This standard is one of a series of standards for the inspection of dangerous goods for highway transportation. It is used in conjunction with the two standards of the general rules for inspection of dangerous goods for highway transportation and the safety rules for inspection of dangerous goods for highway transportation. The consistency of this standard with the revised version of the 12th edition of the National Regulations on the Transportation of Dangerous Goods and the International Highway Transportation of Dangerous Goods is non-variable. Its technical contents are completely consistent with the above regulations and provisions. The standard text format has been revised according to GB/T1.1-20CC. The content of this standard A, B and performance data are consistent with the content of this standard. This standard was proposed and approved by the National Technical Committee for the Management of Hazardous Chemicals (SA Center) on 25th. 1 Scope
Inspection, safety specifications and identification of packages for dangerous goods transported by road

This standard specifies the requirements, specifications, identification contents and identification of packages for dangerous goods transported by road other than Class 2, Item 6.2 of Class 6 and Class 7 in Chapter 4 of GB19269.1-2003. This standard is applicable to the identification of packages for dangerous goods transported by road other than Class 2, Item 6.2 of Class 6 and Class 7 as specified in Chapter 4 of GB11259.1-3603.
This standard is not applicable to packages with a net weight of less than 1 kg and a volume of more than 450 kg. 2 Normative referenced documents

The technical definitions established in GR1S2G9.1-2005 apply to this standard. 4 Requirements 4.1 General requirements 4.1.1 The embossed, printed or pasted marks, logos and labels on the exterior of the package should be accurate, clear and firm and comply with the requirements of GB16U-2000. The outer surface of the package should be clean. Residue, contamination or leakage should be minimized. 4.1.2 The selected container should be compatible with the properties of the dangerous goods to be transported and its performance should comply with the provisions of GB1025.1-2000 and GB1926S.2200. 4.1.3 The packing category of the container should be equal to or higher than the packing category required for the dangerous goods. 4.1.4 In the following cases, a classification and grading hazard characteristic inspection report (see Appendix A for example) shall be provided: a) The first production or not listed: b) The first logical import or export: c) It is necessary to pay attention to the following: if the reported contents do not match the actual contents, etc. 4.1.5 For the first use, a single-material packaging container or inner layer of the container or inner layer of the container shall provide a report of chemical compatibility test for more than 6 months (example H); 4.1.6 The net load of a single package of hazardous goods shall not exceed the weight specified in the United Nations International Convention on the Suitability of the Transport of Dangerous Goods. 4.1.7 For low-volume hazardous goods, the volume of the container shall be less than 98% of the total volume of the container. 4.1.B When shielding or inert gas is used to protect dangerous goods, the shielding or inert gas shall effectively protect the safety of dangerous goods. 4.1.9 Dangerous goods shall not leak out of the packaging container and the inside and outside of the packaging container. 4.1.10 Dangerous goods and containers connected with them shall not have any chemical reaction that affects the strength of the container. 4.1.2 The attached materials shall not react with the dangerous goods to form dangerous chemical reactions, and the inner container shall be able to completely absorb and retain all dangerous goods when it is sealed, so as not to cause the empty materials to come out of the outer packaging container. 4.1.12 Shockproof and cushioning materials shall not react with the dangerous goods to reduce their resistance to chemical reactions, and there shall be enough filling materials to prevent the inner container from moving.
4.2 Special requirements
4.2.1 Requirements for precision and precision containers
4.2.1.1 For closed barrels, the large and small closure screws should be tightly matched and equipped with appropriate sealing rings. The tightening process should meet the sealing requirements.
4.2.1.2 Open cans should be equipped with appropriate sealing patterns, regardless of the form of the door, and should meet the sealing requirements. Therefore, they should be locked with pins.
4.2.2 Requirements for box containers
4.2.2.1 Wooden boxes and fiberboard boxes should be nailed firmly when nailed, and nails should not be protruding. Avoid the calcium in the container and add a seal to prevent any chemical reaction or physical change with the contents. The packaging tape should be tightly signed and sold. 4.2.2.2 The paper should be intact and sealed. The sealing surface should be smooth and the whole body should be tightened. 4.2.3 Requirements for this type of container
4.2.3.1 When the outer container is connected through the chain, the outer container of the inner bag shall not be folded more than 0mm. The chain can be stretched and tied with more than 5 stitches. The chain strength should ensure that the contents do not leak out and do not reduce the sealing strength. The outer chain should be sealed to ensure that there is no leakage of contents.
4.2.3.2 When sealing the inner bag, no matter whether it is sealed by tying, standing or other methods, it must ensure that the contents are sealed. 4.2.3.3 When sealing with a single tie, the gas in the bag should be discharged. The mouth should be tied with a rope twice, tied with a knot, then folded down and tied twice, and tied tightly. If the layers are stable, they should be layered according to this method. 4.2.3.4 Adhesion should be done in pairs to discharge the gas in the food. No holes are allowed to exist due to the poor adhesion. If the layers are double-sided, they should be bonded separately. 4.2.4 Requirements for containers containing food
When the food is put into the container, the seal must comply with the requirements of the roll seal, and the airtight seal must comply with the requirements of 4.2.4.1 [

