision engineer shall prepare the supervision rules based on the supervision plan; b) The supervision rules shall be approved by the chief supervision engineer. 4.1.3.3 Basis for the preparation of supervision rules
The basis for the preparation of supervision rules is as follows:
a) The signed supervision plan;
b) Standards, design documents and technical data related to professional projects; c) Project implementation plan and project-related documents. 4.1.3.4 Contents of supervision rules
The supervision rules shall include the following main contents: a) Characteristics of professional projects;
b) Supervision work process;
c) Key control points and objectives of supervision work; d) Supervision methods and measures.

During the implementation of the supervision work, the supervision rules shall be supplemented, modified and improved according to the situation and submitted to the chief supervision engineer for approval. 4.2 Supervision Organization
4.2.1 Establishment of Supervision Organization
When the supervision unit performs the information engineering supervision contract, it shall establish a supervision organization, which may be revoked only after completing the supervision work specified in the supervision contract.
4.2.2 Organizational Form of Supervision Organization
The organizational form and scale of the supervision organization shall be determined based on the project category, scale, content, technical complexity, implementation period and construction environment agreed in the supervision contract. bzxz.net
After the supervision contract is signed, the supervision unit shall notify the owner unit in writing of the organizational form, personnel composition and appointment of the chief supervision engineer of the supervision organization.
4.3 Supervision facilities
4.3.1 Facilities provided by the supervision unit for the supervision organization The supervision organization shall be equipped with equipment and tools that meet the needs of supervision work according to the type, scale and technical complexity of the supervision project and the agreement of the supervision contract.
4.3.2 Facilities provided by the owner for the supervision organization The owner shall provide the following facilities for the supervision organization: a) The owner shall provide office, transportation, communication, living and other facilities required for supervision work in accordance with the agreement of the supervision contract; b) The supervision organization shall properly keep and use the facilities provided by the owner and return them to the owner after completing the supervision work. 4.4 Supervision personnel
4.4.1 Composition of supervision personnel
Supervision personnel include:
a) Chief supervision engineer;
b) Representative of the chief supervision engineer (provided when necessary); c) Professional supervision engineer;
d) Supervision assistants.
It is generally not advisable to replace the chief supervisor engineer. When replacing the chief supervisor engineer, the consent of the owner unit should be obtained and the owner unit should be notified in writing. 4.4.2 Responsibilities of the supervisors
4.4.2.1 Responsibilities of the chief supervisor engineer
The chief supervisor engineer shall perform the following duties: be fully responsible for the implementation of the engineering supervision contract; a)
Determine the division of labor of the supervision agency personnel:
c) Preside over the preparation of the engineering supervision plan and the approval of the supervision rules; be responsible for the daily work of the supervision agency and report to the supervision unit regularly; d)
Inspect and supervise the work of the supervisors, and according to the progress of the project, the supervisors can be deployed, and the incompetent supervisors should be replaced;
Preside over the supervision work meeting and issue the documents and instructions of the engineering supervision agency; g)
Review the qualifications of the contractor Quality, and put forward review opinions: h)
Review the construction unit's start-up application, system implementation plan, construction progress plan: organize the preparation and issuance of supervision monthly report, supervision work stage report, special report and engineering supervision work summary; i)

1) Review the construction unit's completion acceptance application, organize relevant personnel to conduct completion test acceptance, and sign the completion acceptance documents; m) Preside over the arrangement of supervision materials for engineering projects; n) Review and sign the construction unit's payment application, payment certificate and completion settlement; o) Mediate contract disputes between the owner unit and the construction unit, participate in the handling of claims, and approve project extensions; organize the owner unit and the construction unit to complete the project handover. p)
4.4.2.2 Responsibilities of the Chief Engineer’s Representative The Chief Engineer’s Representative shall perform the following duties: a) Exercise some of the Chief Engineer’s duties and powers as authorized by the Chief Engineer; b) The Chief Engineer shall not entrust the following work to the Chief Engineer’s Representative: 1) Be responsible for drafting the project supervision plan and approving the project supervision rules; mediate contract disputes between the owner and the contractor, participate in the handling of claims, and approve project extensions; 2)
Deploy supervision personnel according to the progress of the project and replace incompetent supervision personnel; 3)
4) Review and approve the contractor’s payment application, payment certificate and final settlement. 4.4.2.3 Responsibilities of Professional Supervision Engineers
Professional supervision engineers shall perform the following duties: responsible for compiling the contents of the professional part of the supervision plan and the supervision rules of this profession; a)
responsible for the specific implementation of the supervision work of this profession; b)
organize, guide, inspect and supervise the work of supervision assistants; c)
assist the chief supervision engineer in reviewing the plans, programs, applications and changes of the contractor involving this profession; d)
responsible for checking the equipment, materials and software used in the project; e)
responsible for the collection, compilation and organization of the supervision materials of this profession, and participate in the preparation of the monthly supervision report; f)
regularly submit the implementation report of the supervision work of this profession to the chief supervision engineer, and report major issues to the chief supervision engineer in a timely manner; g)
responsible for the review of the engineering quantity of this profession; i) assist in organizing the testing and acceptance of the subsystem engineering of this profession; i) fill in the supervision log.
4.4.2.4 Duties of supervision assistants
Supervision assistants shall perform the following duties: a) Carry out supervision work under the guidance of professional supervision engineers; b) Assist professional supervision engineers to complete the verification of engineering quantities; Perform on-site supervision work and report problems to professional supervision engineers in a timely manner; c)
d) Check and record the implementation plan and progress of the construction unit; Supervise and record the installation, commissioning and testing of software and equipment during the implementation of the construction unit; e)
f) Fill in the supervision objectives.
4.5 Quality management
The supervision unit shall establish a corresponding quality management plan in accordance with the laws, regulations and standards related to information engineering supervision and implement it during the engineering supervision process.
5 Supervision stages and their objectives
5.1 General requirements
Supervision work can be divided into four stages: engineering bidding, engineering design, engineering implementation and engineering acceptance. It is advisable to adopt full-process supervision. The supervision objectives of each stage determined by this specification can be adjusted according to actual conditions. The specific time of the start and end of the supervision work can be implemented by the owner and the supervision unit according to the actual situation of the project and the relevant clauses in the supervision contract. 6
5.2 Main supervision objectives in the project bidding stage 5.2.1 Assist the owner to clarify the project requirements and determine the project construction objectives. 5.2.2 Promote the construction contracts signed by the owner and the contractor to be reasonable and effective in terms of technology and economy. 5.3 Main supervision objectives in the project design stage GB/T19668.1-—2005
5.3.1 Promote the owner and the contractor to make standardized technical descriptions of the project requirements and designs, and provide optimized design solutions for project implementation.
5.3.2 Promote the project plan and design solution to meet the project requirements, comply with relevant laws, regulations and standards, and be consistent with the project construction contract and be verifiable.
5.3.3 Assist the owner and the contractor to eliminate foreseeable defects in the design documents before the project is implemented. 5.4 Main supervision objectives in the project implementation phase 5.4.1 Strengthen the legality, rationality and conformity of the project implementation plan with the design plan. 5.4.2 Promote the products and services used in the project to comply with the construction contract and relevant national laws, regulations and standards. 5.4.3 Clarify the project implementation plan, and the adjustment of the plan should be reasonable and controlled. 5.4.4 Promote the project implementation process to meet the requirements of the construction contract and be consistent with the project design plan and project plan. 5.5 Main supervision objectives in the project acceptance phase 5.5.1 Clarify the conformity and feasibility of the project test acceptance plan (acceptance objectives, responsible parties, acceptance submission list, acceptance standards, acceptance methods, acceptance environment, etc.)
