GA 461—2004 1 Scope Digital photos for resident identity cards Technical requirements This standard defines the style specifications, requirements, inspection methods and inspection rules for digital photos for resident identity cards. This standard applies to the acceptance, production and development and construction of application systems for resident identity cards. 2 Normative references GA 461—2004 The clauses in the following documents become clauses of this standard through reference in this standard. For dated references, all subsequent amendments (excluding errata) or revisions are not applicable to this standard. The portrait must be clear, rich in layers, natural in expression, and without obvious distortion: 4.1.6 Size and position of the head portrait The portrait should be horizontally centered in the rectangular frame of the photo, with a face width of 207 pixels ± 14 pixels, the hairline on the top of the head should be 7 pixels to 21 pixels away from the top edge of the photo, and the distance between the eyes and the bottom edge of the photo should be no less than 207 pixels. When the distance between the hairline on the top edge of the photo and the distance between the eyes and the bottom edge of the photo cannot meet the above requirements at the same time, the distance between the eyes and the bottom edge of the photo should be guaranteed to be no less than 207 pixels. In special cases, part of the hair that stands too high can be removed. 4.1.7 Background and frame White background, no inverted frame. 4.2 Standard digital photo 4.2.1 Color deviation The deviation of the three primary colors R, G, B of the No. 11 gray card of the standard digital photo should not be greater than 15, the deviation of the No. 5 color block from the standard value 2EA B is less than 10 (standard value: A=12.51, B\=10.39), and the deviation of the No. 6 color block from the standard value △EA*B\ is less than 10 (standard value: A*14.88.B*-12.86). 4. 2. 2 Grayscale deviation The brightness value [(R+G+B)/3] of the No. 1 gray card of the standard digital photo is less than 60. The brightness value [(brightness+B)/3] of the No. 2 gray card of the standard digital photo is 100~15. The brightness value of the gray plate of the standard digital photo [(R+G+B)/ is 160+15. The brightness value of the standard digital photo plate 4 [(R!G+B)/3] is 200±15. 4.2.3 Clarity The red arc line of the standard digital photo should be clear and discernible. 5 Inspection method 5.1 General requirements and background frame Open the digital photo file to be tested. Daily observation inspection. It should comply with the requirements of 4.2.3. 6 Inspection rules 6.1 Inspection classification The inspection of this standard is divided into type inspection and operation inspection. 6.2 Type inspection 6.2.1 Type inspection should be carried out in the following cases: a) When a new system is built, the system is migrated or resumed after being out of service for more than one month; b) When a digital camera or light is replaced with a new brand or model or put back into use after an overhaul; when a scanner is replaced with a new brand or model or put back into use after an overhaul; when continuous unqualified items related to system performance appear in the running inspection digital photos or unqualified items appear in the standard sample digital photos; d) When the superior department or quality supervision agency makes an inspection request; When the system working conditions change significantly due to other reasons. Inspection sampling The number of samples to be drawn is 10, including 8 digital photos and 2 standard sample digital photos. 6.2.3 Inspection Items The inspection items for digital photos are 4.1, 5, 4.1.6, 4.1, 7. The inspection items for standard digital photos are 4.2.1.4.2.2, 4.2.3.6.2.4 Judgment If any item does not meet the requirements, the type inspection is judged to be unqualified. 6.3 Operation Inspection 6.3.1 During the operation of the digital camera system or scanning system, the output photos should be subjected to operation inspection. 6.3.2 General requirements, background frame and head portrait ratio inspection items are inspected one by one according to 4.1.5, 4.1.6, 4.1.7. If any item does not meet the requirements, it is judged to be unqualified. If the unqualified rate exceeds 5%, type inspection should be implemented. 6.3.2 During the operation of the system, a digital photo of the standard sample shall be taken regularly and tested daily according to 4.2.1, 4.2.2 and 4.2.3. If any item does not meet the requirements, the batch shall be judged as unqualified and type inspection shall be carried out. 3 GA 461—2004 A.1 Style and specifications Standard test card style, specifications are shown in Figure A.1.