4.2.4.2 For packaging with fragile contents (such as glass, etc.), the outer packaging shall comply with Class 1 packaging. 4.2.4.3 The materials shall comply with the requirements of 1.1.11 of this standard. 4.2.4.4 If the outer container is not leakproof or waterproof, a leakproof liner or inner container must be used. 5 Sampling
5.1 Inspection batch

6.1 Briefly check whether the packaging of dangerous goods transported from one end to another meets the requirements of 4.1.1, 6.1.8 and 4.1.9. 6.2 Check whether the selected packaging is suitable for the dangerous goods for road transport according to the relevant provisions of GB1969.1-2003 and GB19259.2-2003; whether the color of the container is consistent with the category of the whole package, and whether there is a corresponding performance test report. 3. For the dangerous goods packaging for road transport, check whether it has the corresponding classification and hazard characteristics test report issued by the national quality department or the testing agency recognized by the national quality inspection department. 5.4 Check whether the road transport dangerous goods are suitable for road transport in accordance with the requirements of 4.1.5. 5.5 Check whether the replacement period of the liquid dangerous goods for road transport meets the requirements of 1.6. Extract the reduced volume of the dangerous goods for analysis and use as a gas to measure the gas content, and test whether the dangerous goods contain contaminants or gases according to the standards of the various types of dangerous goods. 6.7 Check whether the packaging, attached materials, pressure-sensitive materials, paper, and other packaging additional materials used for dangerous goods have chemical reactions that affect their use. 8. Check whether the packaging is in compliance with the provisions of GB11265.1-2013. 6.9 Check whether the sealing of the container meets the requirements of 4.2.3, 6.10 Check the requirements of 4.2.2 of the container layers of the box type, 6.11 Check whether the sealing of the inner container meets the requirements of GB19239.1200, and the outer container of the inner container is 1 container. 7.1, the enterprise using dangerous goods packaging should ensure that the dangerous goods packaging used for highway transportation meets the requirements of the standards, and shall be identified by the relevant inspection department. The user of hazardous waste goods shall follow the provisions of the standards and accept and inspect the hazardous waste in pieces.
7.2 The pieces of dangerous goods transported by highway transportation shall be identified in batches, and the order pallet shall be regarded as a batch, but the large quantity shall not exceed the maximum batch specified in 5.1.

7.3 The validity period of the inspection report should be calculated from the date of delivery of the dangerous goods. The validity period of the inspection report for Class A dangerous goods and packages with dangerous substances is no more than 6 months. The validity period of the inspection report for other dangerous goods is no more than 1 year, but this validity period cannot exceed the validity period of the performance inspection report. .4 Formulate rules: If there is an unqualified product, the batch of dangerous goods packages is not suitable for public transportation.
