This standard specifies the basic requirements, service content, service requirements, service process, service supervision, evaluation and improvement of employment guidance services for graduates of general colleges and universities (hereinafter referred to as colleges and universities) nationwide. This standard applies to employment guidance services for college graduates provided by human resources service agencies (hereinafter referred to as service agencies). 2 Normative References

4.1 Service agencies
4.1.1 Service agencies that provide employment guidance services for university graduates should have rules and regulations to regulate employment guidance services for university graduates. 4.1.2 Service agencies that provide employment guidance services for university graduates should adopt window services, specialist services, door-to-door services, telephone services and online services.
4.1.3 Service agencies that provide employment guidance services for university graduates should introduce service items, service content and service processes through brochures, schematic diagrams and other methods, and provide guidance services. 4.1.4 Service agencies that provide employment guidance services for college graduates should be equipped with full-time and professional personnel for employment guidance services for college graduates. 4.1.5 Service agencies that provide employment guidance services for college graduates should provide training for practitioners, and the training content should include but not be limited to the following:

4.1.6 According to the needs of college graduates, service agencies with conditions should use mobile terminals to provide personalized and precise services. 4.2 Practitioners
4.2.1 Practitioners should meet the following conditions: Familiar with laws, regulations and policies related to human resources and social security, employment and entrepreneurship of college graduates; a)
b) Possess relevant professional knowledge such as human resources management and psychology; c) Have more than one year of human resources work experience. 4.2.2 Service agencies should hire experts and scholars in the field of human resources management, college employment and entrepreneurship mentors, senior corporate managers, successful alumni in employment and entrepreneurship, etc. to participate in the employment and entrepreneurship guidance services for college graduates. 4.3 Venues and facilities
4.3.1 The venues and software and hardware equipment of service agencies that provide employment guidance services for college graduates should meet the following requirements: a) Set up a manual consultation desk and open a consultation hotline; b) Set up consultation rooms, group counseling rooms, training classrooms, and the training classrooms are equipped with corresponding teaching equipment; set up a waiting and rest area;
d) Establish an information system or database for employment guidance services for college graduates. 4.3.2 Service agencies with conditions should be equipped with talent assessment tools. 5 Service Content
Employment guidance services for college graduates should include but not be limited to the following: a) Employment and entrepreneurship policy consultation, including providing legal, regulatory and policy consultation on economy, social culture, employment and entrepreneurship, human resources and social security; b) Career orientation analysis, including providing personality traits, job search motivation, career preference, competency measurement and other contents; c) Career planning, including providing self-cognition, environmental analysis, career positioning, goal design, development path guidance and other contents; d
Self-employment guidance, including providing project demonstration, business plan formulation, business start-up guidance, follow-up services and other contents; Employment and entrepreneurship skills guidance, including providing information selection, resume preparation, interview skills, workplace simulation and other employment skills training and enterprise management, marketing, business negotiation and other entrepreneurship skills guidance and other contents. 6 Service requirements
6.1 Employment and entrepreneurship policy consultation
Employment and entrepreneurship policy consultation services should meet the following requirements: a) When conducting policy consultation, personnel who are familiar with laws, regulations and policies on economic society, culture, employment and entrepreneurship of college graduates, human resources and social security should be designated;
When conducting policy consultation, services should be provided by means of printing policy interpretation manuals, opening online special topics or posting posters so that college graduates can obtain the consultation content; b) When adopting policy propaganda methods, the propaganda materials should be submitted to the service objects 2 working days in advance. The assessment results should be fed back to the service object within the time agreed in the service agreement. 6.3 Career planning
Career planning services should meet the following requirements: a) The service agency should provide guidance to college graduates based on the characteristics of college graduates and combined with the employment situation; b) The service agency should submit guidance to the service object in writing. 6.4 Self-employment guidance
Self-employment guidance services should meet the following requirements: a) Service agencies should carry out self-employment guidance work in light of the college graduates’ own conditions, social needs, entrepreneurial intentions, industry dynamics, regional characteristics, etc.; b) Service agencies should strictly keep the entrepreneurial plans of college graduates confidential; b) The service content is limited to guiding college graduates to start their own businesses, and the use of their entrepreneurial achievements without their consent should be avoided.
6.5 Employment and Entrepreneurship Skills Guidance
Employment and entrepreneurship skills guidance services should meet the following requirements: service agencies should formulate guidance outlines and teaching materials, and should carry out guidance in accordance with the outlines and teaching materials; a
When providing social practice services, service agencies should recommend units with legal qualifications, standardized internal management, and sound safety measures to service recipients; b)
Service agencies should have a complete and standardized training management system and safety emergency plan; c)
Service agencies should strictly control the training content and implement training services according to training needs; d)
Service agencies should review the qualifications of training instructors and establish a training instructor management system. e)
7Service process
7.1Information release
Service agencies use Internet platforms, mobile terminals, print media, brochures, lectures and other channels to release information related to employment guidance services for college graduates.
7.2 Contact and Communication
When contacting the service recipient, the service recipient’s needs should be analyzed according to the recipient’s intentions, and a targeted service plan should be proposed. 7.3 Signing of a service project agreement

7.4 Service Implementation
7.4.1 The service agency should formulate an implementation plan based on the service project agreement and determine the project leader. 7.4.2 The project leader should organize the project team and implement the plan according to the plan. The project leader shall designate a person to track the progress of the project and promptly resolve problems in the implementation of the project. 7.4.3
7.5 Archiving of materials
The service agency shall promptly organize and archive relevant materials after the service project is completed. 8 Service supervision, evaluation and improvement
8.1 The service agency shall proactively disclose information such as service content, service basis, service procedures, service time limit, service specifications, and complaint channels. 8.2 The service agency shall adopt questionnaire surveys, telephone follow-up visits, and seminars to conduct satisfaction surveys of service recipients in terms of service content, service attitude, service efficiency, and service methods, and promptly evaluate service quality. 8.3 The service agency shall provide hotlines, online suggestion boxes, mobile application platforms, WeChat public accounts, and other forms of complaint channels to promptly accept complaints from service recipients.
8.4 The service agency shall clearly define a special department responsible for perfume adjustment, handling, and responding to complaints from service recipients. 8.5 The service agency shall inform the complainant of the handling of the complaint within 5 working days. 8.6 For valid complaints, the service agency shall formulate and implement rectification measures. -TKAONIKAca
