In recent years, with the rapid development of e-commerce, people's dependence on online transactions has increased, so the standardization of the online transaction environment has become more and more important. Due to the asymmetry of commodity (service) transaction information in the process of online transactions, transactions face many uncertain risks. Therefore, the establishment of a scientific and applicable online transaction credit evaluation index system is an important measure to solve information asymmetry and effectively avoid transaction risks.
In online transactions, the credit evaluation indicators of different types of entities under different business models are not the same. The establishment of this standard aims to standardize the credit evaluation indicators of sellers under the B2B online transaction model. IV

This standard is applicable to the evaluation of the credit status of B2B online transaction sellers in e-commerce. Terms and definitions defined in GB/T22117 and the following terms and definitions apply to this document. 3.1
Credit evaluation
Credit evaluating
An organized behavior of evaluating the willingness, ability and performance of the evaluated object to fulfill the contract based on corresponding indicators and evaluation methods, and expressing its credit status with symbols or scores. 3.2
B2B network transactions
B2B network transactions
Network transactions in which enterprises with legal person qualifications conduct commodity (service) transactions with other enterprises on the e-commerce platform operated by a third party, or enterprises establish a trading platform and provide commodities (services) to other enterprises. 4 Basic principles
4.1 Sufficiency
The evaluation indicators should include key information that can reflect the credit of the seller in B2B network transactions, and should be able to generally reflect the credit status of the seller. 4.2 Systematicity
Evaluation indicators should be independent and complementary to each other to form a complete system. 4.3 Operability
Evaluation indicator data should be collectable, identifiable and usable. 1

5 Evaluation elements
5.1 Basic information
Information indicating the basic situation of the seller of B2B network transactions or the seller's survival status. Basic information includes: identity identification information, historical evolution, business scale, operation team and other information. 5.2 Qualification information
The necessary qualifications required by laws and regulations and certification information related to operations of the seller entity of B2B network transactions. Qualification information includes: administrative license information, certification information and other qualification information. 5.3 Business management information
Information reflecting the current status and development prospects of business management of B2B online transaction sellers. Business management information includes: business commodity information, product sales qualifications, price fulfillment information, logistics distribution information, online payment information, after-sales service information, business capability information, and information about affiliated companies or institutions.
5.4 Social credit record
Information related to the credit of B2B online transaction sellers held by government departments or social institutions. Social credit records include: administrative supervision information, court judgments and execution information, social responsibility information, honor information and other social credit records. 5.5 Online transaction information
Information related to transactions or buyers obtained by B2B online transaction sellers during online transactions. Such as transaction scale, implementation status, and protection of the buyer's business information or trade secrets. Online transaction information includes: transaction volume, transaction amount, transaction dispute resolution, recent transaction time, buyer information protection status and information disclosure status. 5.6 Evaluation information
Evaluation given by stakeholders on the performance of B2B online transaction sellers in e-commerce activities. Comprehensive credit evaluation of B2B online transaction sellers by third-party credit service agencies, etc. Evaluation information includes: third-party evaluation information, buyer evaluation information, other evaluation information, complaints and handling information, etc. Note: Stakeholders generally refer to individuals or organizations that have an interest in any decision or activity of B2B online transaction sellers. 6 Evaluation indicators

Services such as returns, exchanges and post-maintenance provided after the goods (services) are sold. Information on the seller's profitability, debt-paying ability, growth ability, and operating ability, mainly including financial status information such as asset-liability information, cash flow information, and profit and loss information. Information about enterprises or institutions associated with an enterprise or organization. The categories of associated relationships include: family business, parent-subsidiary, investment association, guarantee association, investor association, senior management association, guarantor association, etc.
Regulatory information includes business administration information, tax information, credit information and quality information. Among them, business administration information includes contract performance information, abnormal operation information, administrative penalty information, etc.; tax information includes seller's tax payment record, tax credit rating and other information; credit information includes seller's loan information, credit rating given by financial institutions and other information; quality information includes product quality supervision spot checks, inspections and records of violations of laws and regulations, and other court judgment information related to the seller, as well as public or compulsory execution information; wage payment, social security, labor management, environmental protection and public welfare funding information; and honors obtained by the seller. For example: the title of "abiding by contracts and keeping credit", trademark honor, legal representative honor, advanced taxpayer, civilized unit, social welfare title and other information related to the seller's credit recorded by other social institutions. The types of goods (services) used for transactions, and the total number of goods (services) sold within the specified period, calculated according to the minimum transaction unit specified in the transaction, excluding the number of goods (services) whose transactions were cancelled.
