If there is free liquid, a sufficient amount of adsorbent should be used to absorb it. 4.1.3 Accepted waste should be prevented from being mixed with non-radioactive solid waste. 4.2 Waste packaging 4.2.1 Low- and medium-level radioactive solid waste should be collected separately and packaged in standard waste containers. 4.2.2 Large equipment components that are prepared for disposal and have been decontaminated may be left unpackaged except that their exposed interfaces must be sealed. 4.2.3 Waste packaging containers must meet the relevant regulations in GB12711. Approved by the State Bureau of Technical Supervision on August 14, 1993 and implemented on April 01, 1994 1 GB14589-93 4.2.4 The internal and external surfaces of waste packaging containers that require anti-corrosion must be anti-corrosion treated . The outer surface of all waste packaging containers must be spray-painted with the logo and number of radioactive solid waste of uniform specifications. 4.2.5 The dose equivalent rate on the outer surface of the waste packaging container, the dose equivalent rate 1m away from the surface, and the non-fixed pollution on the outer surface of the waste packaging should comply with the relevant requirements of GB12711. 5 Storage capacity and storage period 5.1 The design storage capacity of the temporary storage shall not be less than the amount of waste produced by the nuclear power plant in three months, and shall not exceed the amount of waste produced by the nuclear power plant in five years. 5.2 To determine the design storage capacity of the temporary storage, in addition to considering the waste generated by the normal operation of the nuclear power plant, the waste generated during expected operating events and maintenance, as well as the waste generated during the shutdown and maintenance of the nuclear power plant must also be considered. waste generated. 5.3 The temporary storage time of waste in temporary storage should not exceed five years. 5.4 If the above capacity and temporary storage period are exceeded, corresponding measures must be taken and approved by the relevant competent authorities. 6 Temporary storage location 6.1 Temporary storage with a relatively small capacity can be located in the same building as the solid waste treatment system, while a temporary storage with a large capacity should be built separately in the factory area. 6.2 The separately constructed temporary storage warehouse should be arranged in a relatively secluded place at a certain distance from the main traffic trunk lines in the nuclear power plant, and should be connected to the main trunk lines by roads. 6.3 The location of the temporary storage must be able to withstand floods that occur every hundred years. 6.4 The bottom of the temporary storage must be higher than the highest groundwater level. 6.5 Temporary storage should be as far away from the water source protection zone as possible. 7 Loading, unloading, handling, storage and retrieval of waste 7.1 The loading, unloading and handling of waste must use special transport vehicles or handling tools. The loading, unloading and handling machinery used should be suitable for the packaging containers of the waste, and should be easy to operate, safe and reliable. 7.2 Combustible waste should be stored in a special storage area isolated from other waste. 7.3 When using long-distance automated handling tools, industrial televisions or other observation facilities should be equipped to observe and track the loading, unloading, transportation, storage and retrieval of waste. 7.4 Waste must be neatly placed in designated storage areas, and measures should be taken to prevent waste from tipping and rolling. 7.5 Measures must be taken to ensure that the waste can be retrieved and transported outside within the number of years specified in the design. The waste stored first should be taken out first. 7.6 If the waste packaging container is damaged, it should be returned to the waste treatment workshop for secondary packaging. 7.7 Only equipment and utensils necessary for handling, stacking and retrieval operations are allowed to be placed in the waste storage area. Maintenance work in the storage area is kept to a minimum. 8 Architectural Design 8.1 The entrance and exit gates of waste transportation vehicles in temporary storage warehouses should be flexible and convenient to operate, and can prevent theft and damage by rodents. 8.2 The temporary storage area should be divided into several small storage areas to store different types of wastes with different specific activities. 8.3 A special place must be set up to store discarded and decontaminated large equipment parts. 8.4 Windows are not allowed in storage rooms for medium-level solid radioactive waste, while high windows can be installed in storage rooms for low-level solid radioactive waste. 8.5 The temporary storage warehouse should be equipped with a sanitary entrance and exit. The sanitary entrance and exit should be equipped with shower facilities and a wash basin. The wash basin should use a foot switch or a toggle switch. 8.6 Buildings must take steps to prevent rainwater and other external water from entering the waste storage area. 8.7 The bearing capacity of the storage floor should be designed based on the maximum weight of each piece of waste, the number of stacking layers and the maximum load of the transportation vehicle, and should have sufficient wear resistance 2 . | |tt | 8.9 The storage area where combustible waste is stored must be equipped with special fire-fighting facilities (such as smoke-sensing fire detectors and fire-extinguishing devices) in accordance with relevant national fire prevention regulations. 9 Water supply and drainage 9.1 Temporary storage should be decontaminated by wiping, and flushing with water is not allowed. 9.2 The shower water and hand washing water in the temporary storage can be discharged into the production sewage system of the nuclear power plant. 10 Heating and ventilation 10.1 The waste storage area is not heated, but rooms where people often work, such as staff locker rooms, sanitary entrances and exits, and duty rooms, should be equipped with central heating. In hot areas in the south, ventilation and cooling facilities should be installed in the duty room. 10.2 The waste storage room must be equipped with an air intake and exhaust system. 10.3 In coastal areas, the corrosion of packaging containers caused by the marine climate should be considered, and the corrosion of waste packaging containers should be closely monitored during operation. 10.4 During normal operation (that is, the pollution level on the surface of the waste container meets the requirements of Article 4.2.5), the exhaust air from the storage warehouse may not be filtered and purified. However, a bypass with a filter should be provided in the design. In storage rooms where the air may be contaminated, the exhaust air must be filtered and purified. 10.5 The exhaust air from the temporary storage warehouse should be directed to the smoke window of the nuclear power plant as much as possible. If the temporary storage is far from the smokestack of the nuclear power plant, it can be discharged on site. The height of the discharge outlet should be at least 3m higher than the highest building ridge within a 50m radius. 11 Radiation shielding and radiation monitoring 11.1.Radiation Shielding The design of radiation shielding for temporary storage should be calculated based on the highest radioactivity level of the waste being stored and the longest period of time that the personnel are likely to work. Radiation shielding design must comply with the requirements of GB8703. 11.2 Dose Monitoring The temporary storage warehouse should be equipped with portable radiation measuring instruments, surface contamination inspection instruments and air sampling devices. 12 Power and lighting 12.1 The power supply of the temporary storage should ensure that when the reactor is shut down for maintenance, the temporary storage can still operate to accept the low and medium level radioactive solid waste generated during the maintenance. 12.2·Storage areas should have lighting that has a long service life and is easy to maintain. The switches of lighting fixtures in the storage area should be centralized in the duty room or control room. 13 Waste entry and exit registration 13.1 A complete waste entry and exit registration card system must be established to correctly record the date of receipt of waste, waste source, waste type and specific activity, container number, surface radiation level and pollution level, Stacking location, shipping date and receiving unit, etc. 13.2 Before the waste is transported overseas, the operation management personnel must carefully check whether the waste registration card matches the waste being transported, check the packaging and surface radiation levels and contamination levels, and sign the registration card.