5.5.2 Promote the final function and performance of the project to comply with the requirements of the construction contract, laws, regulations and standards. 5.5.3 Promote the content and types of technical and management documents formed at each stage of the project provided by the contractor to comply with relevant standards. 6 Supervision Content
6.1 Project Bidding Stage
6.1.1 Quality Control in the Project Bidding Stage
The quality control contents in the project bidding stage are as follows:a) The supervision agency should understand the business needs of the owner unit and use them as one of the bases for supervision work; the supervision agency should participate in the preparation of the bidding documents;b)
The supervision agency should put forward supervision opinions on the following contents of the bidding documents:c)
1) Technical and quality requirements;
2) Requirements for the main products and services involved in the project ; Requirements for the qualifications of the bidding units;
Acceptance methods and acceptance criteria;
5) Requirements for time schedule;
The supervision agency may participate in the bidding Q&A work, assist the owner unit to explain the functions and technical indicators involved in the project to the bidding unit, and keep the meeting minutes (see Table C.6) and related documents; The supervision agency should put forward supervision opinions on the evaluation criteria of the bid evaluation; e)
The supervision agency can assist in the bid evaluation and put forward supervision opinions on the conformity of the bid document with the bidding document and the rationality of the bid document. f)
Progress control in the project bidding stage
The content of progress control in the project bidding stage is as follows: The supervision agency should participate in the preparatory work of the owner unit before the bidding, and assist the owner unit in preparing the work plan for this project. The work plan should include the following contents: 1) Project construction content; 2) Organization and management; 3) Preparation work for project construction; GB/T19668.1—2005
4) General contracting and subcontracting methods;
5) Phase division and acceptance of project construction;6)
Quality management plan;
b) The supervision agency should analyze the content and process of the project, and put forward supervision opinions on the progress of the project; the supervision agency can put forward supervision opinions on the project progress arrangement and project progress control measures in the bidding documents;c
The supervision agency should put forward supervision opinions on the progress of work in this stage;d)
The supervision agency should require an explanation of the time for providing products and services involved in the project contract, and put forward supervision opinions on the arrangements of the owner unite).
6.1.3 Investment control during the project bidding stage
The contents of investment control during the project bidding stage are as follows: a) The supervision agency shall assist the owner unit in defining the objectives, scope and functions of the project and determine the budget of the project; the supervision agency shall assist the owner unit in making clear the objectives, scope, content and technical requirements of the project products and services in the bidding documents based on the project budget; b) The supervision agency shall assist the owner unit in making clear the technical requirements of the project objectives, scope, content and products and services in the bidding documents based on the project budget.
6.1.4 Contract management during the project bidding stage
Contract management during the project bidding stage is as follows: a) The supervision agency shall participate in the signing process of the construction contract, and the construction unit shall be clearly required to accept the supervision of the supervision agency in the construction contract;
The supervision agency shall suggest that the owner unit clearly stipulate the functions, technical requirements, testing standards, acceptance requirements and quality responsibilities of the project in the construction contract;
The supervision agency shall suggest that the owner unit clearly stipulate the division of project stages and its quality and progress requirements in the construction contract, and use this as the basis for staged payments of the project.
6.1.5 Information management during the project bidding stage
The contents of information management during the project bidding stage are as follows: a) The supervision agency shall establish an information communication mechanism with the owner unit and relevant units to maintain the consistency of understanding of the project objectives, scope and business needs of all parties;
The supervision agency shall provide the owner unit with information on laws, regulations and standards related to project construction; b)
The supervision agency shall properly manage the supervision-related documents and materials generated during the project bidding stage, including demand specifications, bidding documents and supervision documents;
d) The supervision agency shall make clear to the owner unit and the contractor the document requirements to be submitted. 6.1.6 Coordination during the project bidding stage
The coordination contents during the project bidding stage are as follows: the supervision agency shall determine the mechanism for mutual coordination with the owner unit; a)
b) The supervision agency shall make a project memorandum on the coordination results during the project bidding stage (see Table C.5); c) After the project contract is signed, the coordination work between the owner unit and the contractor regarding the project shall be carried out through the supervision agency. 6.2 Engineering Design Phase
6.2.1 Quality Control in the Engineering Design Phase
The quality control in the engineering design phase is as follows: a) The supervision agency shall advise the owner and the contractor to fully consider the compatibility and interoperability between the target system and the existing system; after the contractor submits the engineering design plan application form (see Table B.1), the supervision agency shall review the following contents: b)
1) Conformity with project requirements;
2) Reasonableness of the implementation methods, processes and technical support measures of key engineering technologies; 3) Feasibility, rationality and completeness of the quality assurance measures for engineering implementation and the integrity of their documents; 4) Other necessary contents;
