June 30, 2003 GB 19217-+ 2003 This standard is formulated to implement the "Environmental Protection Law of the People's Republic of China" and the "Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste", prevent and control the pollution of the environment by medical waste, protect the environment, and safeguard human health. This standard refers to 0C/T450-2000 "Technical Conditions for Insulated Vehicles and Refrigerated Vehicles", and adds relevant environmental protection requirements for medical waste pollution control. Appendix A of this standard is a normative appendix. The total heat leakage rate is used to comprehensively measure the heat leakage performance of the car body and is determined by the following formula: U, = 0/ (9-8,) Where: L, total heat leakage rate, W/K; --total power consumption when the heating in the car body is stable, 6--: average temperature inside the car body, that is, the arithmetic mean of the temperatures indicated by each temperature sensing element, K0-average temperature outside the car, that is, the arithmetic mean of the temperatures indicated by each temperature sensing element, K.4 RequirementswwW.bzxz.Net 4.1 General requirements In addition to the contents specified in this standard, medical material transport vehicles shall comply with the requirements of QC/T450-20KK0: 4.2 Complete vehicle 4.2.1 The driver's cab shall be completely separated from the vehicle body to ensure the safety of the driver. 4.2.2 Accessories The vehicle should be equipped with a special box to place items to prevent the spread of contamination after an accident: a) disinfection equipment and disinfectants; b) collection tools and packaging bags; ) personal health protective equipment, etc. 4.3 Carriage 4.3.1 Carriage Volume The medical waste transport vehicle and capacity can be designed according to the medical waste loading density of 200k/㎡, and it is required that 1/4GB192172003 of the compartment volume should be left unloaded after full loading, so as to facilitate internal air circulation, disinfection and refrigeration and cooling. The loading height limit should be calculated according to the maximum allowable loading density and medical waste loading density of 200kV, and marked on the side of the car. 4.3.2 Design of the internal dimensions of the compartment Medical waste should be packed in special plastic bags in special rectangular turnover boxes with covers. The recommended dimensions of the turnover box are (length × width × height): 600mm × 500mm × 400mm. The interior dimensions of the car should be designed with reference to the dimensions of the turnover box and the vehicle loading quality requirements. 4.3.3 Interior materials of the car The interior surface of the car should be made of waterproof, corrosion-resistant materials that are easy to disinfect and clean, with a flat surface and a certain strength; the periphery and corners of the bottom of the car should be rounded without dead ends; the sealing materials of the car should also be corrosion-resistant. 4.3.4 Car performance 4.3.4.1 Air rollover performance The car compartment has good sealing performance: Under the condition that the pressure difference between the inside and outside of the car compartment is (100±10)1: convert the measured air leakage into the air leakage under standard conditions (273K, 1.013×105Pa), and its value should comply with the provisions of Table 1. The vehicle air circulation system shall be isolated from the driving air conditioning system. 4.3.4.3 Requirements for liquid anti-seepage and drainage The carriage should be treated with anti-seepage treatment. When loading goods, even if there is liquid inside the carriage, it will not leak into the insulation layer of the carriage and the external environment. Drain holes with good airtightness should be set at the bottom of the carriage. When cleaning the interior of the carriage, sewage can be effectively collected and discharged, and cleaning water cannot be allowed to flow directly into the external environment; it should have good airtightness during normal transportation. 4.3.5 Cargo hook fixing device GB 19217—2003 To ensure that the medical waste turnover box will not overturn when the non-fully loaded transport vehicle starts, stops or has an accident, a device for fixing the cargo should be installed inside the vehicle: 4.3.6 Vehicle color The exterior color of the vehicle compartment is white or silver 4.3.7. The vehicle compartment should be equipped with a secure door lock. 5 Inspection method 5.1 The inspection of the airtightness and thermal performance of the vehicle compartment specified in Articles 4.3.4.1 and 4.3.4.2 of the standard shall be carried out during the vehicle type test in accordance with the provisions of QC/T449-2000. 5.2 Article 4.3.4.The liquid seepage and drainage performance requirements of this compartment specified in Article 3 shall be tested by the following method. Liquid seepage test method: open the rear door of the compartment, pour 10L of colored (red can be enough) white water into the compartment, close the rear door of the compartment, and after normal driving on urban roads, there is no obvious leakage outside the compartment. Cleaning sewage discharge test: clean the compartment on site for 15~20min, check whether the sewage flows from the rear of the compartment to the outside of the compartment, and whether it can be collected. 5.3 Other special environmental protection requirements specified in Chapter 4 of this standard, such as the easy digestibility and cleaning performance of the compartment, can be tested by checking the vehicle design and manufacturing documents and appearance inspection. 6 Signs and warning instructions 6.1 Medical waste transfer vehicles should fix product signs in obvious places. The signs should comply with the provisions of GB/T18411-2001 and include the following contents: a! Product name, brand and model: h) Engine model: e) Maximum net engine power, kw; d) Maximum design gross mass, kgi e) Maximum design loading mass, kg; f) Carriage volume, ; g) Carriage temperature adjustment range, ; h) Production serial number and production period; ) Manufacturer name and VIN 6.2 The medical waste transfer vehicle should be sprayed with the warning signs shown in Appendix A on the front, rear and both sides of the vehicle; 6.3 The name of the medical waste disposal and transfer unit should be marked on both sides of the cab. 6.4 Warning Instructions Medical waste transfer vehicles should be marked with warning instructions for transporting medical waste in a conspicuous place in the driver's seat, which should include but not be limited to the following: "This vehicle is only suitable for transporting medical waste that is sealed in special plastic bags and contained in special turnover boxes. Wooden vehicles are not suitable for other modes of medical waste transportation. This vehicle is prohibited from being used for the transportation of other goods other than medical waste without the inspection and approval of the national accreditation department. Transportation, storage and reporting 7.1 Transportation Medical waste transfer vehicles should be self-driven (or towed) when transporting by rail (or water). If it is necessary to use When loading and unloading by hoisting, damage to the product should be prevented. 7.2 Purchase and storage GB19217-2003 When the medical waste transfer vehicle is out of use, the inside and outside of the vehicle should be thoroughly disinfected, cleaned, and aired, and the vehicle doors and cab should be locked. The vehicle should be parked in a ventilated, moisture-proof, sun-proof, and non-corrosive place. It shall not be used for transportation on other days during the out-of-use period. 7.3 When the vehicle is scrapped, the clean parts of the vehicle should be strictly disinfected before waste disposal. 4 Appendix A [Normative Appendix] Medical waste transfer vehicle logo GB 19217 — 2003 The logo of the medical waste transfer vehicle is as shown below.
