This standard specifies the classification and code of economic activities in the whole society. This standard is applicable to the classification of economic activities in national macro-management such as statistics, planning, finance, taxation, industry and commerce, and is used for information processing and information exchange.
This standard is drafted in accordance with the rules given in GB/T1.1-2009.
This standard replaces GB/T4754-2002 "National Economic Industry Classification".
The main differences between this standard and GB/T4754-2002 are as follows:

This standard corresponds to the International Standard Industrial Classification of All Economic Activities (2006, Revised Fourth Edition, referred to as: ISI Rev.4) compiled by the United Nations Statistics Division, and the degree of consistency with ISI Rev.4 is non-equivalent. The main differences between this standard and ISI Rev.4 are as follows:

National Economic Industry Classification
This standard specifies the classification and codes of economic activities in the whole society. GB/T 4754—2011
This standard is applicable to the classification of economic activities in national macro-management such as statistics, planning, finance, taxation, industry and commerce, and is used for information processing and information exchange.
2 Terms and Definitions
The following terms and definitions apply to this document. 2.1
Industry
Industry (or industry) refers to the collection of all units engaged in economic activities of the same nature. 2.2
Principal Activity
When a unit engages in more than two economic activities, the activity that accounts for the largest share of its unit's added value is called the principal activity. If the unit's principal activity cannot be determined by added value, the principal activity can be determined based on sales revenue, operating income or employees. Corresponding to the principal activity are secondary activities and auxiliary activities. Secondary activities refer to all economic activities that a unit engages in externally, except for the principal activities. Auxiliary activities refer to all activities of a unit that do not provide products and services to the outside. Auxiliary activities are internal activities carried out to ensure the normal operation of the unit's principal and secondary activities. 2.3
Unit
The unit in this standard refers to an entity that effectively carries out various economic activities and is the carrier for dividing national economic industries. 2.4
Industrial activity unit establishment
Industrial activity unit is a subsidiary unit of a legal entity. An industrial activity unit shall meet the following conditions: - engage in one or mainly one economic activity in one place; organize production, operation or business activities relatively independently; and be able to master data such as income and expenditure.
Corporate unit corporate unit
A unit that meets the following conditions is a legal entity: established in accordance with the law, with its own name, organizational structure and location, and able to independently bear civil liability; independently own and use (or authorize the use of) assets, bear liabilities, and have the right to sign contracts with other units; independently account for accounting and be able to prepare balance sheets. 3 Principles and regulations of classification
3.1 Principles of industry division
This standard divides national economic industries according to the principle of homogeneity of economic activities. That is, each industry category is divided according to the nature of the same economic activity, rather than according to establishment, accounting system or department management. 3.2 Basic units of industry classification
Based on the United Nations International Standard Industrial Classification of All Economic Activities (ISIC Rev. 4), this standard mainly uses industrial activity units and legal entities as units for industry classification. Using industrial activity units to classify industries is suitable for production statistics and other statistical surveys that are not based on assets, liabilities, and financial status. Using legal entities to classify industries is suitable for statistical surveys that are based on assets, liabilities, and financial status. When classifying industries based on legal entities, each legal entity in a joint enterprise such as an enterprise group or group company composed of multiple legal entities should be distinguished and industries should be classified according to individual legal entities. 3.3 Principles for determining the industry affiliation of a unit
This standard determines the industry nature of a unit according to its main economic activities. When a unit engages in one economic activity, the industry of the unit is determined according to the economic activity. When a unit engages in more than two economic activities, the industry of the unit is determined according to the main activity. 4 Coding method and code structure
4.1 This standard adopts the line classification method and hierarchical coding method to classify national economic industries into four levels: categories, major categories, medium categories, and minor categories. The code consists of one Latin letter and four Arabic numerals. The category code is represented by one Latin letter, that is, the letters A, BC represent different categories in turn; the major category code is represented by two Arabic numerals, breaking the category boundaries and coding in sequence starting from 01; the medium category code is represented by three Arabic numerals, the first two are the major category code, and the third is the medium category sequence code; the subcategory code is represented by four Arabic numerals, the first three are the medium category code, and the fourth is the subcategory sequence code.
4.2 The medium and subcategories of this standard shall establish accommodation items with the word "other" as needed. In principle, for the sake of easy identification, the code suffix of the accommodation item is stipulated to be "9".
4.3 When the major and medium categories of this standard are no longer subdivided, the code shall be supplemented with "0" until the fourth digit. 4.4 The code structure of this standard is as follows:
