This standard specifies the definition of blind plate plugging operation, the requirements for blind plates, the safety requirements for blind plate plugging operation and the management of the "Blind Plate Plugging Safety Operation Permit".
This standard applies to the blind plate plugging operation with material in the production area of ​​chemical enterprises. 2 Referenced Standards

This standard adopts the following definitions:
Plugging and extraction of blind plates with materials
During equipment maintenance and emergency repair, there are materials (gas, liquid, solid) in the equipment and pipelines and blind plate plugging and extraction operations under certain temperature and pressure conditions.
4 Blind plates
Blind plates must meet the following requirements:
4.1 The materials of blind plates should be suitable, flat and smooth, and there should be no cracks and holes after inspection. High-pressure blind plates should be qualified after flaw detection. 4.2 The diameter of the blind plate should be made according to the diameter of the pipeline flange sealing surface, and the thickness should be calculated by strength. 4.3 The blind plate should have one or two handles for easy identification and plugging. 4.4 Suitable materials should be selected for blind plate gaskets according to the properties, pressure and temperature of the medium in the pipeline. 5 Safety requirements for blind plate extraction and plugging operations
5.1 Blind plate extraction and plugging operations must obtain a "Blind Plate Extraction and Plugging Safety Operation Permit". Blind plate extraction and plugging operations are not allowed without a "Blind Plate Extraction and Plugging Safety Operation Permit". The format of the "Blind Plate Extraction and Plugging Safety Operation Permit" is shown in Appendix A. 5.2 It is strictly forbidden to alter or lend the "Blind Plate Extraction and Plugging Safety Operation Permit". When changing the content of the operation, expanding the scope of the operation or transferring the operation site, the "Blind Plate Extraction and Plugging Safety Operation Permit" should be re-applied. 5.3 If the operation approval procedures are incomplete, the safety measures are not implemented, and the working environment does not meet the safety requirements, the operator has the right to refuse to work. 5.4 When extracting and plugging blind plates on pipelines and equipment with toxic gases, the pressure of non-irritating gases should be less than 26.66kPa (200mmHg) and the pressure of irritating gases should be less than 6.67kPa (50mmHg); the gas temperature should be less than 60℃. 5.5 The production unit shall be responsible for drawing the blind plate position map and numbering the blind plates. The construction unit shall work according to the map. The blind plate position map shall be kept in the file by the production unit for reference.

5.6 The operators shall undergo individual protection training and take good individual protection. 5.7 The operation shall be supervised by a dedicated person, and the supervisor shall not leave the operation site before the operation is completed. 5.8 In places where the operation is complex and dangerous, in addition to the supervisor, there shall also be fire brigades, medical personnel, etc. on site. If the entire production system is involved, the production dispatcher and the person in charge of the factory production department must be present. 5.9 When working in flammable and explosive places, no hot work shall be allowed within 30m of the operation site; explosion-proof lamps shall be used for work lighting; and explosion-proof tools shall be used. It is forbidden to hit pipelines, flanges, etc. with iron tools. The operation of removing and plugging blind plates at high places shall be subject to the "High-altitude Safety Operation Permit" in accordance with the provisions of HG23014. 5.10
The construction unit shall implement safety measures in accordance with the requirements of the "Blind Plate Extraction and Plugging Safety Operation Permit" before the operation can be carried out. 5.11
It is strictly forbidden to carry out the operation of removing and plugging blind plates at two or more locations on the same pipeline at the same time. 5.13 When removing and plugging multiple blind plates, the operation shall be directed by the general construction person in charge according to the blind plate location map and blind plate number. 5.14 A sign shall be set up at each blind plate extraction and plugging location to indicate the location of the blind plate. 6 Management of the "Blind Plate Extraction and Plugging Safety Operation Permit" 6.1 The "Blind Plate Extraction and Plugging Safety Operation Permit" is managed by the production department or the safety and fire prevention department. 6.2 The "Blind Plate Extraction and Plugging Safety Operation Permit" is handled by the production unit. 6.3 The production unit is responsible for filling in the "Blind Plate Extraction and Plugging Safety Operation Permit" form, the blind plate location map, and safety measures, and submitting them to the construction unit for confirmation, the factory safety and fire prevention department for review, and the director or chief engineer in charge for approval. 6.4 The approved "Blind Plate Extraction and Blockage Safety Operation Permit" shall be submitted to the construction unit, production department, and safety and fire prevention department, and the production department shall be responsible for filing.
6.5 After the operation is completed, the construction unit shall submit the blind plate location map to the production department after inspection by the construction unit, production department, and safety and fire prevention department. 2
