1 Scope
This part of GB/T 23809 specifies the factors to be considered in the planning of emergency guidance systems in public buildings with safety signs and safety markings as the main guidance elements, the principles and requirements for design and setting. This part does not specify the lighting requirements on the central axis of the emergency evacuation route, nor the vertical lighting requirements for safety equipment.
GB/T 23809.1 is applicable to the design and setting of electric light source elements and phosphorescent elements in emergency guidance systems in public buildings, and is also applicable to the determination of different elements in emergency guidance systems based on the use environment, materials, design, installation and maintenance of emergency guidance systems.
GB/T 23809.1 is not applicable to the design and setting of touch-type and auditory emergency facilities, nor is it applicable to the design and application of high-level emergency lighting systems (especially evacuation route lighting).
This part does not apply to the design and installation of emergency guidance systems in water and sea vessels and in air transport cabins.

Foreword
GB/T 23809 "Principles and requirements for the setting of emergency guidance systems" is divided into the following parts: - Part 1: Inside buildings;
- Part 2: Outside buildings;
- Part 3 Personnel shelter engineering.
This part is Part 1 of GB/T 23809. This part was drafted in accordance with the rules given in GB/T 1.1-2009. GB/T23809.1—2020
This part replaces GB/T23809—2009 "Principles and requirements for the setting of emergency guidance systems". Compared with GB/T23809—2009, the main changes are as follows:
Change the English name of Safetywayguidancesystems to Emergencyguidancesystems; - Delete the design example of emergency guidance system (see Appendix A of the 2009 edition); - Add the visibility and recognizability of phosphorescent emergency guidance elements and their size and position (see Appendix C). This part uses the redrafting method to modify and adopt IS016069:2017 "Graphic Symbol Safety Signs
(SWGS)".
Compared with ISO16069:2017, this part has the following structural changes: - The natural paragraphs under each chapter are set as untitled; - Figure 1 is adjusted to Table 1, and the numbering of other tables is postponed; - The numbering of Figure 2 is adjusted to Figure 1.
The technical differences between this part and ISO16069:2017 and their reasons are as follows: Emergency guidance system
Regarding normative reference documents, this part has made adjustments with technical differences to adapt to my country's technical conditions. The adjustments are concentrated in Chapter 2 "Normative Reference Documents". The specific adjustments are as follows: Replace ISO3864-1 with GB/T2893.1-2013, which is modified and adopted as an international standard; ·
· Replace ISO3864-3 with GB/T2893.3, which is modified and adopted as an international standard; · Replace GB/T2893.4-2, which is modified and adopted as an international standard 013 replaces ISO3864-4; · replaces IEC60598-2-22 with GB7000.2, which is equivalent to the international standard; replaces IEC60364-5-56 with GB/T16895.33, which is equivalent to the international standard; replaces ISO23601 with GB/T25894, which is modified to adopt the international standard; ·
· replaces ISO7010 with GB/T31523.1, which is modified to adopt the international standard; · adjusts ISO/CIE19476 from a reference document to a normative reference document; · adds references to GB/T15565 and GA480.3; · replaces 5.1. Part of the content in 1.3 was moved to "Chapter 1 Scope" (see Chapter 1); - Due to the addition of GB/T15565, some terms repeated with GB/T15565 were deleted in "Chapter 3 Terms and Definitions";
- Descriptive terms were deleted (see Chapter 4, paragraph 1, Chapter 4, paragraph 1 in the international standard): - Some repeated terms were deleted, such as the second sentence of the first paragraph of the original 5.1.4, which is repeated with the first half of the fifth paragraph of 5.2, and the content in 5.2 was deleted; the last sentence of the original 5.1.5 is repeated with the fourth paragraph of 5.4.2, the last paragraph of 6.3.2, the last sentence of the last paragraph of 7.3.2, and the second paragraph of 7.4.2 , improve the content in 5.1.5, delete other repetitive content in the text; the content of the penultimate paragraph of the original 5.1.1 is repeated in the notes of 5.2 and 5.3.3, delete the repetitive content in the notes; the first two sentences of 5.3.2 are repeated, merge the two sentences; the third paragraph of the original 5.4.4 is repeated in the first sentence of 6.3.3 and the third paragraph of 7.4.3, improve the content in 5.4.4, delete other repetitive content in the text; GB/T23809.1-2020
According to the original text and combined with the national standard drafting rules, delete the last paragraph of 5.1.1, change the second half of the last paragraph of 5.1.3 to "should", 5.1.6 The second sentence.
This part has been edited as follows:
- To adapt to the technical standard system of my country, the name of the standard has been changed to "Principles and Requirements for Setting Emergency Guidance Systems Part 1: Inside Buildings";
- The English in "Examples of Using Auxiliary Texts" in Table 1 has been changed to Chinese;
- The "exit" in the original text with unclear meanings has been changed to "emergency exit";
- All "emergency exit" signs in the original text have been unified according to the requirements of national standards. This part was proposed and managed by the National Technical Committee for Standardization of Graphic Symbols (SAC/TC59). Introduction
GB/T23809.1—2020
In order to protect the lives and property of the public, the demand for the standardization of emergency guidance systems has also emerged. Standardized emergency guidance systems convey necessary safety information, which can help the public quickly evacuate dangerous buildings, or help the public quickly gather in designated safe areas in the event of an emergency.
Standardized and unified emergency guidance system setting principles can better help the public identify and follow the guidance information about emergency evacuation conveyed by the emergency guidance system. In addition, standardized emergency guidance systems help emergency rescue personnel evacuate people in dangerous areas in the event of an emergency.
In order to effectively convey emergency guidance information across language barriers, the emergency guidance system in this part uses safety signs and safety marks such as "arrows" that meet national standards.
This part does not cover emergency evacuation lighting. Emergency evacuation lighting is not required in some occasions, and in places where emergency evacuation lighting does not work (such as when smoke is everywhere), emergency guidance systems will more effectively assist emergency evacuation. However, emergency guidance systems are usually used in conjunction with evacuation route lighting to enable the entire emergency guidance system to function better. The purpose of this part is to standardize the design of various elements (including electric light source elements and phosphorescent elements) used in emergency guidance systems. Using consistent elements for design can enhance public awareness of emergency guidance systems and help the public quickly and effectively identify emergency guidance information when an emergency occurs.
This part does not cover risk assessment. Different types and layouts of emergency guidance systems are usually required for different risk situations. The specific practice and final design of emergency guidance systems should be undertaken by professionals. V
